The sixty-sixth anniversary of the Wash? ington Light Infantry will be celebrated on Saturday next, Washington's birthday, when the several rifle clubs will parade, and an address will be delivered by tho HOD. W. D. Porter, ex-captain of the W. L. L There are few persons in Charleston who have not a near or remote interest in this celebration. The W. L. L ls rooted deep in the confi? dence and love of three generations, und the younger organizations, full of life and activity, are worthy representatives of the manhood and vigor or Charleston. They will make a handsome show, provided that the day be made at least a half holiday. A few hours snatched from business will do DO barm to merchant or clerk. Thia city needs more holidays, more Boolal recreation ; and, if there ia to be an annual rejoicing, no bet? ter time can be chosen than the natal day of the Father of his Country. Doubtless most of ns have sympathized with the lean and hungry Confederate, who, fresh from Appomattox, looked up at the statue of Washington in the capitol square at Richmond, and swore a great oath at the illustrious Virginian, because we had all re? mained British subjects except for the splendid patriotism of him who was first in peace, first in war and first in the hearts of his countrymen. Bat this bitterness has passed, and we know now that we bad rather be Americans, even on the losing side, than bear allegiance to another land and look np to another flag. We can, with? out loss ol self-respect, take the birthday of Washington as our day of rejoicing. There is no North and no South, no "Yack" and no "Johnny Reb" to mar the harmony of that glad day. The w. L. I. have led off in the celebra? tion of the 22d of February, and we sboald be pleased to see business suspended, aa far as practicable, not only out of regard to the elabe and their friends, but ns au earnest that we are to tarn over a new leaf, go back to the title-page of oar history, and have every year, on the same day, a general merry-making. Th? Tax Question. The Colombia Union, wbljh ought to know, thinks that the prospecta ?OR M od. jonrnment of the L?gislature before the first of March are not very flattering. It then, in the usual strain, tax?e the Democracy "with doing all In Its power" to stave of ac? tion on the Tax bill, the desire belog 'Ho "cripple the Republican State administra "tion io its management of State afiairs." This ia rather unkind; considering that many of the Conservative papera have ex? posed themselves to unmeasured abuse, be? cause they have sedulously treated the Moses administration with liberality, and have given credit to that administration for whatever it haa even promised to do for the benefit of tbe people. The argument against levying the tax of 1873-74, at this time, ie plain and conclusive, as the majority of the members of the Legislature seem to think. Worsted io a square combat, the Union plays Ku-Klux again, and assures the Legis? lature tbat the opposition to the Tax bill ia a deep-laid Democratic plot, whose parp?se le the raia of Radicalism ?a Sooth Carolina. In other words, the Union wishes to persuade the Legislature that whatever measure cer? tain Conservative newspapers support mast, of necessity and for tbatreaaoo, be injurious, unjust, sad unequivocally wrong. How long will the memberaof the Legis? lature allow themselves to be doped in tbie way f Their business and duty la to vote for a measure which promises good resolta, and to vote against a measure which promis? es to do barm. The support, or the opposi? tion, of a newspaper does not change the character of a bill. The bill is good or bad, and moat stand or fall by its own strength or weakness A newspaper can only bring ont the strong points for or against a bill; lt cannot change the character of a mea? sure. Thia ought to be self-evident, and lhere should be found members of the Legislature independent enough, and sensi? ble enoogb, to hear the contending opin? ions and draw their own conclusions. The Union or THE NBWS can make a question dear, and may help the members lo form an opinion, buttha vote should be governed by the lntiinsic merit or the measure, and net by the praise or censure of any news? paper. It ia time that the members of the L?gis? lature began to do their own thinking, and one of these days, the Union to the con? trary notwithstanding, they will assuredly be satisfied that there is as much honesty io tbe ranks of the opposition as in the co horts of the thick-and-thln supporters ol the administration. The Exemption 0f Bonds and Mort? gages from Taxation. The question of the exemption of bonds and mortgages from taxation divides public interest with the Credit Mobilier and the Spanish Revolution. Maryland is working bard tor exemption, and in PenDslyvania the proposition ia made that "all pereonal "property be released from taxation." A propos of this, the Ba?lalo Commercial says : "Suppose that the present Legisla? ture of Peoosylvania adopt the auggestion "of their Governor in his message, and re? lease personal property altogether from "taxation. What then will be the condition "of New York towna contiguoua to or bor? dering upon the territory of Pennsylvania? "Where will manufacturers be moat likely "to locate their shops, factories or m ills? I "Will it be In Erie, Chautauqua, or the "Southern tier of Ne w York counties, where "mortgages are liable to taxation of from "three to four per cent., or in Pennsylvania, "where they are exempted? Have we "sufficient natural advantages as a State to "thus be tapped on the east by New Jer "aey and Connecticut, and on the South and "West by Pennsylvania!" A New Paper. The Greenville Republican is the name of a new weekly paper published at Green? ville. It ls edited by Mr. A. Blythe, with Mr. R. McKay as associate editor, and prom? ises "to maintain the true principles or the "great Republican party," while keeping its columns "free from abuse," and con? demning every measure "which may be "wrongand unjust." ?The Ethics of Horse Car?. New York gentlemen have come to one very Arm conclusion. They will not give up their seats to the ladles In the street cars. We Qnd the subject discussed lu an exchange, and tbe reasons that have brought the mascu? line mind of the Metropolis almost unani? mously to this determination. Of course, such considerations as pass in private conver? sation between Jones and Smith, such as the usual absence of thanks for the courtesy ex? tended, and the fact that ladles seldom make room lor each other, are ignored. Those ire the smaller complaints, and are left to the querulous and dyspeptic. The New York Idea ls that the same rule applies to the street cars as Is observed In the theatres, and at the opera, concert or lecture. Why should a oar conductor be allowed to sell over again that which be bas already sold, and when his car is full, admit a crowd of shoppers and compel the gentlemen to rise and offer them the seats they have purchased and occu? pied, as If they were In Illegal possession thereof. This courtesy might have been ex? tended when the cars were less crowded, but now Its observance results In condemning those who travel habitually to and from their business to remain always without a seat, and content themselves with permanent stnndlnp places. The remedy proposed Is a placard on all cars that have the full complement of pas ! 8eogers: "Standing room only," and those who choose to get In after that are to stand, no matter who they may be. Medicine and Surgery. Becent trials may have bad a tendency to weaken the belief of the public lo the skill and usefulness of the physicians, and thereby do tbe great body of medical men a grievou; Injustice. To those who think that medicine and surgery have made but little progress ol late years, we commend an able article In the Edinburgh Review. It must be confessed, however, that surgery carries off the palm.
