THE SPEED OE THE PEN.-A rapid I penman can write thirty words in si I minute. To do this he must draw his quill through the space of one rod -sixteen and one-half feet. In forty minutes his pen travels a furlough; and in five and one-third hours a mile. We make, on an average, sixteen curves or tunis to the peu in writing ea?li^ word. Writing thirty words in a minute, we must make four lmndx-ed and eighty-eight to each second ; in an hour, twenty-eight thousand eight hundred ; in a day of only five hours, one hundred and forty-four thousand ; in a year of tl .ree hundred days' forty-three mil? lion", two hundred thousand. Be it ordained bj Ute Mayor and Alder? men of the Citi/ of Columbia, in Council assembled, and by the authority of the same, That a tax to cover the period from Janu? ary 1,181)0), to January 1,18(37, for the sums, and in the manner hereinafter mentioned, shall be raised and paid into the public treasury of tho said city, for the use and service thereof. SEC. I. That is to say, one dollar on every hundred dollars of the assessed value of real ?state lying within the limits of said city;; and the value of all taxable real estate within the city of Columbia shall bc as? sessed bv the City Assessor. SEC. if. And be lt further ordained. That each male person over the age of fifteen years and under the age of sixty years ?shall -ay a tax of ono dollar. Si"J. III. Thirty cents shad be levied upon every hundred dollars of sales of goods, wares and merchandize, embracing sales of all articles of trade for barter or exchange, which shall be made by resi? dent merchants, traders and dealers, within the city of Columbia, from the first day of January, one thousand eight hundred and sixty-six. SEC. Iv. And whereas many persons set up temporary shops or stores for the sale of merchandize, after the time fixed for assessing taxes, and close the same before thc return of the tax thereon, so as to avoid the payment of taxes to the city altogether : lie it further ordained, That all such dealers shall, up n opening shop or store in the city cf Columbia, pay to thc City Clerk the sum of twenty-five dollars, which shall be allowed him in the next set? tlement for taxes, and the overplus, i<" any, be returned tv) him ; and such transient dealer shall pavone dollar on every one hundred dollars of sales of goods, wares and merchandize. On failure to pay, after beting notified, the Mayor shall forthwith issue an execution against the defaulters, and collect the money in the usual way. SEC. V. There shall be levied one per cent, upon salt's at auction of all goods, the property of persons who are residents of tho city of Columbia. One-and-a-half per cent, upon sales at auction of all goods, property of non-residents. One-half per cent, upon sales at auction of real estate, and stocks of every description : 1'ro vided, nevertheless, That no tax .?ball be levied upon any sales at auction made by O'-derxif Court or process of law. SEJ: VI.?That all merchants and others "lriSg any goods, wares and merchandize, consignment, shall pay a tax of one per . on all such goods, wares ami mer idize sold by them ; and the persons tior.cd in this and in the three preced sections of this Ordinance, shall be ired to make quarterly returns ot their es, and to pay the taxes assessed thereby to the City Clerk at the end of each and every quarter. Any person opening any such establishment within this city, without first having obtained thc license and given bond as aforesaid, shall be subject to a fine not exceeding fifty dollars for cash day such establishment shall be kept open or tif?Pa ; also, that such place shall be con? sidered, and is hereby declared to be, a nuisance, and liable to be abated as such. SEC. XVI. And be it further ordained. That each and every occupant of any real estate upon whose premises water is brought by pipes or other>vise from the city reservoir, shall pay to the City Clerk, at the same time with the other taxes imposed by this Ordinance, euch sum as may bc as? sessed bv the Committee upon the Water Works. * , Sro.
