States of Alabama, Georgia, Florida, North
Carolina and South Carolina are crowded
with an army of drummers from thatjclty.
-It seems the Mormon missionaries have
not a very happy time In Denmark.. The gov?
ernment has ordered all teachers of that faith
to be tied np and flogged, and one of the
apostles bas actually been so welcomed.
-A reporter bas been interviewing Johann
Strauss, who said he was delighted with
which he regarded as vi) lan ons. and he longed
ardently to be restored to his "divine Vienna j

-Seventeen pleasure trips to thev United
States have been arranged In Germany. The J
average expense of the whole trip, including ;
a ten days' sojourn in this country, ls three
hundred thalers. The visitors will arrive In
this country mostly In August. They start
from Cologne and Hamburg. "
-A new vessel Is about to be built on the
Clyde, to.ran between Liverpool and New
York, of dimensions only second to the Great j
Eastern. Her length is to be Ave hundred and
seventy-six feet over all, and she is to be fifty
feet beam and twenty-five lest In depth. It ls
expected that the great steamship will make
the voyage from port to port in seven days.
-The French journals give an account of |
the recent execution in Paris of a criminal by
a guillotine on a new model. In the improved
machine there ls no platform, and the posts
lis?; directly from the ground. The blade of
the knife IB. black,, so as not to dazzle the eye

all the apparatus of execution ls on a low
level, and the criminal ls not obliged to mount
three or four steps. The spectacle caa, there?

-A New York letter of Monday says: "The
streets lathe lower part of the city.to-day
presented an unusual spectacle, reviving
one's recol.'ectiona of the late Franco-German
war. A body of about two thousand natives
of Alsace and Lorraine marched down Broad?
way, to the music of the Marseillaise, to the
Office of the French, COBBII I, In Bowling
Green, and. there solemnly registered an
oath never to submit to Kaiser Wilhelm. At
about the same time another procession, com?
posed of Teutons, carrying the. German flag,
were passing down Barclay street, wlthlo a
stone's throw of the Frenchmen, ea route to a
Sbutzenfestat Hoboken. The spectacle was a
fair Illustration of the cosmopolitan character
of the city; at the same time that it reflected
the good sense of Gauls and Teutons alike,
that they could thus baye their celebrations at
the same time without interrupting each
other or coming into hostile collision in our
streets.*'
-The British have just brought out for trial
their finest Irou-clad turret ship, the Gratton,
which was launched in the early part ol 1871,
but has recently had important additions.
Her class ls about half-way between the
American monitors and the new turret-ships,
belnji. built tor the English navy, with a turret
thirty Teet In diameter, occupying a large
portldn bf the width of the deck, which Is flfty
foar-feet. In the turret are mounted two
twenty-flve-ton guns, capable of being direct?
ed to any'part of the horizon. An important
feature of the vessel ls her ram, which extends
eight feet beyond the upright part ot the
stern, and is sufficient to make her very for?
midable independently of ber guns. Her j
speed Is not remarkable, but. as sbe 1B Intend?
ed for harbor defence^ that will not make so
mach difference. The armor plating on her
Bides is twelve Inches thick above and ten
inches thick belowthe-water line, worked
nto a teak backing btl twenty inches. Her
height ont of the water is, only three feet, and
by the use of water ballas t in time of war this
can be reduced to two feet. . She was recently
tested at Portsmouth, and the first shot fired j
made a hole In her turret nineteen by seven?
teen inches, lifting the plates and starting
joints. The next did less, and neither shot
interfered with the revolution of the turret.
-It Ls stated that the Boston Jubilee has re?
sulted In ;a financial loss, and that the ex

The loss Uncovered by the subscribers to the
guaranty fund,and.thesum will probably be.
diminished by the _sale of the Coliseum and
fixtures, and by a series of benefit concerts
which lt has been proposed to give. The re?
sult would seem to Indicate that beyond a cer^
tain limit monster concerts cannot be given
.with any safety as regards.pecuniary success.
On the Fourth of July, a he=T thunder storm
passed over Boston at the time the Coliseum
was filled -with spectators. Heavy clouds of
dust were blown into the building before the
door* could' be closed; and thls{ together with
th? 'nol?? qi the storm1, breaking of windows,
and the falllng of apiece of wood from one of
the ventilators, threw the audience into a
momentary panic, and caused a general rush
for the doors. amld the shouts .of ; men and the
screams of fainting womeH. Dan. Godfrey, was
leading the orchestra, whjchwas performing
a selection from Zampa, and dlrectlythe panic
commenced, stopped Zampa, and struct up
the Star-spangled Banner,! This, appeared to
almost, Immediately reassure. the audience,
who began to cheer, and. soon became quiet,
and. listened through the B tor m. to the end of
the performance. Madame Leutner was so
muon alarmed at the vivid lightning that she
fainted. The Jubilee came to an end on Sat?
urday, and the chorus: singers have .already
returned to their homes. The British Grena?
dier Band has sailed for England, and the
other , foreign b?nde, alter filling a few tempo?
rary engagements, will shortly follow. -

