Cosmopolitan, we extract the eonclud
ingparagraph :
We take it for granted that no por?
tion of the United States is more
anxious for genuine peace, union and
harmony, than the States lately in
rebellion under the name of the Con?
federacy. The people of tba South
deliberately seceded, heroically strug?
gled, terribly suffered and manfully
submitted. They have accepted the
fiat of might, as inexorable as fate or
the laws of gravitation. Tbey return
to the Union in good faith, and with
untarnished honor. They are willing
to work in earnest to "repair dam?
ages," and to assist the Government
in its policy of reconstruction, and
adapt themselves to the new condi?
tion of society, following the violent
manumission of 4,000,000 of slaves.
The late secessionists have become I
Unionists par excellence; while the
Loyal Leaguers and "Union Shriek?
ers" of the ?sorth are open, active,
irrepressible disunionists of the most
malignant type. Summer, Stevens,
Butler, Brownlow, et id omne genus,
are infinitely worse enemies of the
Union than any secessionist that ever
drew his sword in the struggle for
Southern independence. Opposed to
this turbulent sea of fanaticism, whose
rising tide threatens the very founda?
tions of the Republic, President
Johnson's executive will is tho only
present security and future hope of
the nation. That he may have the
wisdom, the courage and the strength
to hold firmly the helm of the ship of
^tate.-.now fearfully rolling on the
troubled r*ea of fanaticism; and that
history may write these words in
marble after his name, "The pilot
that icealhered the sionn," must be
the prayer of every good man, not
only in America, but throughout the
world.
INDIA COTTON.-The accounts from
Bombay show a rapid increase of the
growth of cotton in Western India.
The shipment for five months alone,
during last year, over the great In?
dian peninsular railway, amounted to
209,724 bales, three times the amount
for the same period in the preceding
year. The quality of Indian cotton
is far inferior to that grown in this
country.
Between the French and the
English there exists great rivalry in
steam communication in the East.
The French line of steamships seems
to have the advantages of comfort
huid speed. The French fresh water
^5nal, at Suez, now empties into the
^Qulf Suez; but the maritime canal,
wT?ich is the great commercial work,
shows no signs of completion.
