WASHINGTON, November 1.-Gen. Long?
street has arrived, and is stopping at the
Metropolitan Hotel.
Secretary Seward, in a letter to Governor
Marvin, bf Florida, states that the Presi?
dent is gratified with the favorable progress
towards re-organization in Florida, and he
regards the ratification by the Legislature
of thc Congressional amendments of the
Constitution of the United States abolishing
slavery, as indispensable to the successful
restoration of loyal relations between Flo- j
rida and the other States.
The President, to-uight, received a de- I
snatch from tho Provisional Governor of
Georgia, stating that the Convention has |
passed an ordinance repealing the ordi- ;
nance adopted 19th January. 1861, dissolv- ,
ing the union with otb? States; also, the !
ordinance of 16th March, 1861, adopting thc i
Constitution of tho Confederate States. i

Lord Palmerston is dead. Kc had been j
seriouslv ill for some days from the effects '
of a cold, and the symptoms had been very !
alarming, tint he "steadily improved. On ?
the night of the 17th, however, a bulletin
was issued to the effect that he had be?
come worse, and that it could not bc dis?
guised that he was very seriously ill. Tele?
grams were constantly sent to tho Queen,
at Balmoral, in reference to his condition.
He would have completed his eighty-first
year cu the 20th of October. He died at
0.35, on the morning of the lfith of October.
The sensation news published by the
Times, that Secpetary Seward had recenty
sent a peremptory "despatch to France,
continued to attract attention: but it was
generally regarded as wholly unfounded,
"and this view was confirmed by the steamer
Moravian's news.
The Times contends that let this remon?
strance Le what it may. a coldness has
certainly arisen between France and Ame?
rica.
The London Star pronounce- the Times' i
news entirely baseless, and a mere ab- i
surdity.
The Paris Netcs save that the deaths ;

HOMICIDE.-Mr. John H. Kin cr. Agent of i
the South Carolina Railroad, at Hamburg, I
was shot by a United States colored soldier, I
about 9 o'clock Saturday night, on the i
corner of Centre and Market streets, in !
Hamburg.
The weapon used was a long horseman's
pistol, the bal! from which entered the '
right breast, passed through the lungs and
produced death in a few hours.
From what we have learned, the deed was j
as unprovoked aa it was cruel and bloody. ?
Mr. King was talking with a few friends on
the street, when four colored soldiers came
np to where they were standing and some '
few wonts passed between them, after
which the soldiers passed on. This party
met another coloreo: soldier and a woman,
to whom they remarked that they carno
very near having a shooting scrape, to
which this soldier replied that he could !
shoot as quick as any one else, or some?
thing of tho same effect, and proceeded, in
company with the woman, to where Mr. J
King and his friends were conversing, j
Some remark having been made, tho fellow
immediately approached lix. King and fired
the shot winch unfortunately proved so
fatal. So close did he approach the former
that the powder was flashed in his face.
Th- woman, together with some three < r
four colored soldiers, have been arrested,
but it is not ascertained a& yet whether the
guilty party is in custody. The case is one
which requires a speedy investigation.
The wh ile affair is a melanchely one and
we record it with much regret.
Mr. King leaves a mother, a brother and
three or four sisters, who were dependent
upon him, to lament Iiis cruel and untimely

enable us to give quotations. So far as
we could learn, purchasers are contending
for a decline, which holders do not appear
willing to yield. In the present condition
of the market, we omit prices.
NEW ORLEANS, November 31.-Cotton is
m good demand. Sales to-day 5,000 bales;
sales fur three days 9,000. ' Middling is
. qU"ted at 55@56c.
ATLANTA, October 31.-The cotton market
was duli yesterday. We heard of only a
few transactions, at figures ranging from
37@43c. a good article of middling com
k manding readily tho latter ligures. There
* is little in market and none coming in,
?.?ve . crop lots" per sample. On the
wh"!e. tiie market may be reported as
