The". Enterprise ? Railroad Again - A Plank-road to be Laid Through Alex? ander Street-Vaccine for the Poor. Council met at five o'clock yesterday after? noon. Present, the Mayor, Aldermen O'Neill, Bowen, Voigt, Garrett, Sweegan, Glover, Kenny, Michaels, Johnston, Moran, Brown andSlgwald. The minutes ol the last meet? ing were read and continued. The following petitions were presented: Of Patrick McNanly, asking permission to use a piece of vacant city land adjoining the corner of St. Phillp and Borgard streeis, lor the erec lion of a wooden building; referred to the committee on public lands. Of Alexander Isaacs, asking ior the payment o? past due ci ty stock; received aa information. O? John Robinson & Co., to erect a band cotton press on Atlantic wharf; granted. Of J. Ford Prlo leau, tor renewal of lost certificates of city stock; referred to the committee on ways and means. Ol E. C. Holland, asking that a new street be laid out along the pond at the west end of Bee street; referred to the Mayor. The Mayor read a communication signed by a number sf draymen, culling attention to the bad condition of tbe streets In the vicinity of the Northeastern Railroad depot, and asking ibat the same be remedied. In this connection, he stated that the following order had been Is? sued by Judge Graham on Saturday last: On motion of D. T. Corbin, city attorney, lt is ordered that the Enterprise Railroad Com? pany be allowed until the first day of October, 1872, to put the streeis through which their track passes In suitable repair lor public travel, and especially for the relaying o? the plank-road In John, Elizabeth, Chapel, Wash? ington an.1 Calhoun streete, so that there shall be no further cause of complaint against the said road. The Mayor, however, stated that, as the fall trade had begun much earlier this year than usual, he had Instructed Inspector Ferguson to lay A plank-road through Alexander street, from Calhoun io Chapel. The force o? city laborers .being too small, he was compelled to employ outside aid. The contractor who laid the King street plank-road was willing to lay this road with five sleepers instead of four, the usual number, at one dollar and ten cents per running toot. He asked Council to con? firm this action, and consent to the immediate la; lng of the road under the supervision ol the committee on streets. Council confirmed the action of the Mayor and consented to the layiog of the road. The Mayor further stated that be held in con? templation the laying ot plank-road through Middle street ior the purpose of connecting with the road through Alexander street, and making u straight road from: East Bay to the Northeastern Railroad depot. He would not ask: for. the latter road, however, until the completion of the termer. Favorable reports were made upon the fol? lowing petitions: O? An unfavorable report was made upon the petition of Mrs. Wilson, for remission ol pen? alties on past due taxes; adopted. The peti? tion o? A. and O. Blake, for reduction of the assessment ot lands upon Charleston Neck, was transferred from the committee on ways and means to that on assessment. The com? mittee on contracts reported that tne lowest estimate for making the contemplated repairs to tho oharieetoa ooiictc uuu oecn rendered by George W. Egan. Some alterations ot the original plans for the Improvements having been subsequently made by the city engineer, reducing the necessary expenditure, lt was re? solved, on motion of Alderman Sweegan, that Mr. Egan's estimate be laid upon the table and that new estimates be called for. The committee to whom was referred the resolution of the vestry of St. Paul's Church, offering to allow the City Council to build a cistern under that church, reported that they did not ieel authorized to recommend the ac? ceptance or the proposition in the present im? poverished condition of the city finances. The report was adopted. A resolution authorizing the city registrar to procure a sufficient quantity ol good vac? cine matter for distribution among the poor, was offered by Alderman Sweegan and adopt? ed by Council. Another resolution authorizing the publi? cation In THE NEWS and Courier ol the acts regulating the construction of brick and wood, en buildings, was offered by the same alder? man and likewise adopted. A resolution offered by Alderman Garrett to continue the pay of the city police for two months dnrlog sickness, was laid on the table after some discussion. Council then ad. journed. It ls proper to Inform the readers o? the Charleston Dally Republican ol the cause of the non-appearance of the paper this after? noon. Some months ago, and shortly after the organization ol the Republican Printing and Publishing Company, a mortgage of the personal property of the company was execu? ted in favor of E. W. M. Mackey. The debt secured by this mortgage feli due in May last. Yesterday Mr. Mackey gave notice that unless this debt were paid, be should foreclose the mortgage, and last evening and this morning sent his agents to the office of the Republican to take possession ot the property of the con? cern. The presses, type, fte., are now In his custody. With the legal questions involved in Mr. Mackey's proceedings the public have no interest. His unlooked lor actlou has caused a temporary embarrassment, but the propri? etor has already made arrangements by which the publication of the paper can be continued; iud he Lakes pleasure in saying that lt will ap? pear to-morrow afternoon and regularly there? after.
