THE CITT INSPECTOR'S OFFICE.-The work of
a city lnspecto-18 heavy, and, If he is honest, the
pay is small. It ls thought that money might be
saved by having two Inspectors-one for the up?
per ward9 and one for the lower warda Each of
them would have plenty to do. Of course, nnder
the new regime, there will be "co pickings."
THE COMIMG COLD.-Saturday was the chil?
liest day we have had this fall, and the gloomy
clouds, with a driving northeast wind in the
cvenlDg, made every one feel that winter was
coming. The thermometer, with a sign, relin?
quished its usnal amblious stand and sank
lt shrank to the minimum point fen- wn this sea?
son and stuck at si. Yesterday morning it began
at 57 at S o'clock, rose to 66 at 2 P. M., and at 10
P. M. it pointed to 59. and, like whiskey, with "a
downward tendency." The still clear night was
promising, and we look for the newB or frost near
the city this morning.
No OFFICIAL SHAVING -It is believed that
most or the laborers and others of the like class,
employed by the city,were'-sbaved*' by the officials
gsjgho paid them on. The city bore t he loss, be
canse the laborers were paid more than the fair
market price In order that they m'gM stand shar?
ing or discounting. We think that thia practice
might be stoppen, once and for alL City Connell
has ordered that the police receive their pay f r

the chief of police, and lt seems to ns that a
similar change might be made, with advantage,
in every department. It would be cheap at the
cost or an extra clerk. The city would get its la?
bor or all kinds at the lowest flgore, and ihe me-.
would get their wages to the last farthing.
THE CITY POLICE.-The policy of the new
Mayor and Connell ls to cut the coat according to
the cloth, or, In other words, to reduce the ex
penses of the city to the lowest point consistent
with cleanliness and good order, or course the
cost or the police will be looked Into. This de
partment costs at present about $80,000 a year,
which is rar more than the city can afford. There
ls no danger now or any considerable brawl or
disturbance, and If any were expected the Mayor
could obtain Ave hundred special policemen In an
hotjr. All that we want is a police force of mod?
erate strength, every member of which shall be
fairly paid and thoroughly efficient. This ein be
had at a moderate price, and we believe that the
Mayor and Connell expect to bring the anna il
cost of the police force to about $50,000-a saving
of $30,000 a year. And this win be done without
impairing the substantial value of the force.

ceived a month's pay on Saturday, and we hope
that they did not forget to pay the assessments
made upon them to pay the counsel employed to
keep Mayor Wagener and the new Connell ont of
office. That assessment, for these favored, was
ten douars a head, bnt as the city bad not paid

Taste counsel were clamorous, and we believe that
Dr. Collins stepped m and agreed u advance the
money assessed opon the police, with the under?
standing that Captain Hendricks wonld ded ucl the
amount from the next month's pay of the force,
and turn it over to him. And the money was put
np. But Captain Hendricks, this time, does not
pay off the police, and can't stop that little assess?
ment. Of course, as the counsel-fees were so suc?
cessfully used, and as Pillsbury's protest fell
through, andas they can help themselves, tb;
assessed members of the police nave, long ere this,
paid over a slice of their hard earnings to the
restless Collins.
A NOTABLE MARRIAGE. - The New York
Christian Intelligencer, of October 28, says: " An
Interesting marriage ceremony took place in this
city OB Wednesday, the 18th instant, la the M di

a large congregation. The bridegroom was Mr.
Loif?s L. Scovel, and the bride Miss christine

coincidence, the Huguenot Church service used
on the occasion was that of her ancestors In Swit?

Charles S. Yedder, of Charleston, S. C., pastor of
the Huguenot Church la that city. As that church
ls the only representative of original French
Protestantism la this country, the coincidence
was all the more pleasant. The Huguenot church

A BOLD BURGLARY AND HEAVY ROBBERY.
Robert Wickels, the notorious thief, wbo was io

short time ago, working ont his repentance as a

day morning, charged" with st ea i lng a lot of val?
uable articles from Mr. E. Rosenthal, at No. (3
St. Phillp street. Mr. Rosenthal testified that
last Wednesday night, between 0 and 7 o'clock,
r?lbense was entered by come one, who br, fee
open a drawer in his bedroom. From this drawer
the burglar took a diamond ri - g. valued at one
hundred dollars, three gold rings set with stones,
a gold necklace, ear-rlcgs, shoes and a revolver
the whole lot won h about two hundred and sev?
enteen dollars. The thief made his escape, wim?
ont glvlog any alarm, with all of his plunder.
Wickels was arres'ed on Fiiday night, and on
his nerton was found the revolver, which Mr.
Rosenthal iden-lfled as the one stolen from him
on Wednesday night. Some or the other stolen
articles were ton nd. The case was turned over
to Ti lal Justice Levy for prosecution, and the
prisoner was committed ror examination on the
charge of burglary and lar-:my. The case will
be heard to-day.
TBS GLEBE STREET CHURCH.-Alter an in?
terval o' several months, the congregation or Zion
Presto terian Church, of Glebe sireet, once more
assembled for D.vlne worship in their much-lo ed
church yesterday miming. The services were
discontinued last spring, when the railing and
cracked condition or the plaster on the celling
mide lt dangerous for the church to be used. At
a meeting of the congregation, it was decided to
have tie interior of the chnrcb repaired, and the
work w i entrusted to Mr. J. C. Lacoste. The
congn gaticn, la the meantime, sought a tempo?
rary place or woraulp. The work of reparation
was pmhed forward wltr- energy. The style of
the celling overhead made lt a difficult matter to

