Senator Doolittle mad? a speech, in sup? port of tho 1'resident's restoration policy. In the House of Representatives, a bill incorporating a National Protection Com? pany was rejected by a large vote. A bill waa proposed to charter a com? pany, with a capital of three million of dollars, to provide houses in the South foi settlers, without distinction of color. Tho bill relative to negro suffrage in the i Diatrieft of Colombia was discussed. Later from Barop?. The Cunard steamship Scotia, from Liverpool, December 30, and Queenstown, December 31, has arrived, bringing seven days lator news from Europe. The resolutions introduced into tho United States Congress on the infringe? ment of thc Monroe doctrine in Mexico, and the statement that the French Ambas? sador at 'Washington was seeking fresh instructions, bad caused considerable ex? citement in Paris and London, and had sent down the price of American securities. The London and Paris papers were all de? voting attention to the Mexican question, and the London Times predicted the speedy withdrawal of the French troops. Tho" speech delivered by the Queen of Spain at tho opening of thc Spanish Cortes indicated no immediate intention of aban? doning the position taken upon the Chilean queitiou. On the contrary, the Spanish fleet in the Pacilic was about to be rein? forced. Meanwhile there were rumors of suspected Chilean privateers off the coast of -?pain. In Ireland, events of a strange character had happened in connection with the Fenian movement. By some means the Government became impressed with a con? viction that a general rising was to take place on Christmas Day, and the most warlike precautions were taken to meet the emergency. Nothing, however, occurred to justify tho fears of the authorities. Advices from South America, received by way of Lisbon, mentioned the probability of "the Paraguayan war being brought to a ?eaccful termination by thu mediation of tropean powers. Troubles bad arisen in Japan through ? the Mikado, or Spiritual Emperor, refusing to carry out the arrangements of the Tycoon, or acting Emperor, with regard to the opening of the treaty ports, and the fleets of England, France and Holland had been put in motion. In the London money market, on the 80th ult., United States five-twenties closed at 65@65?. American cotton liad declined ono farthing per pound. HOW QUEEN VICTORIA KEPT OHKISTMAS. The Committee on Streets presented tho following report : Your Committee respectfully report that they have seen, for months past, many bridges in various portions of tho city either destroyed or left in a very dangerous conditio.i to travelers-many of which are of great importance to tho general public thoroughfare. But as the condition of the city is at present without the means of en? forcing law and order, your Committee would respectfully say to all whom it may concern, you must look out for your own safetv in "crossing bridges, or places where bridges wcro, as it would be folly to under? take to build or repair the bridges. It would only furnish food for further depre? dations and be quite an expense to the ci tv. Wc would further say, as to somo com? plaints heretofore made to the city autho? rities relative to the various open wells and sink holes, on open lots, which make it quite unsafe to the travel of pedestrians, that the city authorities have no control over foot pat tis made across open lots by pedestrians. Tue Committee on Accounts submitted the following reports: The account of Hussung A Motz was favorably received and ordered to be paid. Thc account of John Burdell contained, in the judgment of thc Committee, errors, and tlioy recommend that the account bo returned to John Burdell for correction. Thc report was, therefore, received and adopted. Tho Committee on Water Works pre? sented a schedule for water rate for the year 1800; which was received and adopted. The account of Mrs. M. McAlister was presented and referred to the Committee on Accounts. Numerous applications were received from parties for license to retail spirituous liquors; which were referred to the Com? mittee on Licenses. Thc following resolutions were offered and adopted: Resolved, That John Burdell be instruct? ed to mako out his account for services rendered according to the rate of salary allowed him by the Council. Resolved. That all persons selling goods, wares or merchandize of any description whatsoever, are required to keep a sales book, in order to make correct returns of all sales made, and that all returns of sales made to the City Clerk be published quar? terly, with the names of the firm or per I sons making such returns. Resolved, That in consequence of the greut waste of water on burnt or vacant ' lots, t'ne Superintendent is hereby required ! to shut off the supply on all such lots where the owner refuses to pay for the ; same. Resol ceil, That the Committee on Ways ! and Means take charge of the mutilated '? bills and city coupons in possession of the Clerk, and take an account of the same, destroying such as is proper. Brokers buy? ing gold at 40, and selling at 43; buying silver at 35, and selling at 40. Old State bonds in demand at 77; holders asking 80. City of Augusta bonds inquired for, aud 78 offered, but holders are asking 80. MACON, January 12.