It is a fortunate thing for the opposition mr reform press in Sooth Carolina that they /do not need to take, as the basis of their ac * tion, the statements of any persons who are disconnected from the party which absolute? ly and entirely controls the legislation of the j State. And, strange to say, the most conclu? sive testimony, the most thorough confirma? tion of all that the opposition affirm, comes to ns from persons rho, however questiona? ble in other, respects, are, by their political orthodoxy and offclal position, entitled to the fullest credence when they confess fraud antj make acknowledgment o?.co rro? To begin with, the opp isi li on tad three official declarations upon which to found their charges of malversation : 1. That the total debt of the State on October 31, 1870, according to the Official report of Comptroller General Neagle, was.......-'. .$7,665,908 2. That the total .debt of the State on September 20, 1871, according to the official letter of Governor Boott to the chairman of the sub Ku-Kiux Committee, was. 9,523,564 3. That the debt ol the . State, on October 31,1871, (inctading bonds hypothecated,) according to the official'report of State Treasurer Parker, was.15,767,908 This is the testimony of the officers of tb? State Government, all of them Radicals, and all of them interested in potting as good a face as possible apon the financial management of the State. The State officers, ander their hands, admit that the debt is increased la one year from $7,665,908 to $15,767,908. Ia these matters his evidence is unimpeachable, and what he says more than justifies all the strictures of THE CHARLESTON NEWS and the rest of the opposition press. Mr. Bowen charges the State Government with an over-issue, of bonds to the amount of $6,314,000, and he shows, without tem? per as without rhetorical comment, that there was no authority in law for the issue of these hoads. His committee set forth the plain facts and urge the Legislature "to "take the necessary steps to hoid accouota "ble those persons who have violated the "law and ruined the credit of the Slate. Shis is the fallest possible corroboration of the charges of corruption and fraud brought against the governmeot of the State. Wheo a committee of Radicals, chosen {rom a Radical Legislature, report that *Madical officials have swindled the State out of j $6,314,000, the Radical party cannot, with good grace, atti"bute our financial ruin to mtrigaiogor mftrepres sn tatton on the part of the popular minority.
