'J he Iron Sceptre.
The extraordinary rise in the price of iron
and iron fabrics which took place in Eng?
land, the great centre of the iron trade, a
few months ago, is having a universal effect;
it is felt, not only in England, but in this
country, and, indeed, throughout the world.
It is now said lhat the cause of this increase
in the price of iron is an advance in the
price, or rather the cost, of coal, and this is,
uo doubt, partly true, though it is not the
whole explanation. Coal and iron are twin
brothers; they are to each ollw a3 supple?
ment and complement. When coal ia touch?
ed, iron instantly responda, and, when iron
is touched, the whole scheme of civilization
responds, for it is one of the most easily de?
monstrable truths of the day, that a nation's
civilization is measured by the per capita
amount of iron it consumes a year. The
cause of the increase in the cost of coal io
England is said to tie the increasing depths
of ibe mines, requiring more painful and ex?
pensive processes for lifting it from th? floors
of the collieries to the surface. Wilbla a
year past, the price of coal has nearly dou?
bled at the pit's mouth. This is the starting
point of a series of effects of almost endless
length and of universal manifestation. Thus,
a London paper iuforms us, lhere is an in?
crease in the costof building of 30 per cent. ;
an increase of 50 per cent, in the cost of
machinery; of 53 percent, in copper; 48 per
cent, in lin; 41 per cenL in nickel; 53 per
cent, in brass; 55 per cent, in chains; 117
per cent, in iron gas tubes; 50 per cent, in
wrought nails; 53 percent, in iron bars; 95
per cent, in cut nails, aud a proportionate
increase not on.'y in all iron fabrics, but in
all articles in the manufacture of wuich iron
machinery or iron tools are used. Tiiis really
means all things; there is nothing eaten,
drunk or worn that has no: felt the influence
of this rise io the price of coal and irou.
Cheap coal and iron are blessings whose
value cannot be measured ; they make food
and all other necessaries cheap, and are tbe
indication of innumerable comforts which
cannot be had without them.
The full effect of this great advance in the
price bf coal and iron in England has not
exhibited Itself in this country; but it will do
so by and by. One of these efiects, it is
elaimed, will be to approximate the cosl of
English fabrics of all kinds more nearly to
the American cost, and thus destroy the j
necessity for lhat protective tariff which we
now impose to bring the English prices up
j to ours. The percentage of increase in tho
articles we have referred to above is already
about equal to the average of the protective
duties imposed by our present tariff act. If,
theo, as our Protectionists argue, the chief
end of a tariff is to protect our mauufaclur.

competition with the almost superficial mines
of other countries, her supremacy is gone,
and her decline as an industrial and com -

sceptre of power will go is a question to be
decided by the great elements-coal und

receive his vote. He flatly denied leeling any
personal hostility to Mr. Greeley; on the con?
trary, he had always received from him and
his paper remarkable courteous treatment,
considering how widely they had differed on
malters of public moment, and If his support
depended on personal considerations, Mr.
Greeley should have all bc could give. With
regard to the candi tl airs already In Ihe field,
he thought there was very little principle In?
volved. Thecounlry was leeming wtih plenty,
and there was no cause for any kind of appre?
hension. As far as Grant and Greeley were
concerned, he didn't see what they had to fight j
abour, except the possession of the Presiden?
tial office; but as there was no serious question
uppermost to excite enthusiasm or the spirit j
ot sacrifice, he could not seriously blame them.

The revelations now making relative to the
bond frauds and the general mismanagement I
ol' affairs in South Carolina cannol fall lo clear
the atmosphere In that much-abused State.
The rogues who have done the mischief are
fortunately at loggerheads among themselves,
and the result ls a general disclosure of offences
lohich in any other State would be fatal lo the
aspirations of every man of them. National
politics have nothing to do with the complica?
tions In which the State is Involved; for, al?
though ihe Republicans are largely in the ma?
jority, and are responsible for the misconduct
of their official representatives, a large and
respectable portion of them comprehendive
disgrace under which ibey suffer, and inrht
State election will enter into any honorable
combination which will relieve them of the
load.

Of all the revolutions, political, social and
financial, In this country and In the several
States since the war commenced, that in the i
condition and Afiances of South Carolina Is
the most astonishing and deplorable. What?
ever were the faults of that State anterior to
tho war, and however much her secession pro?
clivities and conduct may be condemned, she
waa undoubtedly as honorable in her financial
character and reputation as any country in
the world. Her credit always stood high, and
she was more free lrom extravagance and
corruption than almost any State In the Union.
But look at South Carolina now, under carpet?
bag and negro rule. Tho wretches who have
control or the government aud nuances have
plundered the people in the most frightful
manner, and have ruined Ibo credit of the
Stale. The letter of our correspondent ut
Columbia shows a sute ol things almost in?
credible, and thal has no parallel In infamy In
the history ol'lins country. And this is Hie
fruit or the Radicalism ol' thu Republican
party and a Republican Administration. With
all ils resources and the honorable character
or the native while population, the State has
been brought within three or four years to Hie
verge of bankruptcy. Besides piling up avast
and unnecessary dent in legal "orin, ihe car?
pet-bag rascals have made u fi ululent Issue
of some seven millions or dohurs io bunds.
Such unparalleled rascality could not be en-1
(lured In any of ihe Northern Slates, and is
only possible In South Carolina through the
support given to carpet-bag Radicalism there
by thc Republican party and Government ai