pews have all been freshly painted, and the ex

THE HEALTH OF THE CITY.
During the past two days the weathc-r has
been much coole', and the belief obtains that
the fever cannot linger much longer In Chai its
ton. The people are in gcod spirits now that the
new Mayor and Council are safely installai, and
a black frost would make Charleston as bright
and busy a place as can be found in the southern
country.
From noon on Saturday, the 28th ultimo, to
noon on Saturday last, the registrar received
twenty-two certificates cf death from yellow
fever. These deaths took place as follows : Three
on October 27, three on October 28, two on Octo?
ber 29, two on October 30, five on October si, two
on November 1, two on November 2, ard three on
November 3. Omitting the deaths include l m
the statement printed in THE NEWS or Monday
last, we have only sixteen deaths for the current
week, to wh en must be added the two deaths re?

We learn that lt ls reported to the authorities of |
Jacksonville, Fla., lhat "there are thirty or forty
deaths a day from yellow fever in Charleston.
The rerorts of the bea.th officer, published every
day In TUE Niws, are strictly correct, whatevo
the ouid nuncs may say, and they show less than
one-tenth or the number of deaths with which
we ate kindly credited.
THE CITY APPRAISER'S OFFICE.-Some
changes will be made In this office. The sinecure
will be abolished, and the city appraiser, with
two assistants, wi 1 probably be required to do al
the work of the department
AN UNFAITHFUL SERVANT. - Susan Tread?
well, a colored woman, was arrested on Friday
evening, charged with stealing various articles or
dry goods rrom her employer. She was brought
before the Mayor on Saturday morning, and after
a short bearing, ihe case was referred to a trial
justice for examination.

CONNUBIAL DISCORD.-On Friday night, a
colored mau named James Houston met a
woman, who afterwards proved to be his wife, at
the corner ef Meeting and Market streets, and
without regard to appearances, proceeded to cor?
rect her In public. The ol ber party argued the
question, and was relieved by a policeman, who

fore the Mayor, and sentencel to pay a fine or
one dollar, or spend rive days in the House or
Correction.

CLUBS AND STARS-Daphne Alexander and .
Patrick Fleming, lodged for indecent behavior in
State street, were sentenced each to pay a fine of
two dollars or go to the House of Correction tor

Isaac Field, arrested for fighting and raising a
disturbance In Nathan's Hall, Wentworth street,
at the fair held there, bad the hearing in his case
postponed nntil this morning.
Daniel Foid, lodged on suspicion of stealing
twenty-five dollars from his mother, was referred
to a trial justice for examination.
SOUTH CAROLINA BONDS.-The New York
World, or Friday, has the rollowlng paragraph :
There reaches us an astounding rumor that
there has been an over issue or $16.000,000 In
South Carolina bonds. Can it be that the martial
law business in that State 1B connected with this
condition of affairs. To oust the present State
government by the bayonet, and to take unto
itself the manipulation or the finances, certain
under such developments to offer a rich margin
or sp?culation, would be a lucrative operation
for the White House "military riog." Maniai
law carries with lt. or course, the administration
or the finances a? well as any other power or
State.

ful, and as their names were called from the pay
roll "clubs and stars'' marched up and received
his quantum. The performance aflurCed general
satisfaction to all engaged.
A REVBNVE COLLECTOR IN TROUBLE.-Collec?
tor Robb, of savannah, on his arrival In that city
on Saturday, presented himself to the United
States marshal, and was held to ball lo the Bum
or $5500. He Is charged wi.h embezzlement, and
also with conspiring with others to defraud the
government or public moneys, Tor both or which
c fleeces true bills were found against him by the
grand jury of the United States Court.
A DANGEROUS FALL.-Between twelve and
one o'clock, on Saturday, John Donahue, a laborer,
lately employed as a workmsn on a building, tell
rrom the third-story window or a house on the
west side or State Btreet, between Queen and
Cumberland, while attempting to get rrom one
wln.'ow to t e next. He was picked np alive,
with his wrist dislocated acd a severe cot In his
head over i be left eye. Upon fnrther examination
his body w as found to be bad y braised In various
places. The police were called, and the wounded
man having been placed in the city wagon was
conveyed to the City Hospital, where he received
every attention. When last heard from he was
doing well.
FATAL KEROSENE EXPLOSION.-Oa Thursday
night Lizzie Smith, a olored girl, was fatally
barned by the explosion cf a can or kerosene ol',
while endeavoring to kindle afire at ber house on
Congress street, In Savannah. She held a light
in her lett hand, and with the other was pouring
the oil rrom a can upon the red coals when the
explosion tock place and a general corfljgratlon
ensued. Covere l with the blazing oil, the girl
screamed terribly and rolled on the bed, bnt was
so badly burned before assistance arrived that
the expired at 1 o'clock on Saturday af er fearful
sofrerlngs. The building was on fre rora short
time, bnt the police extinguished the flames
