WASHINGTON, January 29.-Tho Senate,
to-day, discussed tho hill to provide for tho
protection of all persona, without distinc?
tion of color or race, in thoir civil rights.
Mr. Trumbull offered, as an amendment,
a clause that all persons of African de?
scent, being in thc United States, are citi?
zens thereof, and made a speech in sup
l*>rt of the bill.
Mr. Saulsbnry replied to Mr. Trumbull,
contending that thc' liberties of white men
were entitled to some consideration, and
that it was timo to cease shedding tears
for negroes.
A resolution was offered, and referred to
the Committee on Naval Affairs, tendering
the thanks of Congress to Commodore
Farragut and his officers and men, for
their conduct in Mobile Bav, in August,
1864.
In tho House, Slr. Raymond, of New
York, refuted the position of those who
maintained that the Southern States were
oyt of tho Union. This he denied, and
asserted that Congress had no more power
to do anything against them than against
other parties. He contended that thc
Southern States, having boen re-organized,
the only question was the admission of j
their representatives. Congress should
act separately on the eases from each dis?
trict, and admit those who can take the
oath. Wc have to live with the South, and
good policy, as well as patriotism, should
induce us to reconciahation. !!<. said the
House owed it to its dignity to repudiate
tho Select Committee on Reconstruction.
Ho concludod by saying that all the paper
Constitutions would not save the country
unless there was sufficient patriotism
among the people.
Lately, in Georgia, a Confederate

lieved the reports, and had married
another mau. He determined to give
her up. '.But," said he to a number
of sympathizing friends, "the thing
that sticks in my craw, gentlemen,

country as I hev done, I shouldn't
keered. He was lyin' up in the moun?
tains when I was doin" my duty, the
infernal cuss, and that's what I don't
like him for-durn him!"
TRIBUTE TO MRS. LINCOLN.-The
State Department at Washington has
caused to be beautifully and elabo?
rately engraved, in German text, the
resolution of Congress assuring Mrs.
Lincoln of the profound sympathy of
the two Houses for her deep personal
affliction, and sincere condolence foi
the late national bereavement. The
testimonial is enclosed in a rich gilt
frame with mourning adornments.
It will be at once forwarded to Mrs.
Lincoln.
TRIAL, OF CAFTATX SEMMES.-A de?
spatch dated Washington, 29th, states
that arrangements for the testimony
against Captain Sommes are nearly
completed. It is expected the trial
will commence towards the close of
the present week. The Naval Commis?

Unfortunately, the ideas of sudden peace
and the large quantities of cotton said to
bc in the Southern States, obtained un?
wonted notoriety last year, and curtailed

growth bad been stimulated (luting the
war. From this and other causes, it is not
expected that this country can receive in
1806 (outside of America) as much as in
1865. Thc Egyptian crop is said to bc full
one-third less than hist year. In the East
Indies -\he Bombay District-the area
planted is le:is than before. China has not
only ceased sending ns any, but lins taken
a large proportion of the Bengal crop. Tho
only known place of increase of growth is
Brazil, from which wc may probably get
50,000 or 100,000 bales in excess of last
year."

the Gazette, of thc 23d, says:
There has been no marked improvement
in commercial matters, although a Uttlc
healthier* tone seems to pervade some
branches of tho trade. There continues
to he a good (lomond for the higher grades
of Hour, and the remark will also apply to
superfine. Some complaint is made that
flour marte from now wheat becomes sour,
oven in the winter weather, and grave
apprehensions are entertained that when
warm weather approaches, none made
from new wheal will keep sweet. This
will account in some measure for the ad?
vance in the price of old wheat, while thc
inferior grades of new are neglected. Tho
receipt of com arc much lighter, while
tho shipments arc heavy and prices are
finner, Oats are in good re.pies'., at full I
prices. Uve has improved in demand and
price. Darley is still dull and neglected.
Cotton has declined to 16ic. for middling,
but holders arc firm at this rate. Cornwall

Journal of Commerce says: The market
opened without any spirit, and there was a
prevalent disposition among speculators
and outside holders to effect sales even at
a reduction in juice, lu this way, a few
standard cottons were sold at a decline of

ling to aid the downward movement, and
they turned ont a few bales at low prices
to accelerate the decline. Sonic holders
who had bought on speculation, and a few

concessions, attor they reached a certain
point, drew out as many buyers as sellers,
