A RICH PIECE OF LEGISLATION. The Detroit Free Presa says : "The riche; .t piece of legislation was thc adopt-on by the House of the following preamble and resolution, introduced by Rollins, of New Hamp? shire : " 'Whereas, house rents are high and means of educating colored children limited, therefore, 'Resolved, That a tax of twenty per cent, be imposed on rentals which exceed $600, to be applied to said education.' "It is hard to tell which to admire most in this, the clear appreciation of cause and effect which associated high rents with negro education, or the financial acuteness which devised the plea of cheapening an item of do? mestic expense by taxing it. Either is worthy of the present half-crazed Legislature of the nation." From Japan we learn that thc two treaty ports of Riago and Ossaca have been thrown open to commerce ac? cording to agreement. The opera? tions of the combined fleets of Eng? land, France and Holland appear to have brought about this result. In India there are fears of famine in Bengal, and of warlike trouble in Affghan and along thc Punjaub fron? tiers. Sir Rutherford Alcock, the Bri? tish Ambassador in China, is pushing forward to Pekin without obstruction. His object is stated to be to obtaiii authority to construct an English railway in the Celestial empire, running as near to the capi? tal as possible. The late late Judge Collamcr used to give the following order of busi? ness in the United States Senate: ' -First, " said the Judge, "have a prayer by the chaplain; next the reading of the journal; then Wilson introduces a bill; then Sumner makes a classical speech; then Fessenden gets mad, and then the Senate ad? journs. This order has undergone very little change since Judge Colla mer's death. First, prayer; next, reading the journal; then Wilson in? troduces a bill; then Sumner makes an assaidt on the President; then somebody proposes to amend the Constitution, and then Senate ad? journs.-Chicago Post. The Nashville Union and American says: "If Andrew Johnson, as Presi? dent of the United States, upheld by the conservative sentiments of the country, doesn't succeed in defeating the radical disunionists in Congress, and their aiders and abettors in Ten? nessee, it will be the first fight in which he has ever engaged that he didn't come out best. He is a host within himself, but, thrice armed in a just quarrel, he will prove invincible. Mark the prediction and stand from under." THE MILLENNIUM.-The Charlottes? ville Chronicle concludes a disquisition on the millennium question with the following practical application : "If weean get the millennium, how contemptible the Northern radicals will appear, and how little shall we regard their interminable amend rr^nts to theJTederal Constitution!" |fc^30^*r?i?nl^oi it, Messrs. The Captain-General of Cuba has made extensive preparations for giv? ing Secretary Seward a magnificent reception on his arrival at Havana. Advices of a late date are to the effect that the Secretary would pro? bably be in Havana within a few days therefrom. BAD PROSPECT FOR THE FREEDMEN. Hon. John Bell advances the "rea? sonable conjecture," that, at the end of the next twenty years, the negro population of the South will have di? minished from 4,000,000 to 500,000, on ac " ?unt of their depravity and in? dolence. Since August last, the Treasury De? partment has destroyed, by burning, over $48,000,000 of mutilated and cancelled notes of all kinds, and $10,000,000 additional will soon be added to the flames. TUMBLING.-The Raleigh Progress learns that several boarding houses have put down the price of board. Provisions, fuel, rent, and everything else, must come down, for verily money is scarce and hard to get. Edward B. Kotchum, who was lately convicted of forgery and sen? tenced to serve a term of four years and six months in the Sing Sing, has been placed in the shoe-shop of the prison. The Louisville Democrat says, that as long as the seceded States are not represented in Congress, they should, at least, be exempt from taxation. No taxation without representation. Among the patents issued last week was one to Wm. Tapper, of New York, for a bed-hug trap, consisting of a braided frame made of split wil? low. Large numbers of the fish in Capo Cod bay perished during the recent cold weather, and the coast for miles is thickly strewn with frozen sea-bass, black-fish and lobsters. W. S. Henrnhan, a member of the Legislature of North Carolina, who was in his seat, on Saturday, in the House, died suddenly on the 21st instant. The constitutional amendent was adopted, on the 23d, in the New Jersey Senate by a vote of 13 to 8. Two Democrats voted for it. A supper was recently given Gene? ral Hardee in Mobile by United States army officers. Bills to revive capital punishment have been introduced in both Houses of the Wisconsin Legislature. The steamer Meteor, winch cleared from New York on the 23d, was seized as an alleged Chilian privateer. A man has been sent to prison for seven days in London, for begging of the Prince of Wales. Provisions quiet. Coffee inactive. Sugars dull. Whiskey unchanged. NEW ORLEANS, January 19-11 A. M. The cotton market appears to be unusually quiet, and thus far tho sales havo been confined to 100 bales, at yesterday's pries, and two or three other small lots at ab t the same rates. Thero seems to bu a general inclination to await tho later ac? counts from Liverpool, now fully due. They may bri ig a response to thc short receipts at this port (11,271 bales) for tho week ending on the 14th ult. Our quotations last*fcvcning were 40@42c. for ordinary; 45 @46c. for good ordinary; 47?48c. for low middling; and 50c. for middling. Thc demand for sugar and molasses, no? ticed yesterday, has altogether subsided, and tho market is nearly at a stand-still to? day, there being no buvers at previous figures. The supplies, though not large, arc fair, but consist mostly of tho lower grades, which are not wanted. Thc sales to-day are. confined to 21 hhds. good fair sugar at 144c. ^ lt>, and 101 bbls. molasses within the rango of Yesterday's prices common, 65(i?;70e.; good to prime, 75@85c; choice, 90fi?.'.)5c. gallon. AUGUSTA. January 24.-There was some little inquiry for cotton, and a few sales were effected at lower prices. Wc quote middlings 40<7i,:41c, and good middlings 42c. The market is, however, generally dull, and holders are not. w.liing to sell at above prices, while buyers do not show a disposition to offer more, owing to the de? cline in Northern and European markets. The prcsenc stagnation cannot continue for any length of time. The markets abroad have received only a temporary check Cotton is bouud to advance. The demands of European and Northern manu? facturers must be supplied, and the efforts now being made to forestall tho Southern markets cannot he of long duration.
