What our Currency ha> Coat us.
On another page we insert a paper
in which is shown the effect that our
irredeemable and inflated paper cur?
rency has had on the prices of the
necessaries of life. It will thereby
be seen that the cost of these neces?
saries has increased in exact ratio
with the amount of legal tender notes
placed in circulation.
It is folly to assert that it is any?
thing else than the extensive issue of
these notes that has driven prices to
their present standard. It certainly
is not the war that has done so. The
internal taxation and the increased
tariff which the latter made necessary,
would, alone, have caused values to
advance on an average not over fifteen
per cent. The demand for certain
articles-created by the war might have
added (but only during the war)
twenty or twenty-five per cent, addi?
tional. The average ineretise at the
coniinencenient of the present year"
stood at one hundred and fifty per
cent, over the prices of 1800. Thus,
more than one hundred per ? cent, of
increase was solely attributable to the
financial tinkering of Mr. Chase and
a Republican Congress.
The examples which we present of
the effect of a superabundance of
specie in Spain and Bombay prove,
beyond doubt, that an in fluted circu?
lating medium tends to but one
result. Prices are governed by the
quantity of currency afloat, it matters
not of what that currency may con?
sist, or how high may bc the credit of
a nation. Mr. J. R. McCulloch, tho
great English commercial economist,
says:
''Paper money, meaning thereby
notes not payable on demand, but
which are," notwithstanding, legal
tender, is not affected by a want of
credit. It may be depreciated through
excess, hut hy nothing else. It has
no intrinsic worth, and is not the rep?
resentative of anything in particular.
Its value is entirely dependent on the
extent to which it is issued."
Throughout the war the nation hus
been liberal beyond precedent, stud
was ever ready to supply the Govern
ment with all the funds it required
Mr. Chase could have got every penny
he needed by way of loan. Instead
of this he set about to reform the laws
of financial gravitation and boasted
of the amount of interest he had
saved the country by deluging the
land with a flood of greenbacks.
Let us contemplate the result.
1. By the redundant currency,
prices were sent up to above double
what they would have been if the
currency had been kept down to a
gold standard.
2. Owing to thc high prices, the
Government has only received about
fifty cents, in gold value, upon each
dollar disbursed.
{gil When the currency is brought
back to a gold standard, wc shall have
to pay about twelve per cent, interest
on the actual value received.
Por half thc debt, which we have
contracted, we hare received no valve
whatever.
It thus appears that among the
blessings of Republican rule, for
which, no doubt, we ought, to be very
thankful, we have had, and still have,
to pay double price for everything we
buy, and to pay double rent and dou?
ble taxes, and tire saddled with a debt
double what it ought to be. And be
it remembered that, nuder a wise
financial administration, we should
have received exactly the same amount
of everything for the lesser sunt that
we have got for the larger.
We have been continually told that,
when the war was over, and when
the price of gold was reduced, prices
would fftll. Well, the war is over,
and gold has dropped more than one
hundred per cent, during the past
twelve months, yet real estate .and
rents are higher than they were a
year ago, and articles of domestic
produce are but little over twenty
five per cent, less in price-in fact,
just about the amount that the war
j demand raised them. This disparity
I between the rate of gold and that of
other commodities is a direct loss to
the country. With the present paper
circulation nfloat, it would be better
for the nation if gold w:is ai two hun?
dred and fifty. At the present rate,
I we cannot afford to export our man
j ufacturea, because the gold we should
i receive in exchange would not pro
j duce a remunerative amount of green
I backs. The rate is, however, highly
I profitable to the importer who can
! afford to pay heavy protective duties,
I and then undersell tue home pro
! duce?.
It is te be hoped that the present
! Secretary of the Treasury- may find a
j way to reduce prices to a proper
i level, and that the legacy which Mr.
j Chase has left ns in the shape of a
j dotibled debt will teach tis never
I again to trust an inexperienced
