In many cases they are worked harder, and for more hours--with as little opportunity for improvemen t-especially children many of whom never see the inside of a school room. If this state of things is not soon arrested, it will take but a few years to reduce labor to the degrading position of the great manufacturing towns of Old England, where the working men and women are as much the serfs of capital as their ancestors were of the military nobles of the middle ages. And this is what some people call "pros? perity," and it is to the few, but it is ruin and degradation to the many. [l?ete Haren Register. HOPEFUL.-We have learned, from what we consider very reliable au? thority, that the young Mr. Seward, Assistant Secretary of State, in a private conversation with a gentleman in Washington, very recently, said that while the Administration mem? bers of Congress did not want to pre? cipitate the re-admission of the se? ceded States, yet their policy on the rc-assembling of Congress would be to admit a portion of the members elect from the South-enough to en? title the States to resume, their Fede? ral relations-rejecting some of thc more objectionable ones. Whether this will be done or not, of course we cannot tell; but it is reasonable to suppose, however, that the Sewards will advise such a course ; and if they should, we may reasonably expect such a result.-Neic Berne Times. Be it ordained by the Mayor and Ahlcr nien of the City of Columltia, in Council assembled, and by ?ie authority of the same, That a tax to cover the period from Janu? ary 1,1866, to January 1,1867, for the sums, and in the manner hereinafter mentioned, shall be raised and paid into the publie treasury of the Baid city, for the use and service thereof. SEC. I. That is to say, ono dollar on every hundred dollar? of the assessed value of real estate lying within the limits of said city ; and the value of all taxable real estate within thc city of Columbia shall bc as? sessed bv the City Assessor. SEC. I?. And be it further ordained, That each male person over the agc of fifteen years and under the ase of sixty years shall pay a tax of one dollar. SEC. ill. Thirty cents shall be levied upon every hundred dollars of sales ot goods, wares and merchandize, embracing sales of all articlos of trade for barter or exchange, which shall be made by resi? dent merchants, traders and dealers, within the city of Columbia, from the first day of January, ono thousand eight hundred and sixty-six. SEC. IV. And whereas many persons set up temporary shops or stores lor thc sale "of merchandize, after tho time fixed for assessing taxes, and close the same before tho return of the tax thereon, so as tc avoid thc payment of taxes to tho city altogether : lie it further ordained. That all such dealers shall, upon opening shop oi store in the city of Columbia, pay to thc City Clerk the sum of twenty-five dollars, which shall bo allowed him in the next set? tlement for taxes, and the overplus, if any. be returned to him ; and sucli transient dealer shall pay one dollar on very one hundred dollars of sales of g( ^ ls, ware: and merchandize. On failure to pay, attet being notified, thc Mayor shall forth wit! issue an execution against the defaulters and collect the money in the usual way. SEC. V. There shall be levied one pc; cent, upon sales at auction of all goods the property of persons who ?re resident! of the city of Columbia. Onc-and-a-hal per cent, upon sales at auction of all goods property of non-residents. One-half pc cent, upon sales at auction of real estate and stocks of every description : Pro vided, nevertheless. That no tax shall b levied upon any sales at auction made b; order of Court or process of law. SEC. VI. SEC. VII. And be ii further ordained, b the authority aforesaid, That a tax of on per cent, shall be paid on the premium received by each and every lnsuranc Company, or agent or age'ney thereo' doing business in this cit v and "chartere by thc State of South Carolina ; the agent of all Companies not chartered by the t?tat shall pay one-and-a-half per cent, on r premiums received ty them. And it sha be the duty of every Insurance Company or tho officers or the agents thereof, t make monthly returns, under oath, to th City Clerk, of the amount of premiums fe the month preceding, under a penalty i two dollars for each and every day tili such company or agent or agency may nt gleet or refuse to make returns and pa the said tax-to bo collected by executio; as in other cases provided for the collei tion of fines and forfeitures. SEC. VIII. And be it further ordained, I the authority aforesaid, That two dolla] shall bc paid ou each ami every hors mare, stallion, gelding and mule, kept ( used within the city vf Columbi;'., besidi the tax on vehicles, as follows : Ten dolla: shall bo paid on each und every foi wheeled pleasure carriage or baroueh drawn by two or more horses : five dolla on each and every one horse carriag bnggv, barouche, gig or sulky, not usc for hire ; ten dollars on every vehicle usi for the breaking or exhibiting of hors, and mules ; fifteen dollars on each hack i carriage, drawn by two horses, and run f the conveyance of passengers %r biri eight dollars on each and every one hor buggy, gig or sulky, kept or used for biri ten dollars on each and