terday morning, direct from| New
Orleans, through in four days and a
half. He brings the most eneourag
ing reports from that portion of the
South, over which he bas traveled ex?
tensively. When Dr. Daily went- to
Texas* hist fall, there -was not a
single postmaster in all that vast
State. Now loyal postmasters, " ho i
have taken the test oath, dot the State
all over, and nearly all tho leading
mail routes are iu operation, afford?
ing mail facilities to the entire State.
As to Louisiana, the Doctor speaks
particularly encouragingly. He thinks
it the best "reconstructed" State in
all the South. The people ure in
a good humor, accept the situation
with a hearty good will, und the
freedmen and all are hurd at work
"reconstructing" plantations und the
wrecked fortunes of that great "Suger
Bowl" State. Dr. Daily affirms that
Louisiana will very soon be "herself
again." New Orleans he reports as
clean, healthy, full of people, ?md
alive with enterprise.

During a violent gale which oc?
curred in the Dunkied District, in
Scotland, last month, a large number
of trees, some of them of unusual
size, were uprooted. In the garden
of Duncrab, belonging to Lord Kollo,
a fir tree'wprthy of note was blown
down. It was eighty feet in height,
and the circumference at the root
waa eighteen feet. This tree was
planted in 1706, to commemorate the
union between England and Scotland. .

That it shall be the duty of the city police 1
to arrest all persons who shall behave in a I
riotous or disorderly manner, or who shall
be found drunk in the streets of Columbia,
and carry Buch persons to the guard-house.
An Ordinance ti? close barber-shops on
the Sabbath-day.
An Ordinance for the better observance
of the Sabbath-day.
An Ordinance relativo to the deposit of
filth and trash in the streets.
An Ordinance t" regulate blacksmiths'
shops.
An Ordinance concerning dug*.
An Ordinance concerning fire-arms.
An Ordinance concerning gonts and
swine running at large.
An Ordinance concerning horses and fast
driving in the streets.
An Ordinance regulating the granting ot
licenses to retail spirituous liquors in the
