A CONFLICT OF AUTHORITY.-The Freedmen's Bureau and the civil au? thorities are in conflict with regard to the fees collected by the bureau from negroes tried before that tribunal. The city government claims the fees, on the ground that the negroes con? victed have been fed and housed at the expense of the city. We do not know on what grounds the bureau refuses to hand over the fees. The city refuses to honse and feed them any longer, consequently we suppose a house of refuge will have to be established for these colored vagrants, providing shelter and sustenance for them until employment can be fur? nished them on plantations and other places, where their services may be required. We have no idea that the bureau will not act properly in the matter.-Memphis Bulletin. Columbia Bridge Company. THE Citv Treasurer is readv to ISSUE CERTIFICATES for the amounts of interest due to Stockholders on the 1st of January, 1866, and the redeemable Stoei?s and Boude remaining duo at same dato, in pursuance of tho City Ordinances "To Provide for the Payment of Arrears of Princinal and Interest on the City Debt by an Issue of City Stock." The Ordinance of February 13, 18CG, di? rects that "Tho City Treasurer shall bo authorized to pay such portions of stock as shall be less than ten dollars in curroa cy, so that there shall not appear on any Certificate of Stock a fractional sum of less than ten dollars, and so that no new Certificate shall be for a less sum than fifty dollars." Ordered by the Legislature of South Caro? lina. THE undersigned Commissioners, ap? pointed by the General Assembly of South Carolina, at its late session, will receive bids for the valuable WATE R POWER known as the COLUMBIA CANAL, until the first day ol' April ucxt. The Canal is eight thousand six hundred and fifty-four yards long, and thc average fall Tor tho tirst three miles is fourteen feet, commencing at ten feet at Upper street, in j Columbia, and attaining nineteen feet one I inch at Bridge street; the remaining two miles, from Bridge street to its mouth, commences at nineteen feet ten inches, and attains a fall of twenty-five feet. Fine building sites exist between tho canal and river, giving complete protection to build? ings and machinery /rora freshets. Thc State, through the undersigned, will con? vey the canal and all its appurtenances, together with tho right of way for sixty feet on each side of tho centre of the canal to the purchaser. Compensation to tho adjacent land owners for tho right of way, to be made by the purchaser, on the sanie just and equitable'terms that the right of .way was conveyed to the Greenville and Columbia Railroad Company, by Act of 15th December, 1815. This power has been accurately surveyed by Prof. John LeContc, of tho South Caro? lina University; his report, together with the Act of thc General Assembly and this advertisement, has been printed, and may bo obtained by addressing Jas. G. Gibbes, Esq., Mayor of Columbia. Prof. LeConto estimates that by doubling tile original capacity of the canal, as re? quired by the Act, that tho power secured to Bridge street will be 355 horse-power, the average head being fourteen feet; and from Bridge street to its mouth 532 horse? power, with an average head of twenty-one feet, and a current of one foot per second. With a current of two feet per Becond, the powers would be 710 and 1,064 horse-power; and if the machinery is not run at night, the power may bo doubled by accumulat? ing water in reservoirs. "As the supply of water," savs Prof. LeConte, "which "may bo turned from the river into the canal at its head, is almost unlimited, the canal can be enlarged to an extent commensurate with the demand for water power. If desired, it may bo made to supply water to the extent of 5,000 horse? power or more. In fact, hy very simple ai-rangements, one-third or one-half, or oven more, of thc wholo water in Broad River, might be turned into such an en? larged canal." This water power is literally within tbe city of Columbia. Tho city is now supplied by railroads penetrating nearly every Dis? trict in the State, furnishing the produc? tions of cotton, rice, wheat, beef and pro? visions, with littlo expense at this important point. The eily of Columbia is supplied with gas and good water, the climate is salubrious and healthy, being above the miasmatic region, and invites, for pleasant settlement and society, merchants, artisans, mecha ! mes, manufacturers and persons of for I tuno and leisure. The property will be sold on the following conditions, to wit: 1st. The purchaser shall, within two years from the dato of conveyance, complete tho widening and ' deepening of said canal to at least twice it J j origininal capacity. (Its original capacity j was fifteen feet wide at top. eight feet at ' bottom and four foot in depth; to double it according to Prof. LeContc's report, it will require the removal of 36,107 cubic yards of earth, and 3,200 cubic yards of stone to Bridge street, and from Bridge street to its mouth 22,176 cubic yards of earth-no stone to be removed.) That the same shall always be kept open for boating purposes, free of charges, to whore it is now used. (This will not interfere at all with the water power for driving machine? ry, as boats only descend as far as the first lock, near Upper street.) That tho water shall not become stag? nant, and that it shall not heused for other than hydraulic purposes. That one-third or the sum bid shall be paid within thirty days after notice of ac? ceptance of bid; one-third at the expiration of six mouths therefrom, and the remain? ing third at the expiration of twelve months. Titles delivered on payment of first instalment, and that the title nerein proposed to be conveyed shall revert to the State, on default being made of any of the foregoing conditions, including payment of all thc purchase money. This water power with its location, in tho judgment of thc Commissioners, is un? equaled by any in tho Stata of South Caro? lina, and not surpassed by any in the Southern country. Parties sending bids will please furnish the Commissioners with references as to the ability promptly to make good th 3 same.
