Th e walls ami towers are still standing. Message of thc Govrrnor of Indiana. INDIANAPOLIS, November 14.-The Go? vernor's message was delivered to thc Legislature to-day. It recommends a prompt provision for the public debt, the establishment of a home for Indiana sea? men and soldiers, a bureau of emigration, separate schools for colored children, and the repealing of the statute excluding negro testimony. He pays a tribute to Indiana soldiers, and says" that although the heresy of State sovereignty is extirpated, and the ques? tions involved settled by the arbitrament of arms, it must also be adjudicated and determined by the highest judicial tribu? nal in the trial of Davis for treason and other atrocious crime.-. HUMORED DISTTRIIANCE OX THE CA? NADIAN FRONTIER. -Wo hear, through a semi-official source, last evening, that trouble was brewing on the Canada border, arising from the de? sertion of British soldiers. Our in? formant stated that a lieutenant in her majesty's army crossed with a company of marines from Canada into Maine, for the purpose of arrest? ing several deserters. Upon their arrival on "neutral soil" the marines would not acknowledge the authority of their commanding officer, declar? ing themselves free, and refused to return with bim. Application wa? made to the United States authorities to have the men given up, which was refused, and it was stated that there was danger of an outbreak. The au? thorities at "Washington were advised, and Hancock's corps was ordered to rendezvous in Maine. This is sub? stantially the statement made to us. That there is a movement of troops is certain. The company attached to Hancock's corps stationed in this city received orders yesterday to report at j Augusta, Maine, and seventy-two men, all of the company who were able to start, left here on the mail train last night.-Hartford Courant. The Washington Republican says: We are officially informed that one thousand and twenty million of dol? lars have been paid to the army alone since the beginning of the war. This is but a small portion of the number of dollars expended, to say nothing of the lives lost, to crush out treason. The prize won-freedom to four mil? lion of slaves-more than balances the cost. Let us cipher. Four millions of negroes could have been bought for $800,000,000, at two hundred' dollars per heail, a high average price for old men, women, children, ?cc. The Federal, State, county and town debts in freeing them is full $4,000,000,000. The "prize" won, then, of fourmil? lions of free negroes stands thus: Cost.$4,000,000,000 Value of the negroes... 800,000,000 Loss by the war.83,200,000,000 As a mercantile job, the freeing of the negroes has not paid, certainly, in dollars. The Washington Star, of Saturday, speaking of President Johnson's views with reference to thc pardon question, says : "He designs pardoning all except about one thousand of the civil and military leaders, whose fate will de? pend on the action of Congress. A general amnesty, excepting these cases, is not deemed expedient, as the announcement of a prescribed list ? would not only create dissatisfaction throughout the country, but still further embarrass the President by arraigning against Iiis policy a pow? erful combination of the friends and the sympathizers of the excepted ap? plicants.*' The Richmond Km firer, ol' the loth inst., announces the restoration of lands to numerous parties in Lou? doun and Fairfax Counties, Ya., by a recent order of Gen.
