As soon as it was known in Europe that
the war in the United States was ended by
the final surrender" of ali the Confederate
forces in the field, immediate measures were
taken by the proper Confederate authori?
ties here to arrest the cruise of that ship,
. by orders issued to her commander, direct?
ing fhat.pn their receipt he should*immedi?
ately cease all hostilities, and bring his ship .j
to the nearest convenient port, to have her
there forthwith disarmed and her crew dis?
charged; and those orders werfe sent through
channels most likely tb insure their speedy
and certain delivery to every point in those
distant seas **where the Shenandoah would
necessarily touch, and with which she would
be in communication. It is to be presumed,
therefore, that her hostile cruise has long
since ended. -
In the condition of the Confedenrle'GoY,
-ernment, at the termination ot the war, the
duty of doing this promptly was fully
recognized by its representative in Europe.

Bussia and Southern Europe, all toll the

The same authority judges from "Western
failure and Southern discontent," that the
United States will he a very uncertain de?
pendence for breadstuffs-in case of extremi?
ty. The Express is mistaken as to the crop
prospects of the United States. . Taking' the
jrhole country through, the yield of wheat
will be enormous. We shall be able to fur?
nish England, and all Europe, all the bread
stuffs they need, at fair prices, and thc
appearances now are tiint they will take all

THE FRACTIONAL CURRENCY.-The print
" ing of fractional curfeucy notes upon thc
new membrane, paper has been temporarily'
checked, hy a slight disagreement between
tlie inventor and the department, in refer?
ence td the production and cost (if the
paper. Eventually*, when a decision is ar?
rived at by the Secretary, the public will
be supplied with a fractional currency, tho
successful imitating of which will bailie the
skill of the oldest counterfeiter. It-will be
well-nigh impossible to produce the paper

will be able to distinguish the genuine note.
Not the least among the mauv excellencies
of the new currency is tho fact that it will
wash.

A wretch in Franklin township, Clark
County, Iowa, Samuel Brooks by nam/},
recently ruined his own daughter, then kill?
ed her new born babe and fled with his
daughter to parts unknown.
At the Chatelet Theatre, Paris, a play
called "The Universal Deluge" is performed
without any fluid at ah. The rain is repre?
sented very cleverly by ranges of bright
white metal wiresi upon which electric light
is flash ed intermittently.
A SAPPHO CRINOLINE.-A youngwoman in
South-eastern England had a difficulty with
lover and resolved on suicide by jumping
from a precipice 500 feet into the sea. Sin
caught by the crinoline in a tree, and was
unable to disengage herself. Finally, after
hanging all day, her lover found and rescued
her; after which the difficulty was adjusted.

