Excellent Sanitary Condition Reported

ral opinion was that the Lazaretto would be
the most suitable location tor the small pox
hospital, the establishment of which waa con?
templated by the city.
The subject of cow houses and pens having
been brought up, the Mayor instructed the
ohlefofc police to make a weekly tour of In
spectlon of the same.
Dr. Pelzer suggested that the Mayor be au?
thorized to appoint a reliable maD, with a
moderate salary, whose duty lt should be to
go through the city with a cart-load of disin?
fectants, and apply them In sinks and
wherever needed, as there waa a manifest j
disinclination on the'part of many citizens to
trouble themselves about the matter.
The Mayor said he had Instructed the city
inspectors to report on the feasibility of re?
moving all butcher and slaughter pens from
toe neighborhood of President street to the
banka of the Ashley.
The chief of police said, as complaints were
being constantly made to him In reference to
boys swimming near different water fronts o1
the city, ?9 was desirous ot establishing three
bathing places on each river and advertising
the same. On Cooper Elver, Vardell's Creek,
Bobb'a Mills and the foot of Vendue Bange
were decided as suitable places; and on Ash?
ley Biver, the west end ol Broad street beyond
the mill ponds, the floodgate near the wharf ol
the Savannah and Charleston Railroad Com?
pany, and Gadsden's Creek.
The members then dispersed.
THE COUNTY COMMISSIONERS.
The Mach Talktd-of Checks Delivered
to the Custody of the Board.
The board of county commissioners met yes?
terday at 1 P. M., for the first time since the
prosecution of the recent cults against Com?
missioner McLaughlin, that gentleman being
present. Mr. McLaughlin produced the much
talked-of checks, stating that he held them by |
the authority of the majority of the board,
and that if at any time the board bad passed a
resolution requesting him to turn them over
he would have done so. Mr. McLaughlin said
that certain statements bad been mad? tend
ijg to criminate him In the selling ot the
alleged over-issued checks, but he knew, as
every ono else did, that no respectable bank?
ing institution in the oity would discount any
county commissioner's checks whatever. The
checks in dispute were delivered over, Mr.
McLaughlin erasing his name, and a receipt
was given by the clerk of the board for the
same, whereupon the other commissioners
'also erased their names, and the endorsements
were stricken off.
A number of county creditors were present j
at the meeting, urging the approval of their |
respective claims; but Commissioner McLaugh?
lin declared his intention to sign no accounts
until the county treasurer had reported funds
on hand in accordance with law; and also said
that when claims were presented he would In
every instance give the preference to ihosa

money. To this Commissioners Miller and
Gregory offered no objection.

CLOSING EXERCISES OF THE PAROCHIAL
SCHOOL.-The closing exercises ol tbe Paro?
chial school ot the Holy Communion will
take place tr -morro w morning in the presence
of Bishop Howe and several other Ep scopal
clergymen. The pupils will undergo a
thorough examination In the various branches
of study, and prizes will be awarded to the
most proficient. The public are Invited to
attend.
ALTEBCATION. - An altercation occurred
about nine o'clock last evening, in front of the
City Hall, between Trial Justice John G. Mac?
key and Mr. E. Baynard Seabrook. Before
many blows had been struck by either "party
both were arrested by Lieutenant Heidt, of
the Detective force, and bound over to ap
pear before the Mayor this morning. The
difficulty appears to have aris-n ont of adis
pute upon some legal question.
BEPUBLICAN CAUCUS.-A caucus of the WU
lard faction of the Bepublican party waa held
last evening at the House of Correction, for
the purpose of nominating county officers.
The meeting was presided over by M. R. De
lany. Speeches were made by Delaoy, Young,
and others. Delany's speech was strongly
opposed to 8heriff Mackey. He thought the
time had come for black men to hold lucrative
offices. J. P. Howard was spoken of as a can
dldate for sheriff. Nothing decisive bad been
accomnilshed at a late hour.
A Cow CASE.-A large number of persons
were attracted to the neighborhood ol the City
Hall, yesterday, to witness the trial of a case
involving the possession of a cow. The case
originated in Summerville some months since,
by one person taking possession of a cow
claimed by another person. It has been
already tried in Summerville, Walterboro' and
Beaufort, and at length brought to this city
also. The coats, so far, have been somewhere
In the neighborhood of seven hundred and
fifty dollars; the cow ls valued at fifteen. The
Jury remained in the city Hall until ten
o'clook'last night, when they adjourned with?
out a verdict.
