WASHTNOTON, August 29.-Col. J. S.
Mosby left Alexandria on Thursday
evening for his home in Warrenton,
there to remain until the further or?
ders of the War Department. Such
-was the excited feeling against him on
the part of citizens and soldiers that
his life was in danger while he remain?
ed in Alexandria, several persons
whom he had deeply wronged during
the war having armed themselves to
kill him.
Among the latest arrivals of South?
erners in quest of parions, is Fayette
McMullen, one of the fiercest seces?
sionists, but now claims some merit
for belonging to th? reactionary party
against Jefferson Davis. McMullen
was formerly a member of thc United
States House of Representatives, and
was afterward in the rebel Congress.
The Postmaster-General is gradually
extending the postal service South?
ward from Richmond, having just
concluded contracts for the convey?
ance of the mails from that city to
Petersburg, and from Petersburg to
Weldon, N. C., twice a day. The en?
tire distauce is ninety miles.
Cotton and Cr I rn? In Louisiana and
Texas.
NEW OBI.EA.XS, August 12.-All re?
ports to the contrary, I am able to
state that the dreaded army or cotton
worm has not appeared in this State
to do serious harm to the coming
crop. The cotton never looked finer
or was more abundant. Cotton pack?
ing has already commenced in every
portion of the State. If the worm I
keeps out another week, the whole
crop will be saved.
In Texar, the worm has undoubted?
ly appeared in Wharton County,
where it lias destroyed thousands of
acres.
There is an apparent increase of
crime in this region. A few days ago,
a Mrs. Warren and one of her two
children were murdered with an axe,
in a most brutal manner, by two dis?
charged soldiers, named respectively
Ross and Rodgers, who belonged to
the ls't Texas Cavalry. More recently,
a rann named John Sheenan, residing
at the Lake, w hile riding home in his
wagon, was met by two colored sol?
diers on the New Shell Road, between
the Common Street Bridge and the
Half-Way House. One of the ne?
groes jumped on the wagon and dealt
him several blows on the head with a
club, and then threw him on the
ground. They then dragged him into
the bushes and robbed him of Si 19
in greenbacks, and then drove off in
his wagon, leaving him for dead.
Yesterday, a cabman reported that
while driving his cab on the Green?
ville Road at dawn, two men, armed
with clubs, stopped his, cab and looked
inside, but, finding it unoccupied, '
allowed it to go on. Three other men,
also armed with dubs, were a short
distance from the other*.
A negro murdered his wife near
Thibodeaux, on Monday night bust,
and then threw her into the bayou
Lafourche. When he was arrested the
next day, he was living with another
woman.
Ou'the "Butler" plantation, recent?
ly, the overseer was murdered by a
negro.
I have mentioned three or four
cases only. I could give you fifty such
during the past three or four weeks.
"ABAXDOXED LAXOS."-The follow?
ing extract from a recent circular of
the Freedmen's Bureau explain this
term:

the several insurrectionary States, viz:
Virginia, North Caaolina, South Caro?

Mississippi, Kentucky, Tennessee, |
Missouri, Arkansas, Louisiana, and I
Texas, to which the United States
have, or shall have, acquired title by
confiscation or sale, or otherwise,
during the late rebebeUion, and all
abandoned lands or other abandoned
property in these States, become so
by tiie construction of section third,
Act approved July 3, 1864, viz:
"Property, real or personal, shall be
regarded as abandoned when the law?
ful owner thereof shall be voluntarily
absent therefrom, and engage either
in arms or otherwise in aiding or
encouraging the rebellion," and which
remains unsold or otherwise disposed
of, a^e, and shall be considered as
under the control of the commissioner
of the Bureau of Refugees, Freedmen?
and Abandoned Lands, for the pur?
poses hereinbefore set forth, and for
the time authorized by the act estab?
lishing the bureau, and no part or
parcel of said confiscated or abandon?
ed property shall be surrendered or
restored, to the former owners thereof,
or other claimants thereto, except such
surrender or restoration be authorized
by said commissioner.

I learn that during my absence from home
I have been nominated as a candidate for a
seat in the Conven tk 1 of the people of this
State. While I appreciate the kind motives
of the party who done BO, I am constrained
by the following reasons to decline the no?
mination. My opinions of the character of
our Government, in my humble judgment,
differ with a large majority of my fellow
citizens-they believing in the right of a
State to exercise a supreme national autho?
rity, evan to the extent of dissolving the
Government of the United States by the
right of tho States to secede, leaving the
duration of the future existence of the Go?
vernment a matter of uncertainty; while I
believe the character of the Government is
intended for perpetual existence, with pow?
ers delegated by the States to effect that
end.
The following extracts from the Constitu?
tion is a small part of the many reasons
satisfying me of the correctness of my opi?
nions:
By the first article, eighth section, Con?
gress appears to have been given, by the
States, all the material powers of national
Government.
And the sixth article, second section,
reads thus: "This Constitution, and the
laws of the United States which shall bc
made in pursuance thereof, and all treaties
made, or which shall be mad", under the
authority of the United States, mall be the
supreme law of the land; and the judges in
every State shall be bound thereby, any?
thing in the Constitution Or laws of any
State to the contrary notwithstanding."
Thus, it would seem, that if elected, I
must misrepresent my own opinions, or
those of a majority of my constituents. I,
therefore, feel bound to d?chue the nomina?
