Impeach the Robbers.
The impeachment movement made satis?
factory progress in the House of Represent?
atives on Tuesday. As we have already ex?
plained, an impeach ment requires a vote of j
"two-thirds of all the members elected."
This ?3 a provision of ihe organic law of the
State, and cannot be evaded. On Monday,
when the report of the Bowen Committee
was adopted as the sense of the House, only
eighty-two members voted on the Anal ques?
tion. The entire number of members in the
House, when full, is one hundred and twenty
feur, so that eighty-three affirmative votes
would be required for aa impeachment, or
one more than the entire number of members
who voted upon the report or Mr. Bowen's
committee. There was some danger, then,
that the hirelings of Scott and Parker would
press the impeachment resolutions to a vote,
and defeat them at a time when barely two
thirds of the members were present Mr.
Bowen anticipated this maoceuvre by pro?
posing to defer the consideration of the im?
peachment resolutions until arter the recess,
and he gave not'oe that, when the vote was
taken, the sergeant-at-arms would be re?
quired to see that every member was in his
place. We think, however, that it cannot
be ruled that the impeachment requires a
two-thirds vote of a complete House-one
in which there are no vacancies. The con?
stitution requires only a two-thirds vote of |
"all the members -'ected" not a two-thirds j
vote of the entire number of members pro?
vided for by law. It seems, therefore, that
io order to obtain a decisive and constitu?
tional verdict it is only needful to have every
elected member present in his seat. The
vacancies by death or resignation should not
affect the result.
Mr. Bowes, in the course of bis speech,
declared that Governor Scolt admitted to
him, when in New York, that =62,200,000 of
fraudulent bonds were then in usc. Does
Governor Scott deny the truth of this state?
ment? Doe3 Governor Scolt deny that be
signed a confession that the American Bank
Note Company printed $22,540,000 o? State
bonds and stocks ? Does be deny that he
acknowledged, in his annual messago to
the General Assembly, that $8,200,000 of
conversion bonds were printed, and that only

as amounting to $15,767,908 ? Does he deny
thar, as charged by Mr. Bowen, $350,000 of
State bonds were hypothecated io Colombia
for a private loan, and sold at forty-one?
Does he deny that be, with his colleagues of
the Financial Board, is responsible for the
official acta of the Financial Agent, who ba?,
in every instance, acted under the orders of j
that board?
I-, is on absurdity for Governor Scott to
treat Mr. Bowen's onslaught as a "black
"mailing operation." The Radical Reform?
ers have gODe too far to recede. They have
horned their ships behind them, and they
cannot retreat. And tho whole House of
Representatives are now ou trial before
the public. Governor Scott boasts thu* be
can buy them up-that Le can, by bribery,
insure a defeat of the impeachment resolu?
tions. Their conduct will prove to iheir
fe'low-citizens, to the Republican Itefortnerd
in Washington, lo the assailants of thc Ring
in New York, lo the exposers of corruption
in the Vest, whether an overwhelmingly
Radical Legislature, with the damning facts
bef re them, can be bullied or bribed into
acquitting un official whom they kuow to be
guilty o? every variety of official miscon?
duct.
Nor would a mere defeat of the impeach?
ment resolutions save Governor ?colt from
the consequences of his wrong-doing. Mr.
Bowen stands pledged, willi his followers,
to assist, with his testimony, and by every
means in his power, any persons who may
go into court to invoke the power of the
law against the robbers of the State. The
judgment in a case of impeucbinent "shall
"not extend further than removal from
"olfice;" but a criminal indictment leads to
the penitentiary.
We believe that the Radical Reformers are
"terribly in earnest." Tbey mean to push
the rogues into a corner. They mean to
Sgnt thc public enemy with every weapon in
the legislative and judicial armory. And
!hi3 they will do because, upon thom aud
their conduct, depends the future of radical?
ism in South Carolina. The R?publicain of \
Ihe North and We3t cannot afford to be
dragged to official perdition by the Scotts
Parken and Neagles of the day.
The Debate of Tuesday.
Oar special correspondent sends THE
NEWS a full report of Representative Bowen's
great speech in su. port of bis resolution
impeaching Governor Scott of high crime*
and misdemeanors. The ex Congressmau
makes strong pointa, esp^ially when he says
tbat, if the Republican party cannot afford
to unearth fraud and expose corruption, it
had better be swept off the face of the earth.
Altogether the speech i3 one which will be
read with deep interest by the taxpayers, as
well a? by tbe "half-starved constituents,"
whose sad condition Mr. Bowen deplores.

Governor Scott informed a correspondent
