WASHINGTON, April 6.-Tho President,
to-day, transmitted to Congress a commu?
nication from tho Secretary of the Trea?
sury and Postmaster-General, suggesting
some modifications of the test oath. They
show the great importance of such legis?
lation, bosh in a pecuniary and harmoni?
ous point of view, and the President earn?
estly commends the subject to tho early
consideration of Congress. The commu?
nication was referred to Committee ou the
Judiciary.
In the Senate, Mr. Lane, of Kansas,
offered a joint resolution, to-day, proposing
the admission of tho Southern States to
repr?sentation in Congress on condition of
repudiating tho Confederate debt, endors?
ing the Federal debt, annulling all ordi?
nances of secession, and granting the
right of suffrage to colored persons who
pay a tax on $250 worth of property, and
who can read and write.
Mr. Lane spoke of the necessity for im?
mediate action on the subject of recon?
struction, to save the Republican party.
flfTho veto message was taken up, and
some sharp conversation ensued between
Lane and Meade. The former endorsed
the President with great vigor. The dis?
cussion created considerable sensation.
Further debate ensued, which was kept up
to 6 o'clock. No vote had been taken.
In the House, to-day, Brooks was unseat?
ed and Dodpe voted in.
LATER.-Tho civil rights bill, in the Se?
nate, this evening, passed ovor the Presi?
dent's veto by a vote of thirty-three to
fifteen. Tho excitement here is intense.

The South Carolina Railroad is now open
to Columbia, and its President has oftlcially
informed us that the Augusta line will be
completed to Blackville this month, and
that on tho first of February he will receive
through freight to Augusta. A line of
steamers to Savannah will afford facilities
for shipping in that direction. It is our
purpose to have in store, by the last of
February, a complete and varied assort?
ment of goods tn our respective Unes
adapted to the Spring Trade, and every
exertion shall be made to promote your
