A New Way to Pay Old Debtt. j A morning paper prints the particulars of new scheme for avoiding repudiation of the State debt, and for patting the finances ol the State upon a sound footing. The -plan is that every holder of State bonds j shall sell bis bonds to the State at fifty cents on the dollar, receiving new bonds in pay? ment; that the Legislature pledge the faith of the Government to set aside one-fifth of the entire revenue of the State for the pay? ment of the interest on the debt; t* t no more bonds be issued until the present in? debtedness is paid. Tbis proposition, we are told, has the approval of Scott, Parker & Co., which is enough to prevent it from finding any favor with the public Besides this, the scheme bas intrinsio objections which wL'l condemn it in the eyes of all holders of bonds, save those who obtained . ,jthem at a few cents above the cost of print? ing. The taxpayers ef the State, assembled in convention, have formally recognized a debt Of $9,865,765 as valid and binding upon the people. Of this amount $5,400,000 repre? sent the bonds and stocks outstanding Octo? ber 1, 1867. The remainder consists of the varions bonds issued by the Scott adminis? tration. This debt of $9,865,765 is the whole amount which is recognized by the taxpayers as a legal obligation of the State. The Joint Legislative Committee, however, .report that the debt is somewhere about $28,000,000, and Scott, Parker & Co. confess a minimum debt of $15,000,000. Either of these two last- amounts is more than the State can pay, and the Ring, therefore, pro? pose to pay fifty cents on the dollar so as to reduce the debt to a manageable and endur? able amount. This we regard os a scheme to rob the bona fide holders of State securi? ties for the benefit of the speculators con? nected with th? Scott-Parker Ring. Ont of the $15,000,000 of State bunds and stocks acknowledged by Governor^ Scott, at least $6,000,000 hav? been the sport of the balls and bear? and, for all that the public know, may have been sold at twenty and thirty cents on the dollar, ?be holders of thesa bonds could very well allora lo take new valid bonds, at fifty cents on the dollar, in exchange for their equivocal sheets of printed paper. A bond for $500, recognized as binding, and forming part o? an aggre? gate debt of only $7,500,000, would be far more valuable to them than abood of $1000, which is refused recognition by the tax-pay? ers and forms a part of an aggregate debt of $15,000,000 or $28,000,000. But how is it ?withtlhe permanent investors, the bona fide holders of State bonds and stocks-they WOO bongbt bonds before the war and hold them still; they who held the ante-war registered stock and converted it, after the war, into coupon bonds: they who received new bonds in payment of over-due interest upon the old debt? Are these Innocent holders to be mulcted of one-half their prop? erty because a corrupt Ring have made the total debt too heavy to be borne ? Are they to be stripped of fifty cents on the dollar, for the security of Northern bankers and home speculators? Is the man who paid one thousand dollars in gold for a binding bond to be put on the same ground as a speculator who gave, for a tainted bond, three hundred dollars in currency? The proposal is monstrously unjust-one worthy of the Impeached Governor whose last des? perate scheme it is. But even if the plan were such as might properly be agreed to by all holders of the bonds and stocks of the State, what security wonld the holders of the new "fifty percent." bonds have that the Ring and the Legisla? ture would fulfil their part of the bargain ? It is proposed that one-fifth of the State rev? enue be set apart for the payment of interest, and that no new bonds be issued until the old debt is paid. While South Carolina is controlled by the Scott Ring and a venal Legislature these promises, even if they take the shape of a law, are worthless. The Leg? islature may do and undo what they please in these matters. They may promise to-day never to is3ue another bond, and to-morrow they can, if they choose, order tue printing of ten million. Aud they would do it if the price on>red were sufficiently tempting. The same may be said in regard to the interest fund. If the Legislature wanted the "one ?'fifth" for per diem, or for any other pur? pose in which they were interested, they would birr it without remorse and without hindrance. No faith can be reposed in any promise, formal or informal, made by the Executive Department or the Legislative Department of the Government of the State. They are rotten through and through. Until honest men, whatever their politic?, hold public office and control the Government, it is impossible to make any financial arrange? ment which the creditors can safely accept, or which the people will acknowledge and sustain. Tb? Lind Commission Swindle. We print to-day a part of the chapter upon the Land Commission Swindle, taken from the report of the Joint Committee.
