-There was no gold or cotton market at
New York, yesterday being a holiday.
. -At Liverpool cotton was quiet; uplands
8|d, Orleans 9a9?d; sales 10,000 bales.
-Queen Victoria bas urgently entreated the
Emperor William to appoint to all vacancies
in the German public libraries the widows of
the soldiers killed in th? W? war, and the
Kaiser has determined to do so.
-The New York papers announce that nine?
teen wholesale boot and shoe stores and seve?
ral large dry goods houses in that city closed j
on Saturday until Wednesday. The gold and
stock exchange will also be closed till Wednes?
day.
-Dr. Coman, recently arrested in New j
York, charged by Henry Bergb, president of
the anti-cruelty society of that city with kil?
ling cats, has been discharged from arrest,
the justice believing him fully justified and
guilty of no unnecessary craelty.
-A farmer named Watt Corr, residing near
Hamilton, Ohio, while conversing with some
friends on the stoop of his house concerning
the manner in which Mr. Vr1'and ?sham shot I
himself, lt is stated, attempted to illustrate it
with a loaded pistol, and succeeded in the il?
lustration precisely as Mr. Yallandigham did.
He fell Instantly and died In a few hours. J
-Prince Bismarck seems to fall heir to all
the material souvenirs of the most interesting
episodes connected with the Franco-German
war. He has lately received as a pcesent the I
. table on which the peace preliminaries were [
signed, and has it placed in M'me Bismarck's
reception room, with a small silver pl ate-at?
tached to it, recording its historical signifl- j
canee.
-Prince Bismarck, in addition to his'quality I
as a statesman, is something of a philosopher.
Having been asked by a nervous member of
the Imperial Parliament what, in hiB opinion,
would be the condition of Alsace and Lorraine I
three years hence, he replied that he did not
permit that question to trouble his mind, os,
perhaps, In three years the world will have
ceased to'exist
-Governor Claflln having nsked.the opinion
of the Supreme - Court of Massachusetts as to
the eligibility of women to the office of just he
of the peace, Mrs. Jalla Ward Howe and Miss
Stevens being previously appointed, the court
decided if a woman, whether married or un?
married, should be formally appointed and
commissioned, she would have no constitu- J
tl jual or legal authority to exercise the lune-j

-Recently the Morris Canal, at one point lu
New Jersey, lt wttl be recollected, underwent
a seri?os accident, by reason of the bottom
apparently dropping out ol lt. The whole un?
derground limestone country of New Jersey
and Pennsylvania is perforated with caves,
which every now and then let fall their roofs
and reveal subterranean lakes and rivers, into
one of which the canal water has, as a matter
of course, been drained.
-The Emperor of Japan hos arranged that j"
two men from each of the 400 provinces ot his
Empire shall travel through this country and
Europe, that as complete a knowledge of the
Western nations as possible may be diffused
In the minds of the Japanese. For the most
part, these 600 explorers travel in pairs, and
they are literally searching out the whole 11
world. Those who meet- the Japanese speak 11
of their wonderful Intelligence. One ls now I j
reading criminal law in Washington, and is ,
reported to be making astonishing progress. I ,

