THE DARKIES OX THE RAMFAOE. I
The colored population are beginning I
to feel their civil rights. We hear of j
foui* or five of them promenading into i
a fashionable restaurant, sitting down j
among white ladies and gentlemen, j
and appealing to tho civil rights bill ?
to protect them from ejectment. This ;
little game will probably be tried at j
churches, theatres and other places ;
of resort, and it will canse some tem?
porary inconveniences and annoy- ?
anees; but in course of time all these
things will settle themselves, and thc
darkies will bo quietly regulated by ;
the force of public opinion.
But, perhaps, the most amusing in- '
stance of the civil rights furor Ls the
presentation to the Senate ol' a peti- '
tion, signed by a couple of dozen
darkies, for the expulsion of Senator ,
Davis, of Kentucky, This absurd pe?
tition, with such nan es as "Sam," \
"Jeff," "Ras," "Bill" and "Clem"
attached, was gravely presented by
the irrepressible Sumner, and the
Sena Le as gravely referred it to the
Judiciary Committee, instead of lay-1
ing it on the table, or under the !
table, or in the waste basket We do
not say that Senator Davis does not ?
deserve this token of remembrance 1
from the children of Africa, for he j
has been pretty hard upon them in
his time; but certainly the Sonate
ought to have sufficient respect for
its own dignity not to encourage such
petitions and petitioners.

is more than ever fatal with them,
which promiscuous intercourse, free
dom of will and want of interest in ?
their progeny has checked their in
orease hy natural means.

AUSTRIA AND PRUSSIA-THE REAL, j
CAUSE OE THE DIFFICULTY.-The Ber- ?
lin comic paper, Kladderadatsch, has
a caricature on the Schleswig-Holstein
difficulty. Schleswig and Holstein
are represented as the two legs of a
pair of trousers. In tho first part,
Prussia and Austria have each got
one leg on, with the remark, "That
does not do. " In the second picture,
the trousers are divided, and each
has one leg. That does not do
either. In the third, Prussia has got
the whole garment to itself, and Aus?
tria is walking off with a bag of
money and that will do.
The cotton and woolen manufac?
tory in the penitentiary of Texas is
doing a fine business. Instead of
Anding any difficulty in disposing of
its goods since tlie door has boon
opened for Northern competition, it
cannot complete its Texas orders,
while its prices range from three to ten
cents per yard under those for far
inferior articles brought from the
North.
An exchange states that within a
month after the opening of the New
York State Inebriate Asylum, over
1,000 applications were made by
wealthy parents for the admission of
their daughters, who had contracted
habits of intemperance, from the uso
of wines and liquors at fashionable
parties.
Of twenty-two lots of kerosene oil
lately tested in Providence, lt. I.,
only five were safo for illuminating
purposes. The rest were as explosive
os gunpowder._

assembled, That from and after the pas
age and promulgation of this Ordinam
any merchant, shop-keeper or vender
wines, spirituous or malt liquors, in a:
quantity, either under a tavern or ret
license, who shall keep his store, shop, bu
room or saloon open, for the transact ion
business, on the Sabbath day, shall be sn
ject to a penalty of not more than iii
dollars, nor less than twenty dollars,
the discretion of the City Council of C
lumbia, for each and every violation
this Ordinance. And that all Ordinance
and any part of Ordinances, repugnant
this Ordinance, be and are hereby i
pealed.