-There was consider? able increase in the receipts of cotton to? day, and rather more offering than usual, though there was no improvement in price, but rather a settling down to 38c. as the top figure. About 50 bales were dis? posed of at prices ranging from 33@38c. MONTGOMERY, January 12.-The market has been finner to-day, with a better feel? ing. Middling cotton 38@39c. MOBILE, January 10.-The cotton market to-day opened dull and unset'led. Stock light. Harket closed firm, at ?(^?Gc. for middling. BALTIMORE, January ll.-The "market for coffee has been dull tue past week, the un? steadiness for gold having caused buyers to withdraw. Tho sales only amount to 200 to 300 bags Rio, at 20?@2CJc., gold, for prime. At the close we quote the range as follows: For common, 17@17jc; fair, 18@ 184c.; prime, 194(&20o.; and choice, 20*@ 20$c, gold. The receipts of flour are light, and the stock in the hands of the dealers is re? garded as small, being estimated, of all kinds, at 75,000 to 80,000 barro s. For export, there has been very little inquiry the past week, on account of our river and harbor being obstructed by ice, together with the decline in gold. City mills shipping brands aro held at $11.75-no sales. Choice supers are steadily maintained at $9. Some few hundred barrels Howard street sold at $8.62|@$8.75. Shipping Extra is offered at $8?$9.25, and trade brands are quotable from $9.50 upwards, as to quality. The partial closing of our river and har? bor by ice the past week, has limited both the supply and demand for corn, but the requirements of tho vessels on tho berth loading have caused prices to be maintain? ed for -yellow, whilst for white tho sales generally have been several cents higher than at the close of the preceding week. Wheat has ruled quiet for want of stock, the sales were principally composed of red, at prices showing but little variation from the previous week. Oats have sold at an advance of several cents. Very little doing in rye. Wo giro transactions at the Corn and Flour Exchange as follows: Wheat Thc offerings are small; we report sales of 5,000 bushels red at $2<3$2.43, mostly $2.30 (3$2.38; 1,000 bushels choice Western" white from store for shipment, at $2.90; market closed steady, with some inquiry for ship? ment and fair demand for nome milling. Corn-The receipts are comparatively light; demand continues good. Sales for tho week to Thursday, inclusive, foot up 30,000 bushels white at 89@93c.; bulk at 90@92c. for export; 30,000 bushels yellow at 82i385c: bulk at 82c. for shipment, at which figure market closed for cargo lots. Smaller lots per railroad Bold at 80@81c; 300 bushels mixed sold at83@87c, and 1,000 bushels for hominy ai $1. Oats-The sales to Thursday, inclusive, amount to 8,000 bushels, ranging from 54@57c; bulk of sales about 55c. Rye-We report sales of GOO to 1,000 bushels, at 87@90c. There is nothing doing in molasses; stock light, and held nominal at our quota? tions, viz: 50@85c. No imports tho past week. The provision market generally rules quiet. Some hogs have been taken by tho trade at 12?. We report sales of 300 bbls. mess pork at $30. Shoulders, 13c ; sides, 16c; and hams, 18c. Bacon has boen in limited request. Lard 18@23. NASHVILLE, January 13.-Currency was rather more abundant yesterday, and ex? change was taken by the banks at i dis? count to par. Gold opened in New York at 3??. It sold here in small lots at 35. Bank of Tennessee may be quoted firm at 40. There is an indisposition on tho part of holders to sell until it is determined what course the Legislature will take concerning the bank. Union Bank is scarce and in demand at 60, while Planters' is dull at 55@56. Southern money continues very dull. We rr: lerstand that in tho Eastern market ^uiy a few of the best banks can be sold at any price. Yesterday waa an exceedingly dull day in the cotton market. It opened in the morn? ing at 40@41, but at noon 40 was the highest figure that would be given for the best grade. The grocery market was firm, without change. Produce in demand. Pro? visions were dull. CINCINNATI, January 13.-Flour quiet and prices unchanged. Wheat firm, with? out chance in prices-No. 1 new red $1.75. , Corn dull, at 57c. Hogs opened active at $12, but closed rather dull at $11.76@$12. Receipts 6,100 head. Mess pork in good demand at $29.50. Green meats dull on account of mildness of weather, at 9?@12|c: 17c. for shoulders, sides and hams. Lard in good demand at 18c. for prime city. Groceries quiet. Cotton dull, at 45c. foi middling.
