Thc President endorses the statement of Governor Perry, of South Carolina, con? cerning his (tho President's) views as to the admission of Southern Representatives to Congress. Tho President holds that tho mass of them can take part in the or? ganization of thc House. I need not re? peat the usual arguments hi this behalf, which he fully agrees to. A proclamation may shortly bc expected from the President, declaring"the insurrec? tion or rebellion in the South is at an end. Tho visit of Governor Parsons, of Ala? bama, herc is understood to have been mainly for thc pardon of persons of largo moans, to the end that capital might be untied and used for reconstructing rail? roads and for other purposes of business in a largo way in thc South. He has gone North to further the said objects. The medical faculty here are to have a meeting on Wednesday week, for the pur? pose of comparting notes or expressing views upon the subject of cholera. General Longstreet has taken private lodgings here. Hon. John Covode, Albert Pike and Jesse D. Bright are here. The President has approved thc sentenco passed upon Henry Wirz, "to bo hanged by the neck till he* be dead,'" and ordered it to be carried into execution on Friday next, thc 10th day of November, between the hours of 6 o'clock A. M.. and 12 o'clock noon. The Washington Star says: The sentence of Wirz was read to him on Monday afternoon by General Augur, com? manding this department, who proceeded to tho prisoner's room, accompanied by Captain Russell, provost marshal, and Captain George P.. Walbridge, comman? dant of the prison. General Auger, in a few words, at once informed the prisoner of the nature of his unpleasant errand, and proceeded to read the sentence. Thc prisoner listened to the reading with considerable composure, apparently having prepared himself for it, and at the conclu? sion remarked, "Well, I suppose it must bo done." In a moment or two ho looked across the passage in the direction of Gen. Briscoo's coll, which is opposite the ono occupied by him, and called ont to him, "General, "i'm to be hung." Before the officers retired, Wirz exclaimed, "I'll haunt my persecutors !" Wirz then asked that Rev. Father Boyle, of St. Toter's (Catholic) church, bo sent for; also, Mr. Louis Schade, his counsel. In a short time Father Boyle, who had previously visited him duringhis imprison? ment, was in attendance, anti talked to bini long and earnestly in reference to thc in? terests of his soul. Father Boyle alsc spent some time with thc condemucd mar yesterday morning. Wirz says now he known that his duty is to attend to hif spiritual interests, and wishes to make hi? CHARLESTON, November 9.-The receipts i of cotton during tho week have amounted to ? 95 biles Gea Acland, ?ad 2,425 baies up? land. The market, for some time past, has been verv inactive; thc fall of prices, which has taken place in the English mar? ket, having in a great measure put a stop to operations herc. At the dose of tho previous week, holders who had been at? tempting to keep up prices yielded to tho extent of about 2c. per pound on middling cotton, and at this decline some lots were disposed of in the early part of the present week at 49c.@50c. for middling, 51c. for strict middling, and 53c. for good middling but these operations were of a very limited character, and on Wednesday morning tho news of a further decline of ljd. in thc English market put a stop to transactions, and tho prico or thc article was stUl en? tirely unsettled yesterday. Purchasers are demanding a conccssiou of 2@3c. per pound, and would be willing to operate at about 45c. for middling; but the stock on sale being very small, holders are still in? disposed to meet buyers-our quotations arc, consequently, morely nominal. Carolina clean is worth 13c.@14c ; East India 10Jc.@ 12c. per pound. About 1,000 barrels of rosin and spirits have reached this market in thc past week. We quote common rosin at $5@$5.50; No. 2, $7@$8; No. 1, $10,?$12, and pale, at $15 per bbl. A salo of an extra article of No. 2 oc? curred during thc week at $9 per bbl. The hay market is getting very bare, and thc earliest arrival of a good article of Eastern or North River will meet with an advantageous sale. Wo quote $1.25@$1.30 nominal. 2,000 bushels of oats were added to the supply yesterday, by a vessel from Balti? more, and we quote 55c. per bushel as about thc market value. There is quite a supply of salt now off this port in two vessels from Livorpool, which have on board about 8,000 sacks. Some 3,000 of these have been sold, we are informed, at a pr'cc *n 0*e neighborhood of $3 per sack. The parties who purchased wore offering it in smaller parcels at $3.50 per sack. About 5,000 sacks, forming thc cargo of tho second vessel, is still on tho market. A sale of 200 sacks, received coastwise, took place at $3.20 per sack. Freights to Liverpool are dull, at j|d. for uplanu, and l?d. for Sea Island. Coastwise to New York, per steamer, $4 per bale; by sailing packet ic. per pound for upland, and |c. for Sea Island. Exchange sight bills on England are selling at $0.60C<?$6.S0. Drafts on New York at sight are purchased by the brokers at Ac. off, and arc sold at par. We aro in? formed of sales of drafts, at three days' sight, at je. Thc brokers are purchasing gold at 46@47, iMid selling at 48@50.