An Ordinance
7b JBawe Supplies for the Year 1865.
"Whereas thc taxes imposed by the ordinance
of the City Council, ratified on the third day of
January, in the year of our Lord one thousand
eight hundred and silly-five, entitled "An Ordi?
nance to raise supplies for the year 1865," were
payable in the Treasury note? of the Confederate
States of America; and whereas some persons
have heretofore paid their taxes fur the vear
*t80? in said currency, while others are still in
arrears; and whereas the said Treasury notes are
no longer' current, and having become wholly
valueless, and therefore can no longer be received
in payment of the taxes still remaining unpaid:
and whereas the -necessities of the municipal
authorities of the city are such as to require the
laying of an additional tax upon all sales of mer?
chandize and sales at auction, made for specie or
its equivalent, since the first day of April, 1865: #
Be it, therefore, ordained by the Mayor and Al?
dermen of the city of Columbia, in Council assem?
bled, and by the authority ot'.the same, That in all
cases where tho "taxes imposed by the said ordi?
nance, ratified on the 3d day of January, 1S6.7,
have not already been paid, upon rea! estate and
other things hereinafter mentioned, the following
taxes shall bc- paid by su?*i persons in arrears for
the period beginning on the 1st day of January,
1865, and terminating on the 1st day of January,
1866, as well as the following additional taxes on
sales of merchandize, and on sales at auction for
specie or its equivalent made during the year
1865, which said taxes shall be paid in specie or
its equivalent, and shall be placed in the city trea?
sury for the use of said c" -, viz:
SF.C. 1. Tlyit is to say one-fourth of OHO per
cent, on every hundred dollars of the assessed
value of all house's and tenements occupied as
dwellings, stores or places of any business what?
ever; the value of such houses or tenements tobe
assessed by tho City Clerk. Vacant lots, or lots
whereon buildings have been destroyed by tire, to
be free from this-tax.
Sr.'.:. 2. One per cent, shall be levied upon every
hundred dollars of sales for specie or its equiva?
lent of goods, wares and merchandize, cmbraciug
sales of. all articles of trade for barter or ex
Ichange, except cotton, which have been or may be
made by resident merchants, traders and di alers
within the city of Columbia, from the lirsj. day of
April,?1865; which said tai shu ll be paid at the
end of each quarter,*begiuning on the first day of
April last. -
SEC. .3. And whereas many persons set up tem?
porary shops or stones for the sale of merchandize
after the' time lix.-.l for assessing taxes, and close
the sante before the return of tax thereon, So as
to avoid the payment of taxes to the city" alto?
gether: Be it further ' ordained, That all such
dealers shall, upon opening shops or stores-in the
city of Coln.nbia, pay to the City Clerk the sum of
twenty dollars, which shall be allowed him in the
next settlement for taxes, and tin: overplus, if any,
be returned to bini. On failure to pay, after being
notified, the* Mayor shall forthwith issue an exe?
cution against the defaulters, and culh'ct the
money in the usual way.
SEC. +. There shall bi' levied one and one-half
per cent, upon sales at auction ol' all goods, wares,
merchandize, real estate or other property: Pro?
vided, nevertheless, thal no tax_ shall be levied
lipon sales .at auction made by order ol'court or
process of law. The tax imposed bv this section
shall be collected ai tile end of each and every
mouth, commencing with the first dav of May,
1805. ' .

per cent, shall bo paid on tho premiums received
by each and every insurance company, or agent or
agency thereof, doing business iii this city: and il
shall be the duty of every such insurance com?
pany, or the officers or agents thereof, to make
quarterly returns, under oath, to the Cny Clerk of

wheeled pleasure carriage or barouche drawn by
two or woore horses; live dollars on each and
every one-horse carriage, buggy, barouche, gig or
sulkev not. used for hire; fifteen dollars on every
vehicle used for the breaking or exhibiting of
horses and mules; *20 on each hack or carriage
(ir^'.in by two horses, and run for The conveyance
of passengers for hire; ?7 < n each and every one
horse buggy, "gig or sulkoy kept or used for hire;
$7 on cacU and every wajun, cart or dray; $20 on
each And every omnibus or stage.- And all per

And be it further -ordained, That a tax of $5
shall be paid on each and every horse, mare, stal?
lion, gelding and mule sold in this city by or on
account of any horse trader or livery" stable
keeper; and the keeper of every livery stable shall
make quarterly returns on oath of such sales at

