"The policy of President Johnson,"
s:;ys the Bichmond Enquirer, "for
the restoration of the States to equal
rights in the Union, commends itself
to thc gratitude and affection of the
people of the Southern States. In
mitigating the exercise of those rights
which conquest gave, he has exhibited
a magnanimity and kindness toward
the people of tlie.se States as great as
it wis unexpected. He has won their
gratitude, and will not fail to receive
their cordial .support. That he is |
moving onward in the work of resto?
ration quite as fast as he deems pru?
dent, cannot be doubted, and that he
moans to make tho restoration of thc
Union the great distinguishing fea?
ture of his administration, must be
apparent to every one. lint the work
of restoration applies to individuals
as well as to States, and while Missis?
sippi is restored, Jefferson Davis,
whom she carried out, languishes in
prison. His purdon and liberation
would crown tito work of restoration
with completeness, and leave no issue
between the North and the South.
His imprisonment agitates the public
mind, unsettles national thoughts and
disturbs the harmony of tue Union.
One-half of the nation would tremble
at his trial, the other bah would blush
at his conviction, ?md th? world would
stand aghast at his execution.
"What good ends does his impri?
sonment serve? Does it make trea?
son odious? Was thc memory of
Emmett linnie odious by his exe?
cution? Were Louis Blanc, Ledra
Rollin, and their fellow-exiles made
'/'.lions by banishment from France?
What impartial jury can try him?
What unprejudiced judge can admin?
ister justice? Shall loyal mon only
set upon that jury? Shall only a
loyal judge try the case? Then as
well condemn him without the formali?
ties of a trial, as bring him before
men whoso passions and convictions,
influenced by thc issues of a four
years' war. have made them prejudice
and pro-decide the case. Jefferson
Davis can never be made odious by
trial, conviction or execution, or by
all combined. There is not one man
in these Southern States less guilty of
treason or patriotism, whichever it
may be called, than Jefferson Davis.
He was the agent-the people, the
principal and all are guilty in kind
and degree. The war was tho work
of a constitutional construction which
the framers left unsettled, ami which
disturbed the politics of the country
from 'H? to'60, and which culminated,
not in treason, but in blood. That
question of coi siitutiomd construc?
tion was settled fully ami finally at
Appomattox Court House, by the
surrender of General Lee-and the
trial of Jefferson Davis would give to
it no greater finality. Therefore, MI
the name of the people of Virginia,
we most earnestly a:;k the President
for the liberation of Mr. Davis."
Secretary Seward and the French
Minister lone had two interviews this
week.
GEN. PRICE'S EXILE-His EMPLOY?
MENT AS AN EMIGRANT LAND COM?
MISSIONER.-Tho.A Noticioso, of Yera
Cruz, extracts the following from the
New York papers:
The Brownsville correspondent of
the New York Herald writes, that
from a conversation that took place
between" him ?and a Confederate of?
ficer, he learned that Gen. Price, of
Missouri, had taken service nuder
Maximilian, who authorized the
General to recruit a cavalry force of
thirty thousand men from the late
Confederate army. He also learned
that several other prominent rebels
had received kind favors from the
Emperor, whose intentions aro to
collect a force of at least one hundred
thousand rebels, in less than one year,
in order to face Gen. Sheridan on the
Rio Grande.-Isa Sociedad.
This will certainly be news to Gen.
Price. For information to all con?
cerned, we here state that Gen. Price
has no hostile intentions against the
United States of America. He came
to Mexico as au exile, seeking for
himself and family a home; for he
had every reason to believe that he
would not be permitted to live quietly
iu hi? 0Wn ?tate. Hie Majesty the
Emperor has appointed Senor Price
an agent to examine lands for coloni?
zation purposes. In company with
Senor Perkins, late of Louisiana, and
Senor Hams, late of Tennessee, he
is now at Cordova, in the State of
Vera Cruz, actively engaged in the
duties assigned him.
[Mexican Times, September 30.
Advices from Western Texas repre?
sent that the Confederates who went
to Mexico when the trans-Mississippi
army surrendered, are running back
to their old homes in the State.
An association of capitalists has
purchased between three and four
thousand acres of the coal and mineral
lands near Bichmond, and commenced
to operate them with .success.
It is stated by a Mississippi paper
that Benj. G. Humphries is the only
Whig; over elected Governor of that
State.
A case of practical amalgamation
