A Field Day In the House.
Our Columbia correspondent sends THE
NEWS a graphic report of the debate in the
House on Monday upon the resolution to
adopt the report of the Bowen Committee as
the sense of the body. This being done, the
impeachment resolutions? were at once in?
troduced by Mr. Bowen. Governor Scott is
said to pooh-pooh ! the whole affair, and
boasts that he knows, to a dollar, how much
it will cost to kill the resolutions in the
House, or to insure au acquittal in the Sen
ata It wUL of course, delight the members
of the Legislature to know that Governor
Scott believes he caa buy nod sell them like
dumb cattle; but whatever his bragging, he
must have been quaking in bis boots the
while. Among the Radical metnbere who
voted against the reception of the report of
the Bowen Committee are By as, (a member
of the committee) Joe Crews, and "Furni?
ture" Dennis. Tim Hurley did not vote.
j ) Self-Convicted Robbers.
//// The special committee of the House Of

Parker, is composed of five members, all of
them pronounced Radicale, viz : Messrs. C.
C. Bowej), Benj. Byas, F. H. Frost, P. J.
O'Connell and W. H. Jones, Jr. Their
leader was Mr. Bowen, who, being the so?
licitor of the Joint Iovesiigating Committee,
appointed last session, knew pretty well
where to strike the Ring with the most dam?
aging effect. But when tbe committee was
appointed, the public were chary of giviDg it
their confidence. It was feared that this
was only another black-mailing operation,
which would end in a reconciliation of*the
Radical rogues and the Radical reformers,
and this feeling obtained even after the
presentatioi of the report of the com?
mittee. That repo.'i made the following al?
legations : . ,
1. That the whole bonded debt of the State,
on the 31st October, 18CS, was $5,407,
306, and that the bonded debt on the
31st October, 1870, was $7,665,850,
which, with $2,200,000 of bonds, in the
bauds of the Financial Agent, made the
total outstanding bond debt S9,8C5,85C.
2. That of the debt of% $9,665,856v only
$3,200,000 were new bonds-while the
State Treasurer makes affidavit that
there are now signed and outstanding
$9,514,000 of new State oonda, the differ?
ence of $6,314,000, between the two
amounts, being an over-issue.
After presenting these facts, the commit?
tee show that there was no authority in law
for the excessive issues pf bonds, nod they
show, besides, that the Governor bas signed
and deUvered to the State Treasurer $1,700,
000 of conversion bonds for the absorption of
the land commission bonds and the bonds
for the relief of the treasury, while nearly all
of these bonds are out as a part of the in?
debtedness of the State. These are the
main statements of the Bowen Committee.
The public now look upon them as being se?
riously in earnest, and tbeir charges are sus?
tained by abundant direct and collateral tes?
timony.
According to the official report of the
Comptroller-General the total debt or the
State, on October 31, 1870, was $7,665,908,
or, with the hypothecated bonds, $9,865,S56.
On September 20, 1871, tbe total debt or tl e
State, according to Governor Scott's officia!
report to the Ku-Klux Committee, was
$9,528,564. And on October 31, 1871, the
total debt of the State, according to the
official reports of both Governor Scott and
Treasurer Parker, was $15,767,908. There
was, therefore, an increase in the debt of
$5,902,052 between October 31, 1870, and
October 31, 1871, during which period no
law was passed authorizing the addition of
a single dollar to ike public debt of the
State. Nor ia it difficult to show, from the
official reports, how this fraudulent increase
of ?ebt was contracted.
The Act of March 23,1869, "to provide for
"the conversion of the State securities," de?
clares : First, That no conversion bonds or
stock shall be issued except upon the signa?
ture of the Governor (R. K. Scott) and
counter-signature of the Treasurer (Niles G.
Parker.) Second. That no bond or stock
shall be thus signed, countersigned or
issued, except upon the application of some
person holding stock or coupon bonds of the
State of South Carolina, and for the purpose
of taking up the same, by the issue of a like
amount of conversion bonds or stock.
These are plain and unmistakable provi?
sions. How have the Governor and Treas?
urer obeyed the law which they are sworn to
administer faithfully ? Their official reports
show that $8,200,000 of conversion bonds
were printed under the act of March 23 J.
But they also confess that only $1,260,500 of
these bonds were issued in effecting conver?
sions under the law. And they acknowledge
that $5,965,000 of the conversion bonds were
placed ia the bands of the Financial Agent,
and are hypothecated or sold. This is a plain
avowal of guilt. The conversion bonds were
forbidden to be issued, except upon the ap?
plication of persons holding stock or coupon
bonds of the State, the bonds or stock being
taken in lieu of the conversion bonds issued
in their stead. But $5,965,000 of these bonds
have been signed and issued by Governor |
Scott and Treasurer Parker without 1he ap?
plication of any holder of bonds or slock,
and without obtaining a single bond in ex?
change. By their own statements the Gov?
ernor and State Treasurer are guilty of a
fraudulent issue of nearly six million dollars
of so-called conversion bontl3. If this be
not evidence enough to insure the removal
from office and the criminal prosecution of
both Scott and Parker, there is no public
spirit in the General Assembly, and no law
in the land.
It has been suggested that the Stale offi?
ciais had some shadow of authority for issu?
ing conversion bonds as a basi3 for loans to
the State. There is no ground for this apol"
o?ry. And Mr. Bowen's committee demon?
strate that the expiration of the period
during which loans icere authorized lo be
effected absolutely forbids any plea that the
conversion bonds might be used in a manner
which is diametrically opposed to the pro?
visions of the law under which conversion
bonds and stock are allowed to be issued.
-We await with anxiety the further ac?
tion of Mr. Bowen and his colleagues. They
have convicted high State officials of official
fraud. If they now hold their hands, they
doom themselves to a lasting disgrace sur.

Impeachment!.
The law in relation to impeachments is
found ia Article VII of the State Constitu?
tion. There are one hundred and twenty
four members of the House of Representa?
tives, and an impeachment, therefore, re?
quires the affirmative vote of eighty-three j
members. It will be noticed that any execu?
tive or judicial officer shall be removed by
the Governor, for any wilful neglect of duty
or other reasonable cause, on the address of ?
two-thirds of each bouse of the General
Assembly. This provision may with propri?
ety be applied to the lesser criminals when
Scott and Parker are disposed of.
ARTICLE VII.
SECTION 1. The House of Representatives
shall have the sole power of impeachment. A
vote of two-thirds of ail the members elected
shall be required for an impeachment, and uny
officer impeached shall thereby be suspended
from office until Judgment in the case shall
have been pronounced.
SEC. 2. Ail Impeachments shall be tried by
the Senate, and when sitting for that purpose,
they shall be under oath or affirmation. No
person shall be convicted except by vote of
two-thirds of all the members elected. When
the Governor is impeached, the Chief Jostice
of the Supreme Court, or the senior Judge,
shall preside, with a casting vote in all pre?
liminary questions. \
SEC. 3. The Governor and nu\other execu?
