Dean Stanley is, of course, db ap? pointed. -At Providence, R. I., lately an action was brought in one of the courts to recover a sum of money alleged to have been won irom the plaintiff at faro, by fraudulent practices. The plaintiff used, as an Illustration of the techni-1 calilles of the game, a complete faro tibie, with its marking apparatus and sliver cue keeper's box, and employed an expert to I . demonstrate to the court the various tricks by which the victims are defrauded by proles-1 slonal sharpers. i -The people of Japan are making rapid pro? gress in their efforts to shake off old customs. On the 9lh of April, a great natioual fair was opened in the sacred City of Kioto, and lor the space of fifty days foreigners were to have I free permission to visit the city, go where they pleased in it without restraint, and to exhibit their goods. This is regarded by foreign resi? dents of Japan as an important step toward the final and complete abandonment of the old policy of exclusiveness which has so long been characteristic ot that country. -The Norfolk Virginian of May 12 contains a letter from the Hon. John Goode, a member I -ot' me~ national rjeuiuuitttic committee, coi-1 recting the statement of the New York Her aid's letter, that he was urging extreme Dem- j coralie views. Mr. Goode says that as at pres-1 ent advised, he la prepared to support the nomination of the Liberal Republicans, and be thinks it would be unwise for the Baltimore Convention to make nominations. James barron Hope, the editor, In commenting on Mr. Goode's letter, says it prefers "Captain Pen to Captain Sword." -The English Anti-Tobacco Society desir? ing practical evidence of the evil effects of to bocco, took Into their service Professor New man. In fulfilment of this, the professor smoked a pipe lor half an hour, but, singular enough, instead of getting sick, awoke to the fact that he had discovered al new source of pleasure, and, far from being j utterly disgusted, has continued to smoke j ever since, greatly to the discouragement of I the society. i -New York is foll of trouble. There were twenty new cases ot small-pox ID that city-a large Increase-on Saturday, and seven deaths; the spotted fever Is on the increase; the croton water is impure, leading to fears o? a visit from the cholera; and the street contrac tor, one Brown, allows "disgusting heaps ot filth" to accumulate in the thoroughfares and spread their foul odors broadcast. Desperate diseases require desperate remedies, and the Bulletin saggests, as the only effectual cure for the inefficiency which is running the eily, the radical measure of hanging two or three street-cleaning commissioners, and shooting the contractor. j -A New York correspondent, writing on the 11th Instant, says : "Rumors come thick J and fast from Washington to prominent poli- I tldans here that a r aw Republican combina Hon ls on Coot whereby, in order to preserve the unit* ot the party, General Grant and Mr. Greeley both are to be dropped at Philadel-1 p!ua aud some new man taken up. The over-1 tores to that end are sufficiently definite to ex? cite considerable apprehension on the part of the Democratic managers, and there is much telegraphing in consequence between the Manhattan Cub, Fifth avenue, and Hie New York delegation in Congress. He climbed up by means ot a small ladder, and having accomplished his object, proceeded to descend. After coming down part of the way I he found himself on a tower twenty-five feet I above the root of the church, his ladder im-1 movably fixed, and himself quite unable to move either upwards or downwards. After I remaining some hours, he was at length res cued from his perilous position by the chief ol the fire department sounding an alarm and bringing a hook and ladder company to the I spot, which soon relieved bim. j -We have heard o? a great many amphlbi-1 ons things, from the hippo po tam us to the ex-1 tlnct animals of the earliest ages. We have read of balloons calculated to carry detacha? ble boats, so as to save their passengers if, by any chance, they should alight in the ocean; I and wo have seen a kind of broad, boxed lu I wheel, which a sanguine Inventor claimed would cany passengers inside, by a curious self-adjusiiug arrangement, either over land J or water. Mr. Burns, o? Wisconsin, now I brings before the public the most novel scheme for combining land and water transportation J (tut has yet come under our notice, This is j nothing let?8 than a railroad from the Atlantic to Lake Ene, with a gauge of thirty feet. The mol ive power to be used on it being a wonderful un ch i ne, a kind of am? phibious locomotive, which will navigate ihe water as well aa traverse the laud. Its speed on the former ls expected to be twenty-five ro'Ies, and on the latter one hundred and twenty-five miles per hour. What we are compelled to call, for want of a belter phrase [ under ihese novel circumstances, the mode of I Its taking to the water is as follows: The road? way will run out for some dksinuce into Lake Erie, and when this locomotive arrives at Hie end of this wharf, presto! like a scene in a pantomime, it changes its machinery slightly, becomes a steamboat, slides gracefully Into the water, and with Its train of cars, like a duck with its attendant ducklings, it glides on its Journey. -The directors of the Paris Jardin des Acclimation are busily engaged in replenish, lng their menageries, the beasts whereof, and the birds also, were enshrined in the stom? achs of patriotic Parisians during the siege. The prices then paid for a leopard steak or a quarter of a llama are said to have been ex? travagantly high, but what mattered that so long as the terrible Germans were kept out of the sacred city ? But the animals went to the shambles; the Parisians ate them; and, alter all, the city succumbed. So now the lions and tigers, the elephants and camels, have again to be gathered together wherever they can be purchased. The restocking proceeds slowly. The English menageries