POHTLANU, February 8.-The steamship Persia has arrived, with Liverpool dates to thc 26th ult. Cotton has declined a half penny for American, and from one to three-quarters for other descriptions. Sales for the week 58,000 bales. Sales of Friday, 26th, 7,000 bales, closing heavy. Consols 86|@86 15-10. United States 5-20's 66*. Congressional Proceedings. WASHINGTON, February 7-In the Senate, Mr. Clark reported a bill providing for punishment of jjorsons convicted of kid? napping negroes. afr. Fess en den made a speech in support of the joint resolution in relation to repre-1 sentation. The House considered a bill setting apart all public lands in Louisiana, Mississippi, Florida and Arkansas for homesteads, of eighty acres, to be given to settlers, with? out regard to class or color. Several Be? ?rablicans declared that the freedmen thus ocated would preserve the spirit of liberty against their former oppressors; while on the Democratic side, it was contended that the bill discriminated against the white men who desired to emigrate to the Routh, and that it excluded from its benefits those who had taken part in the rebellion, but who had been pardoned by the President. There waa no action on the bill. The House also considered the Navy Appropriation bill. Nearly all the items" for the Norfolk yard were stricken out. WASHINGTON, February 8.-Tne Senato was engaged in the discussion of tho Con? stitutional amendment resolution. The House passed a bill disposing of public lands in certain Southern States Mississippi, Louisiana, Arkansas and Flo? rida-on the homestead principle. Also discussed the navr appropriation bill. Mr. Rice, Chairman of the Committee on Naval Affairs, denied the statement that we were prepared to go to war with England and France. WASHINGTON, February '.).-The House has passed the naval appropriation bill. Nearly all the items for the Norfolk and Pensacola Navy Yards.were stricken out. The House concurred in the Senate amendment to Freedmen's Bureau bill. Instead of confining its operations to the States where thc habeas corpus is suspend? ed, it is of general application. The bill now waits the sanction of the President. In tb o Senate, the credentials of Sena? tors elect from Alabama were presented and laid on the table. A resolution was offered for the appoint- | ment of a committee to investigate charges ot speculation against Government ('otton Agents. ?lr.
