CLUBS AND STARS.-The Mayor's -court was
open but a short time yesterday morning, and
only two delinquents appeared at the bar. T:?ese,
a man and woman, both white, bad been arrested
for oelng drunk and disorderly in King street,
and pleaded the license and general rejoicing of
fj^Ahe occasion. Tola did not, in the judgment of
Mayor, justify their offences, and they were .
sentenced each to pay a fine or two dollars, or
spend five days in the House or Correction.
POLICE APPOINTMENT.-Mr. J. G. Hammel |
has been appointed an assistant orderly sergeant
or the police rorce, an t yesterday entered upon
the duties or his office at thc Guardhouse. Mr.
Hammel, with but a short interval, has been a
member <t the rorce since 1638. and ls thoroughly
posted in the duties or his position. He was a
sergeant of the guard before the war, and hla
steady and upright character will no drabt In
the fntu-e, as ia the past do honor to the ap?
pointment.
THE MADDEN IN,UKST.-The coroner's jury,
m the case cf James Madden, found floating in
Atlantic dock, on Wednesday morning, met yea
terday at the coroner's office, pursuant to ad

from accidental drowning, caused by the dc eased
failing overboard rrom Marshall's wharf. The
deceased was last seen alive about eleven o'clock,
on the night or Friday, the 27th instant, sitting

HELPING THE LABORERS.-Under the present
system the city laborers are paid once a month.
They are generally bard up, and they only
manage to scrape along by discounting thel
claims against the city. Their losa, In this way,
rau?ats from five to ten per cent, a month. Under
a resolution or the old Council, however, the try
hands are paM one dol ar and a hair a day, while | )
as many as are wanted can bc had ot one dollar
a day. The object was in it the labjrers should
get one dollar a day, when all the discounts were
off. It ls proposed now to pay off the l iberera j
every week, so that they will get their money as
they want lt. We suppose that the wages will be
reduced to the fair market price. This will be

SOFT PLACES.-More than one officer ol the
city government, who has a soft pl"e, will find

claim 19 that he nominated Gilbert Pillsbury for
the Mayoralty. We cannot learn that he does

for which hard work he draws regularly one hun?
dred dollars a month.
Another sinecurist is Small, the clerk or the City
Court, whose official duties seem tcbe confined
signing the pay roll once a month, when he

THE HEALTH OE THE CITY.
The city registrar reports the receipt of lour
oertiflcatescf death from yellow fever doring the
twenty-four hours ending at noon yesterday. One
of these deaths took place on the ux, two on the