have been searched In the hope of" finding suitable animals, and wherever a number of American bisons or a pair or elephants, or a cageful of Hons can be bought at a reasonable figure, they are secured. The collection at the Jardin, therefore, thanks to such energetic measures, though it will be many years before lt attains* its former mag? nificent proportions, beelns, nevertheless, even now to look respectable. The Enterprise Railroad Company. The splenetic remarks in which some of the members of the City Council indulged on Tuesday night cannot receive the appro? val of those citizens who expect tho Alder? men of Charleston to discuss malters of gravo interest with discretion, and to act upon them with impartiality. Admitting that there is no nlterior motive, and that the acrid criticisms upon tho Enterptlse Rail? road Company have no other object than the vindication of the corporate rights of the J city, it is none the less evident that the ma? jority of the City Council have taken a course which exposes thom to serious mis? construction, if to nothing worse. The Enterprise Railroad Company, under their charter, claim that they have authority io lay their tracks through the streets of the city without the consent or approval of the City Council; but the City Council deny that the Legislature can grant this authority, and when work on the road began the Chief of Police was instructed to give notice that he must arrest any persons who might be found breaking the earth or obstructing the streets for the purpose of laying the tracks. The work was suspended, and the company ol i tai ned an injunction from Judge Graham restraining the City Council from any further interference with them. This enabled the Company to resume operations. In the meanwhile the Mayor had consulted with the City Attorney and- the City Recorder, both of whom gave the opinion that the city could not prevent the building of the road. I it WM Uetcnutuod, However, lo employ counsel, and at the meeting beldon Tuesday night the City Council engaged the services Of two lawyers, with a fee of one thousand dollars each, who should test the question in the courts. The counsel BO engaged frankly said that the case was full of doubt, and we know that connsel ef high rank agree in the opinion given by Mr. Corbin and Judge Pringle; but the majority of the Council wore not in the humor to stick at trifles, and the motion for the engagement of counsel pre vailed. We do not undertake to decide whether the General Assembly has, or has not, tho authority to confer upon a corporation the power to tear up the streets and lay tracks without regard to municipal regulations; bat j we do believe that the public interest is best served by remitting these matters, under J proper restrictions, to the decision of the people of the city or town in which the work is to be done, and we do not suppose that there wonld have been any objection ill the City Council had quietly, through its own officer, obtained a settlement of the question. This is not done. The City Council, with the adverse decisions of two experienced lawyers before them, appropri-1 ate two thousand dollars for counsel fees; although in the same meeting an alderman notifies the Council that some of the prop? erty of the city has been seized by a creditor whose just debt the city refuses to pay. The same alderman was confident that be would be able to prevent the creditor from paying himself. There is not money to pay that claim, but a sum sufficient, very nearly, to liquidate the claim in full is to be thrown away in a suit in which success would be j more disastrous than defeat Nor do we think that the Council bad any right to ap-1 propri?t? this two thousand dollars for the payment of eminent counsel. It is just one of those Sotanees in which an injunction J might save the city a considerable* sum of money. Unfortunately the animus of the majority of the Council was made evident by their conduct in regard to the license fee proposer* to be levied upon the City Railways. The I fee suggested was one hundred dollars for each car, but an amendment was at once offered to make the fee five hundred dollars for each freight car-that is, for each of the cars with which the bulk of the work of the Enterprise Railroad is to be done. The Council could not materially inereose the fee upon passenger cars, because by so do? ing they would injure the present monopoly, which has passenger cars only. Thqy therefore confined the proposition to freight cars, with the hope of taxing out of exist? ence what they could not kill in the courts. The new license law, upon the request of the President or the City Railway Company, was allowed to lie over, and no vote was had ; but, as we have pointed out, tho whole drift j of the proceedings shows that certain mem? bers of the City Council are more intent upon crushing the Enterprise Railroad than upon consulting the public good. That j railroad, or some similar work, is nec? essary for the proper conducting of the growing commerce of the city. And the City Council, in opposing the building of the road for personal reasons, are standing in the way or the development of the trade or Charleston. j Ready for Action. Mr. Greeley has uoted wisely in retiriog absolutely from the editorship of the New York Tribune (luring the Presidential can? vass. As Ung as Mr. Greeley retulned his position it was wis not practicable for the great newspaper which he founded, to do its full work in the campaign; and his oppo? nents were free in expressing their joy that the guns of the Tribune were silenced by its editor's nomination at Cincinnati. The sound sense or Honest Horace has upset the kind calculations of his enemies, anrl we may expect the Tribune to pitch into the Grant clique with all the vim which, in past campaigns, bas made it so doughty a cham? pion of its candidates and party. There is no fear now tnat Its words will be twisted to Mr. Greeley's disadvantage. The Tribune is ready for the fray.