the ages of .sixteen and fifty years, residing within
the limits of the city of Columbia, are required
by the laws of this State to work upon the streets
of said city for full twelve days in each and every
year; be it, .therefore, ordained, That each and
every person liable to work upon the streets of the
said city of Columbia may and ahab" ho excused
from tho performance of said duty upon the pay?
ment of two dollars to the City Clerk; and each
and every person so liable, who shall fail to pay
tin; said sum of two dollars within the time here?
inafter specified, shall, when summoned to do so,
be required to work upon the streets of the said
city for full twelve days, under the direction ol
the.ovorseer of streets; and if any such person or
persons shall neglect or refuse to work upon the
streets at the time when summoned, such person
or persons shall be lined one dollar for each and
every day that he or they ?hall neglect or refus?;
so to work; to be recovered by information before
the Mayor and Aldermen in Council assembled.
And it shall bo the duty of th?; City Clerk and of
.he Chief of Police to report to the said Major
and Aldermen all defaulters.under either of the
clauses of this Beet ?on.
SEC. 5). One per cent, upon the income of brokers
and professions -the income ol' ministers of tin?
Gospel and schoolmasters excepted.
SEC. ld. And heit further ordained by ?ho au?
thority aforesaid, That no equestrian or theatri?
cal performance, or other exhibition for gain,
shall be held in the eily of Columbia', without a
license from thc Mayor, first had <vhd obtained,
and tho payment in advance to the City Clerk ol
<>50 per day, for equestrian exhibitions, and such
sum* as tile Mayor may assess for theatrical or
other exhibitions for gain; and each and every
person exhibiting for gain, without first having
obtained such license, and tho payment of sahl
tax in advance, sh .ill be lined in a sum of not les?
than double tho a nountof said tax, iu the. mannet
hereinbefore provided for the imposition of fines
and forfeitures.
8?c. ll. And bo it further ordained. That an an?
nual tax of twenty-fin^ dollars shall be paid ou
each and every bagatelle, pool and ke le table,
and upon every bowling saloon, nine or ten-pin
alley or pistol gallery kept within tho limits
of the Bald city; aud tho sum of $100 shall be
paid in advance for a license to keep or have
a "cock^pit within the limits of tho said city;
and no license for such cock-pit shall be granted
for any time within the fiscal year for a
less sum than $100: Provided, That no person
or persons shall open aiiy ono of the places of
amusement mentioned in this suction, until they
or he shall hav?v obtained a license for that pur?
pose from the City Council, and shall have
ontcred into bond, with two or more good surc
' ties, to the Mayor and Aldermen, ju the .sum cf
$100, conditioned to observe the laws of tl.o
State and cUyT anil particularly the laws against
retailing. Any person opening any such estab?
lishment within this city, without first hav?
ing obtained thc license and given bond ns afore?
said, shall l>o subject to a line not exceeding $20,
payable in specie or it? equivalent, for each day
?such establishment shall be kept open or use? ;
also, that such place be considered, and is hereby
declared a nuisance, and liable to he abated as
such.
SEO. 12. A?d bc it further ordained, That each
and every occupant of any real estate upon whose
premises water is brought hy pipes or otherwise
.from the city' reservoir, shalljuy to th?!? City
Clerk, at the same time with the other taxes im?
posed by this ordinance, such sum as may b. as?
sessed by the Committee on Water Works." *
SEC. 13. And be it further oedaincd, That if an
person or persons shall fail, neglect or refuse ti
make a fcturn to tho City Clerk on oath of all his,
her or their taxable property, income, sales or
other tldngs taxed by this ordinance, on or before
thc first of August ne.xt, such person <>r persons
shall hi- I hen assessed by thc City Clerk for all his,
her or their property or other things taxen by this
ordinance, according lo thc best information
which he can obt ain of tin; value of such taxable
property; and such person or persons who shall
fail? neglect or refuse to make a return a:; afore?
said, or pay tho tax thereon, on or before thc first
day of Septein*oer next, shall he subject lo and
pay in addition to said tax live per cent, on-the
whole amount of his, her or their tax as imposed
by this ordinauce. , And the said Clerk is hereby
required to collect and receive thu laxes anti dues
levied ami imposed by*this ordinance, and all ar?
rears of former taxes and dues, and make at etui n
thereof, and of all persons who shall then be in
default, to the Mayor and Aldermen,- on the firtt
day of September next..
SEC. ll. And ls; it further ordained, That tho
said flavor and Aldermen shall issue their exe?
cution against each and every person who-shall
be reported by tho said Clerk to have failed, ne?
glected or refused to make returns or pay the
taxes imposed by this ordinance within thu time
herein prescribed, which said execution shall be
lodged with the Sherill'of Richland District, to Lc
collected according to the provisions of the Acts
oi the (louerai Assembly of this State, in such
case made and provided.
