Thc Athens (Georgia) Watchman says that thc other clay :i gentleman in that vicinity, being greatly provoked at the insolence of a negro woman, administered to her, in the presence of two negro men, a sound flogging. She forthwith reported the case to tho provost marshal. But while she was absent on this mission, the gentleman aforesaid remarked to the freedmen that he would be arrested ami fined heavily unless they would relieve him, which they could do by swearing that he did not strike the woman a blow. This they agreed to do, if ho would pay them a half dollar a piece in silver. He was soon waited upon by a file of soldiers, and required to appear at headquarters immediately, which he did, taking his witnesses along with him. He was arraigned for assault and battery, and at once introduced his two witnesses, who, beiug sworn, testified he had not j touched the woman! Of course, he was discharged, and the woman se- I verely reprimanded. October 3, says: The profitableness of the express business has been newly illustrated this week by the declaration of a handsome extra dividend, over which the lucky shareholders of the Ameri? can Express Company's stock are re? joicing considerably. This company Haid in 18G4 dividends on a capital of $2.000,000, amounting to thirty-eight per cent, in cash, and fifty per cent, in pai'.i-up stock. On the capital, thus increased to $3,000,000. it lias alreac1 . declared, iii ist;."), cash divi? dends of twenty-six per cent., and twenty-five per cent, within thc com? ing tour months. What wonder, then, that-tho stock of this institution is marketable at three times its value? And of what use is it to dabble in the Wall street "fancies," when fortunes j eau so much more easily and speedily ; be realized by permanent investments j in concerns whose operations are as ! money-making and as sure as gold- j mining itself? HAIU>LT THE FAIR THING.-The j statement purporting to be a list of the names of the subscribers in Eng land to the rebel loan has been proved j to be a hoax. Yet some of our news- ? papers, instead of denouncing the forgery as an outrage against truth, seem rather sorry to be obliged to forego thc opportunity of assaulting the alleged subscribers to th* loan. They do not seem to caro so much for the truth as they do for gratifying their spleen, and instead of apologis? ing for doing iujustice to the gentle? men whose names are so unwarranta? bly connocie 1. they make their denials the cause of comments meant to be injurious t.? their character. THE CLUB SYSTEM IN* ST. PETEKS BXTRG.-In Russia they have curried the cltib system far beyond what even they have dono in England. There are clubs for ladies, and clubs for ser? vants-and a cook recently gave his master notice, because he was not allowed to go to his club. Ju;;t now St. Petersburg is full of a very un? pleasant piece ol scandal about one of the indies" clubs. At these institu? tions, card-playing is forbidden, and so, for want of better employment, lotteries have come into fashion. At the club referred to a certain lady of rank had won over, either by love or money, the servant whose duty it was tc ascertain the winning number*? in thc: lottery, and to read them aloud. He placed himself behind this lady's chair, and always informed her be? forehand of the lucky numerals. But he overacted his part. His patroness always won, and so the suspicions of the losers were excited, the treachery was discovered, and the noble lady was compelled to leave not only tho chili, but St. Petersburg. The public debt statement, for Oc? tober, shows a reduction of $4,000,000 during the month. Government has on hand $34,500,000 of coin. There is a reduction in the legal tender circu? lating notes of $41,500,000. Mr. "W. Vincent Wallace, the emi? nent lyric composer, died on the 12th ultimo, at the (.'hatean de Bagen, Haute, Garonne, Pyrenees. The wife of Count de None.
