The New Apportionment.
On Thursday last the House passed a bill
providing for a Bew apportionment of Repre?
sentatives in Congress, to continue until tho
results of the census of 1880 are announced,
the number of members beiLg increased
from 243 to 283. The New York World
exhibits, in tabular form, the results of this
apportionment as respects the several States.
The rote is that the aggregate population of
the States is to be divided by the Humber
of members, and lh?> quotient thus obtained
becomes the divisor of the population of
each State, such second quotient being the
ntimber of Representatives said State is to
have; always provided that if the requisite
number of members for the whole apportion?
ment are not obtained by such division, the
States having the largest remainders are to
be given an additional member each, until
the full House is obtained. Thus the popu.
latlon of the thirty-seven States by the cen?
sus of 1870 is 38,113,253; this divided by
283, the number of Representatives, gives
134,675 as the representative quota, and di
viding this into the population of each State
the first draught of the new apportionment
Ia obtained. Next, we must credit any State
having a less population than the quota
with one Representative, that bel?g its con
stitutional right by virtue of beiog a State
Then the number of members thus obtained
is added up, and if the sum fails to equal the
whole number of members allowed under
tbe apportionment, the States having the
largest fractions of a quota are credited with
an additional member till the House is com
pie te. As will be seen, the first divisions
and the constitutional requirements sum up
266 members; seventeen are theo to be ob?
tained, and are allotted in the order of the
fractions named from one to seventeen. Sub?

tion, members on full quota, fractional parts
of quota rank thereof, whole number of
members each State has under the appor?

It will be seen that the New England
States lose two and gain one representative;
the Middle and Pacific States gain one each ;
. the Western States gain twenty-two, and
the Soathern States thirteen.
In making the apportionment the Repub?
lican majority utterly iguore the Fourteenth J
constitutional amendment. Their refusal to
accept the logic of facts of their own crea?
tion was preseuted to Congress, by Mr. Cox,
as follows: "Since no disqualifying circum?
stance but 'crime' is allowed by the Four?
teenth amendment to operate in any State,
''all those who are debarred from voting by
"tax, property or educational restrictions
"must be deducted from the number entitled
Ho representation. In cutting these off from
"suffrage, the State cuts itself off from the
"numerical advantage they would give to
"its representation. Now Rhode Island dis
"franchises nearly fourteen thousand males
"for reasons other than that of 'crime,' and
' that number is therefore to be deducted
"from the whole male population, which is
"by the census 217,353, leaving 203,353 for
"the actual voting population. These are
"all who are entitled, therefore, to repre?
sentation. Applying the standard of 136,
"219, thia fails to give Rhode Island a sec
"ond member. That is according to the
"amendment which the Radicals have
"always accused the Democrats of ignoring.
"But the Census Bureau refuses to allow
"any such deduction as that which the
"Fourteenth amendment insists on, but
"counts in all who have been disfranchised
"for other causes than rebellion or crime."
Tuis will not do. The parly in Congress
who made the amendments are required to
respect and obey them. What disfranchises
iu one State must, by every principle or jus?
tice, ditfranchise in another, and the appor
tioL.u.eut must Le governed accordingly.
The Debate of Wednesday.
A perusal of the report of the debate in
the House of Representatives on Wednesday,
printed in THE NEWS of to-day, ought to
convince aDy reasonable man of both the
present sincerity of Bowen and the constant
rascality of the Ring. The game is, to pre?
vent any investigation ; bot if the Ring think
that to squelch Bowen is to make themselves
safe, they are fearfully and wondrously mis?
taken.

We urge the colored members of the Leg?
islature to read the article of the New York
Tribune upon the South Carolina bond
frauds. Horace Greeley, the life-long cham?
pion of the colored people, tells the colored
legislators that, in laying bare the iniquities
of the State Government, they oller a brave
example to party leaders everywhere. Will
the colored majority deserve this praise, or
earn merited obloquy by sellicjr, out to
Scott ?
Repudiating Carptt-Buggery.

The colored members lashed themselves up

That Governor Scott obtained the scrip we
all know. We also know that the provisions
of the Act have not been compile i with. We
further know that the Governor has been busy
with other large frauds, of which he stands con?
victed on his own confession, and involving
many millions of dollars, as is shown by the
report ot the House of Representatives, and
one would have supposed that Robert K.
Scott could at least afford to do his duty in a
matter which Involved the trifling amount of |
a lew hundred thousand dollars. Such, how?
ever, is not the case. From California we re?
ceive positive Information that Mr. William S.
Chapman, ol San Franci-co, purchased from
G. F. Lewi9, of Clevelind. Ohio, South Caro?
lina land scrip amounting to 52,160 acres at an
average price of 91 7-10 cents per acre.
Opposition to Grant in Carolina and
Georgia.

cian, who arrived here yesterday, (December

been heretolore supposed, that the delegation
from that State to the National Convention
will favor General Grant's renomination. The

the State, in a late issue, urged that the people
should see to it that no Federal office-holders
were chosen as delegates, or allowed to be in?

starved constituents, that there was a power

nals might survive the present proceedings,
but they cou'd not escape the courts, lo which

measures failed ; and. so help me God, I will
help any men who will move to bring this mat?

have, and with all my gowers.