The cool contempt with which the. Enter?
prise Railway Company violates the laws of
the city is equalled only by the patient sub?
mission* of the city authorities. Whether
this meekness springs fcom weakness, or is
the growth of that Christian grace which,
smitten on one cheek, turns the other, we
leave to time and.the City Fathers to solve.
To be snubbed ls our normal, condition. We
are accustomed to it, and if only dignity
were involved, wu might imitate the City
Fathers and "kiss the hand jost raised tu
"strike tho blow." Bat there are other and
more important interests at stake.
If there is any one..conviction firmly es?
tablished in the minds of our people, it is
that the opening of the drains last summer
was the cause of the yellow fever.' There is
now a repetition of the canse, and Council
does nothing to prevent a repetition of the
efi'ect If there was no prohibitory law,
common sense and common prudence would
suggest one. But experience and public
opinion have already crystal ?zed into an or?
dinance prohibiting the dis. chance of the
soil after the 18th of Jone. All that
Council has to do is to enforce the law; and
it must do it, or tacitly admit that the con ve
nience of the Enterprise Ballway Company
is superior to- the rights of the citizen and
the health of the community. ' .
We have ever been the warm supporter
and advocates of the En te rp rsa e Ballway.
We have never doubted its right to con'
struct its road; but that right, like all other
rights, is to. be exercised according to law, 1
and in each manner as not' to infringe
the rights of others. These considerations,
however, seem to have been utterly ignored
by the Bailway Company. It has not shown
the slightest obedience to the ordinances of
the city, or the least regard for the property,
the convenience, the business interests, or the
health of the community. If it neld the city
by purchase or capture, it could not have
acted more independently. And Connell does
nothing. With its leading thoroughfares
torn op and rendered impassable, its prop?
erty destroyed to the extent of twenty thou?
sand dollars, its commerce seriously incon?
venienced by the illegal act of a single corpo?
ration, and its laws and authority condemn?
ed, the City Council contents itself with an
appeal to the citizens to individually police
the streets until the Bailway Company shall
permit,the city authorities to do that which
they are sworn todo, and cannot omit, with?
out practically abdicating the power and au?
thority conferred upon them. It was scarcely
worth the effort which the community made
to place the present administration in
power, if these are the fruits of success.
. If one of our own citizens had thus vio?
lated the law, swift and sure conviction
would have followed. Are the terrors of the
law to be reserved for those who placed the
administration in power, and the privilege
of violating lt to be reserved exclnsively for
those who can possibly influence the Repub?
lican vote? The financial and legal depart?
ments of the city are already in the hands
of Republicans. Is the Health Department,
despite the experience of last year, to be
placed under similar influences ?
The difficulties which surrounded the pres?
ent administration have been generally con?
ceded, and there bas been every disposition
to exercise forbearance, and to give to the
acts of Council the most charitable interpre?
tation and the most cordial Bopport. Things
the wisdom of which was more than doubted
have been permitted to pass without com?
ment, but the Council- gravely errs if it
s opposes that silence ls to be regarded as
an approval of the past or as immunity for
the future. There is a point at which the
community will cease to sustain and com?
mence to censure, and Council are approach?
ing that point, if they have not already
reached it. A timid policy simply makes
friends, strengthens enemies, and ruins all
it touches. A little, avery little reflection
would teach the Council that a weak gov?
ernment is not only contemptible, bnt un?
popular.

The Franco-German Treaty, just negotia?
ted, while extending the periods for the pay?
ment af the war indemnity, has added seve?
ral conditions which will bear heavily upon
the present belligerent spirit of the French
nation. From an abstract published in the
foreign papers it appears that two months
after the ratification of the new treaty the
sum of one hundred millions of dollars is to
paid, and that fifteen days after such pay?
ment the departments of the Marne are to be
evacuated. On March 1, 1873, another
hundred millions or dollars are to be paid;
bat Bach payment is not to be followed
by any evacuation. On March 1, 1874, two '
hundred millions of dollars are to be paid,
and the departments of the Ardennes and
the Vosges are to be evacuated by the Ger?
mans. On March 1st, 1875, the remaining
two hundred millions of dollars, with the ac- -
crued interest, are to be paid, and then the '
departments of the Meurthe and of the j
Mease are to be evacuated, and the fortress J
of. Belfort is to be given np. Germany re?
serves the right to retain, in the n o n - ?vacua- j
ted departments, the entire occupying force
aa now constituted, and the expenses to be
Paid by France for tbe maintenance of the
army of occupation are not to be diminished,
unless the strength of the German irmy is

the French Assembly on the bill for raising j

The Canada Kidnapping.

kidnapping Dr. Rufus Brutton, is sentenced
to two years in the Penitentiary. Hester,
the American, goes scott free. But what
compensation has Dr. Bratton for his abduc?
tion ? Is the person most injured to have no
recompense-not even that of a safe return
to the spot where the kidnapping took
place?

Chronicle quotes it as saying that "Grant
"will beat Greeley in Georgia by twenty
"thousand majority." The News, doubtless
unwittingly, is doing yeoman service for the
foes of decentralization and reform. In
other words, it is running counter to the
dearest wishes of its people. -
