formal adhesion of the French Government ?

Emperor kindly and cordially replies to our
Government, and engages to withdraw his ;
troops from Mexico in three detachments, :
one in November next, one in May, and !
one in November, 1H67.

groes shall have the right to vote.
Third.-No representation a ili be allowed j

the oath.

WASHINGTON, April 23.-In the House,
Mr. Wilson, from the Judiciary Committee,
reported adversely ou the President's mes
sage suggesting a modification of the test !
oath, on the ground that if it wa? modified,
those who took part against the Govern?
ment would be in the enjoyment of official
positions, and treason would not be made
odious. Mr. Rogers presented a minority
report, stating that thc people of the South i
wore loyal, and it would be tyranny to ex
elude them. The Committee was dis- \
charged from the further consideration of I
the .subject. A resolution investing the
President with power to take such measures
as he may deem proper to prevent tho in
troduction of the cholera into tho United
States was agreed to. The army bill was
discussed.
