- The amendments to the municipal lice
law, adopted at the last meeting of the C
Council, lessen the objections to the law

In these days no man pays a tax for pi
triotic reasons. When he gives np an
part of bis gains he does.so because he can
help it. It is useless, therefore, for the cit
authorities to appeal to the patriotic sent
ment bf the people. That sentiment stop
short of the breeches pocket. The licens
tax will not generally be paid, nor ought j
to be, and it remains to determine how tb
deficiency in the-munlcipal revenue is to b
supplied. ,
One Alderman who opposed the licens
law gave lt to be understood that he pre
faned an - additional tax upon property
Perhaps be owns no real estate. The t aeon
of the tax law is that real and personal prop
erty shall be taxed at their value; but ir
practice the major part of the burder
falls upon real estate, which cannot be over
looked and is never undervalued. Any in
crease of the tax upon property would,
therefore, fall, in the main, upon real estate.
Now, any man who owns houses and lands
knows that they do not pay, in Charleston,
more than three or four per cent, upon
their value. In most cases the State and
county taxes amount to nearly one-half of
the rental. It is to the interest of the city
to relieve rather than to oppress raal estate,
and it is demanded that no additional tax
be levied without an inexorable necessity
There is only one way in wbich the defi
ciency caused by the failure of the license
law can be met, and that is by a redaction
of expenses.
We shall be told, of coarse, that it will
inj are the city to lessen the expenditures
for police and street purposes and the like.
Bat we can aSord to dispense with parks
and promenades. The streets show very,
little sign of improvement, and even upon
important thoroughfares the city officials
refuse to bear one-half of the coat of re
paving. About the police, the less said the
better it will be for the Oonncil. The citi
zens can protect themselves more cheaply
and effectively than they are protected by
the city police. -._ .
The conclusions at which we arrive are
th se: The people will not pay any tax
which they bavs a reasonable hope of es
caping from; the license law is of so doubt
ful a validity that the people may properly
ref ase to pay it; the real and personal prop
erty cannot, without severe hurt, stand any
material additional tax; the Council, there
fore, must meet the loss of revenue caused
by the collapse ot the license law by reduc
ing the cost of running, or walking, the mu
nicipal government. These are the opinions
of THE NEWS. They who d sire to controvert
them may do so if they can. . They shall
have a fair field, and no favor.
A Sonth-Sea Babble.
The United States are invited to annex
the Sandwich Islands, which are left in an
orphan condition by the death of King
Kamehameha. When we have a constitu
tional government at home, it . will be time
enough lo talk of extending the area of civ
ilization. But, after all, some of oar State
governments are better suited to Hawaiian
' savages than to decent Americans.
A Good Investment.

lished, s.11 owe a gross income of $1,800,767,
and a net income of $542,492, ont of which
a dividend upon the stock, is declared at the
rate of twelve per cent per annnm. The
City of Charleston holds half a million of j
Nashville and Chattanooga Railroad Stock,
and the dividend of thirty thousand dollars,
and the advance of the stock to par, will
materially improve the municipal nuances.
This is about the only paying investment
which the city possesses.
