South Carolina In tue Hands of the
Tax?Gatherera. *
[From the New York Bulletin.)
South Carolina ls now In the hands of the
tax-gatherers. The State is being literally
sold out by the sheriff. Years of carpet-bag
rule and misgovernment are producing their
natural results. The taxes for several years
past have actually exceeded the profits of in?
dustry, and as a consequence the capital or
savings-the seed corn ot business and agri?
culture-had to be encroached on to pay the
tax-gatherer. But even this resource bas Hs
limits. In a community where all are bank?
rupt, purchasers cannot always be round to
buy houses or portions o? estates placed in the
market to pay the taxes. Besides, there is al?
ways an Invincible repugnance on the part of
holders to resort to this extreme measure,
and they postpone the evil day Indefinitely.
They thus fall Into arrears and Increase their
cost* and liabilities.
IJJMarch last the Legislature passed an act
enforcing the collection of the unpaid taxes
of 1868.1869, 1870 and 1871. All land and real
estate liable for taxes or arrears ot taxes levied
for the support of the State Government dur?
ing the last fonr years were to be sold on and
alter ihe ll ret ol June, 1872, for the payment
of snob taxes, costs and penalties. It was
provided that the sales should take place from
day to day until the whole were disposed ot.
The said sales to take place In the county Beat
of each county, and the land was to be sold by
the county treasurers.
This act was a knell of doom to the planters
and taxpayers of South Carolina. The crops
last year were bad, and they were in no con?
dition to pay the taxes ol 1871, much less the
accumulated arrears of the three preceding
years.
The sales commenced, according to law, on
June 1st, In each county seat In the State, and
are still progressing. The results are that a
large proportion of the landed property of the
State will probably change bands. The prop?
erty sold was, for the most part, at very low
prices-considerably below the average value
Bin ce tbe war. In many cases there were no
purchasers, and the laud -waa forfeited to the
State.. 'There ls little money and no credit In
the State, and, as a result, saleB were only pos?
sible at a fearful sacrifice. Possibly the value
of the property may have been affected by
doubts as to the title given to purchasers by
the State-doubts occasioned by tbe mutations
and chances Incident to carpet-bag rule. But, '
In any event, the losses and Injury to the ma?
terial Interests of the State by bad and reck?
less legislation are-great and serious, and must
retard its prosperity for many years. To say
the least, lt ls not a pleasing spectacle to see
an American State in the hands of the sheriff
and* sold out for non-payment of taxes.
THE GROWING CROPS.
Horry.
Tba News says : "We have had partial
showers or rain during the past week, but not
sufficient to satisfy the demanda ot the parched
earth. It is very warm, and In some sections
ot the county, we learn, the crops have nearly
died ont for the want of rain. The crop pros?
pect looks gloomy.**
Marlon.
Tbe Crescent says : "Accounts of the crops
are more cheering this week, and we begin to
hope Lhat tbe effect of the late spring may not
be as injurious as feared. Some sections of
the county have suffered severely, others but
very little. Last Saturday we had a general
and continuous shower ot rain. It was not a
very heavy rainfall, but lt has done much
good."
Fairfield.
The Wlnnsboro* News says : "Refreshing
rains have visited our immediate section late?
ly, wblob have had the effect of making every
kind of vegetation look more flourishing, and
have stimulated the crops considerably. We
bave beard from several other portions of tbe
county that they had an abundance of rain,
and that cotton and corn generally are doing
well."
AN INCIDENT OF THE DERBY DAT.
[From the Pall Malt Gazetto.]
On the evening of the Derby Day the occu?
pants of a four-horse drag, who bad been
amusing themselves on their return Journey
from the Derby by pelting the crowds ot pe
destrlans with bags of flour, peat, and other
missiles, pulled up in the Chapham rond for
refreshments, leaving three of. their number
lu charge of tue vehicle. These, left to them?
selves, and forgetting by, it must be admitted,
an unusual oversight, that their vehicle was
stationary, recommenced Hour-throwing, and
oneh>f the bags happened to strike the wife of
a raliway porter, whose husband was stand?
ing by ber side. He thereupon called upon
the crowd for assistance, which was readily
given.
The drag was stormed, and the offenders
were dragtr^tl irom tbelr seats and carried to
a norse trough which was conveniently handy,
where they were thoroughly well ducked.
They were then rolled In the mud, and ai ter
ward the contents of some twenty bagB of
flour which had been discovered In the drag
were liberally sprinkled over them. The whole
affair did cot occupy more than four minutes,
but seldom, except on the stage, has there
been witnessed an act of Justice more dramat?
ically complete. The final touch, indeed-of
the flour-borders on the sublime. The ''en?
gineer holst with his own petard" could hardly
nave been a more significant Bight than the
rowdy floured from his own sack. We can
only wish that ether practical Jokers in this
kind had been guilty of the same Imprudence
as this devoted three.
