WHY THE BANK OF ENGLAND IN- j CREASED ITS B.VTE OF DISCOUNT.-I ; hear from a private and well inform- ; ed source, that the principal cause j of this extraordinary and almost un- I exampled drain has been one in rc gard to which the bank directors aro called upon to observe a certain re? ticence. The disclosures in regard to the Fenian insurrection naturally caused great disquietude among the managers of the Irish banks. At first they could not conjecture how far the conspiracy might extend. Some imagined that thc arrests made by the police would precipitate a Fenian rising. Rumors of Amei-ican sympa? thizers were rife, and vessels laden with arms, ammunition and men, were credibly believed to be on their way across the Atlantic. At such a moment no one could answer for the maintenance of public credit among a p?ople so credulous, so impulsive, so excited. It would be the merest accident if a "ruu for gold" did not set in upon some country bank. Once begun, there was no knowing where the panic would stop. Under these circumstances, it was only au act of common prudence, on tho part of the Irish bankers, to strengthen their position and to increase the quantity of coin and Bank of England notes in their coffers. I am told that, although there has been no panic in Ireland, there has been a steady de? mand for gold in the country districts, where the farmers and shopkeepers are scarcely yet won from habits of "hoarding," and the traditions of the "old stocking.-Cor. Birmingham Daily Post. The Independent Beige says the in? tention of the French Government to abandon the occupation of Mexico beyond what is absolutely necessary is more apparent than ever. This impression is strengthened by differ? ent nets on the part of the Mexican Cabinet. It is even said that at the next meeting of the French Cham? bers the announcement will be made of the immediate evacuation of Mexico by the French troops. LATHS WANTED.