every four hor wagon ; eight dollars on each two hor wagon ; six dollars on each one hor wagon, cart or dray; twenty dollars i each express wagon ; fifteen dollars i each and every omnibus or stage ; and ; persons commencing to use or run any c riag? or other vehicle, after the time f the payment of taxes, shall pay from t time they commenced to use or run sn carriage or vehicle, to the end of the ye: in proportion to the rate of taxes per a mun : Trodded, That no person shall allowed to use any omnibus, wagon, dri cart or other vehicle, for thc transport tion of baggage or passengers from o part of the city to another, until the owi thereof shall havo given bond to the ci to be taken by the City Clerk, with two more good sureties, in the sum of ti hundred dollars, conditioned that sn owner will pay all damages that may suit from the loss or injury to baggage passengers, while being carried on t omnibus, wagon, dray, cart or other c riage of such owner, or after being i trusted to the custody of tho driver there or any of his assistants. And any port offending herein shall be liable to a tine five dollars per day for each day HI wagon, cart, dray or other carriage carrying baggago or passengers, may run before such bond is given: And p vided, further, That nothing herein c tained shall extend to any of tho ubi enumerated vehicles not used, althoi kept within the limits of the city : J provided, also, That nothing herein c tained shall be construed to extend wagons, carts, drays or carriages, goiup or from market, and owned by non-n dents of said city. And be it further ordained. SEC. IX. And be it firth er ordained, T no person shall let c>r hire any wagon, c or dray, or other carriage, or run any i Bibus, stage, hack or other carriage, the transportation of goods or pas sen g j within the limits of said city, without hav? ing first obtained a badge from the City Clerk, to be placed on some conspicuous I part of thc vehicle ; also, a badge with a ' number by which he may bo identified and ! known, to bo worn on a conspicuous part j of his person, by the driver of such omni j bus, wagon, cart, dray or other carriage, j under a penalty of live dollars for each and every day that such vehicle shall be so run, to be recovered by information before the Mayor, or any one of thc Aldermen of said city. SEC. X. Whereas all male persons be? tween the ages of sixteen and fifty vears, residing within the limits of tho city ol Columbia, are required by the laws of tine Stale to work upon the streets of tho sait city for lull twelve days in each and ever} year : Be it therefore ordained, That ead* and every person liable to work on th< streets of the said city of Columbia ma} and shall be excused from the performanc? of said duty, upon the payment of thro< dollars to tho City Clerk ; and each ant every person so hable, who shall fail t< pay the said sum of three dollars within tin time hereinafter specified, shab, whci summoned to do so, be required to worl upon the streets of the said city for fol twelve days, under the direction of th Overseer of Streets ; and if any such per son or persons shall neglect or refuse t work upon the said streets at the tim when sum moued, such person or purson shall bc lined two dollars for each an every day that he or they ahall neglect c re?ase so to work, to bc recovered by ir formation before the Mayor and Aldcrme in Conned assembled. And it shall bc th duty of the City Clerk, and of tho Chief i Police, to report to the said Mayor and A dermcn all defaulters under either of tb clauses of this section. SEC. Xt. That for a license to reta spirituous liquors, in quantities less tba a quart, thc sum of one hundred dollai per annum shall be paid in advance ; an for a license to sell spirituous liquors, i quantities of a quart or more, the sum . fifty dollars per annum shall be paid in ai vance : Provided, that no license to s< spirituous liquors shall be granted for shorter period than six months : A) provided, fvrtlier, That tho granting i withholding of licenses, in each particul: case, will be at tho discretion of the Ci Council. And tho City Clerk shall bc e titled to receive, for issuing each and eve license, the sum of two dollars ; to be pa by the person or persons licensed. SE<\ XII. Two dollars upon each ai j every dog shall be paid by the person j persons on whose premises tho dog is kc] And the police of the city of Columbia a hereby authorized and reijjiired to li each and every dog found runuing~?tt lar within the limits of said corporation, a not having on a badge or collar, furnish by authority of said city. Sr.c. XIV. Ami he it further ordained, the authority aforesaid. That no equestri or theatrical performance, or other exhi tion for gain, shull be held in the city Columbia, without a license from the Maj thereof.:first bad and obtained, and t payment-, in advance, to the City Clerk twenty-five dollars per day for equestri exhibit ?ons, and such sum as the Mai may assess for theatricals or other exhi tions for gain ; and each and every pers exhibiting for gain, without first havi obtained said license and the payment said tax in advance, shall be tined in a si not less than double the amount of s: tax, in manner hereinbefore provided the imposition of fines and forfeitures. SEC. XV. XVI.