ance with Blackstone and other standard
writers.
-A cable dispatch has already mentioned
the discovery and frustration of a plot to kill J
the Pope, concocted by men connected with
the International Society cf Parts, London
and Florence.' A letter from London, of June
20tb, gives lurther details of this contemplated
atrocity. The Pope was to have been killed
on the 19th of that month os he was proceed?
ing along one of the corridors of the Vatican
to celebrate mass. in the Sistine Chapel. At?
tention was first drawn to the plot through a
wager laid against the duration of the Pope's
life and visits of numerous suspicious charac?
ters to the Vatican on the pretext of seeing
members of the household. A number of the j
Communists ore believed to have arrived In
Borne. Foreigners of a low class have ex?
changed an extraorninary number of 100-franc
French gold pieces. Those desiring the
Pope's life assert him to be the sole remaining
representative and the only exponent ot legi
t?mate authority on the earth. With -his re?
moval they think that political chaos will
ensue.
-Among the curiosities of Paris at the pre?
sent moment must certainly be ranked the
sheila on sale, exploded and unexploded. At I
first shells were sold In the rough, and good
prices given for mere ?clats or splinters. But
the Parisian has a horror of anything au natu?
rel, and cannot allow shelis any more than
beauty to go unadorned. So now there ls aa
Ingenious man on the Boulevard des Italiens
who has made shells his sp?cialit?. Bi has
got cones of shells as Inkstands-and very sol?
id ones they make too; whole shells (spiteful
lead-coated Prussian four-poundera these,)
made into tobacco boxes; broken pieces cleon
ed and polished, a little too much so to look
genuine, and made into paper-weights. One
huge Krupp shell has been cut so as to take
drr wera in it for pens, pencils, ?c., while an?
other has been tilted on one side and shows a
clock let Into a hollow for the powder. These
are only a few of the Ingenious devices for j
making shells useful, If not ornamental, which
may be seen in Paris; and there ls at least one
comfort for the inexperienced lu purchasing
this kind of relic, namely, that they run little
danger of having a suppositions article palmed
off on them, seeing that the supply of shells,
burst and unburst, in Paris Just now is likely
to be sufficient for almost any possible demand.
-The Baldwin Locomotive Works, in Phila?
delphia, are now building some nurrow-gange
locomotives for the Denver and Rio Grande
Railroad, on the new principle of the very
narrow three-foot gauge. The first of the v A.
ginee has just been completed. Its com-pje.
Uon signalizes the "new departure" in ^
way practice, and consequently great i nterest
is naturally attached to it. The engl'ae is six
wheeled, Jlour of the wheels, forty inches in
diameter, being coupled as drive rs, and one
pair ol leading wheels in front h aving a swing
bolster and radius bar, forming what is known
asa "pony truck." This arrangement ena?
bles the engine to pass short curves readily,
as the rigid wheel base is only six feet three
inches. Its total weight in running order is
25,300 pounds, of which 20,500 are carried on
the four driving-wheels and so arc available
for adhesion. The proportion of driving
wheels relatively to the stroke of piston ad?
mits of a speed of 30 to 40 miles an hour, with
a facility equal to that on the full gauge. This
Philadelphia manufacturing establishment
now holds contracts to furnish locomotives for
quite a number of narrow-guage roads, both
in this country and Canada. The firm also
receive by every mail letters and inquiries for I
information on the subject from all parts of )
the United States, from Mexico, from the
British possessions, from South America, and
from Americans residing in India and China.
-While the Identity of the rightful holder of I
the titles of|Tichborne engages the sagac'ly of |
one of the highest tribunals of England, and is
in a fair way of nonplussing the whole bench
and bar o! London, another Important case of
disputed personal identity has arisen ia Ire?
land. Two ladies, living near Dublin, had each
a gray parrot with a red tail. Greatly to ?he
relief of the neighbors, no. doubt, Teh ladies
lost their precious birds at about the same time.
One gray parrot with a red tall was discovered
iu the neighborhood, and of course both of the
bereaved'spinsters claimed it as her owe. Miss
Plunkett somehow got possession, but Miss
Farrelly declared, with the shrillness of despe?
ration, that Poll belonged to her. To prove
her cialm and enforce her right, she brought
suit for the recovery of. her property. The
court was not equal to the task of deciding
whether the bird produced, which was gray
and had a red tail, was the one lost by Plun?
kett, or that for which Farelly mourned, and
so the case was dismissed. It was taken to a
higher court with the same result-thc tribu?
nal could not decide on the identity of one poor
parrot. The bird himself should have been
cross-examined. A keen lawyer ought to have
been able to ascertain from Mm which house?
hold he had been connected witb, though no
tide or great estate was at stake in this case.

There were doubtless members io the Ger
mr.a Parliament, who having seen from
afar how beautifully Reconstruction worked
In the conquered Southern prbvinces?of the
United States, were in favor of bestowing '
the same patriarchal blessing upon Alsace
and Lorraine. They came with full-fledged
plans ia their portfolios-were ready to take
charge of the police aud of the posto???ce ; of j
tho tarif! and railroads. The roads were io
debt, a not unnatural arcpmsiauce, ns we
know from experience, after a fierce Interne?
cine war of some duration The German
reconstractiouiBts were lb favor of tabing
possession, borrowing stoney, aud patting
them ia running Order, Ac, locking upon
the people as imbeciles -wards in chancery
-iufaots unable to act for themselves. Just
in the nick of time in step.-. Prince Bismarck,
who cannot be charged with an excess of |
sentiment on the subject of popular liberties.
But Bismarck is a mun of sense, nay more,
be is a statesman. He also bail beard of tbe
Reconstruction acts o? the American Con?
gress, ac.', like ourselves, he bas not yet
heard the last of them. He says, "No, gen
"tlemen. We want no tinkering here. It
"is not designed to make a Utopia of these
"conquered provinces. We cannot indulge
"our pbiloBopbical friends in the innocent
"amusement, of making their experiments in
"legislation and statecraft on these unfortu?
nate people. Alsuce and Lorraine have
"been incorporated with the German Em
"pire, and the surest way of working out
"the difficult problem of overcoming preju?
dice and healing sore wounds, is to med?
dle with them as little as possible-to re?
spect their autonomy as members of the
"Empire, and permit them to regulate their
"local and municipal affairs, as may seem
"best to them."'
Now this was the very quintessence of good
sense. How different this from the course
Di the Repnblican party in the conduct of
the affairs of the Southern Stales. First of
ill, military government.; then acts of .dis?
ability, so as to render reconstruction im?
possible upon any decent basis. But society
mos:., be reorganized, and civil government
restored. The arena was at once thrown
open to adventurers-the "poor relations''
of the legislaiirg conquerors-and every
subsequent enactment has been specially
framed for the advancement and protection
of this class, with an utter and studied dis?
regard of the feelings and wishes of the
governed.
Nay, worse even than this. . At an early
period of the reconstructing process it was
evident to every unbiassed mind, that the
machine would not work; that the interests
of the South, and thoso of the country at
large, must be fatally endangered by such a
course; that tbe presence of troops, only
necessary because of this stupid legislation,
must involve a large and needless expendi?
ture of the people's money; that taxes must
continue to be onerous, and the prosperity
of the country retarded by the continual cry
of "wolf "-or "Ku-Klux"-for it is all the
same. But it mattered not. The Republi?
can Solons had a duty to perform-to keep
their party in power; and they did not
shrink from any means-fair c. .oui-to ac?
complish that end. The President, owiug a
duty to himself-to secure his re-election
was more than willing to further their plans;
and in tho Ku-Klux law, the last of the Re?
construction acts (thus far,) we see the re?
sult.
And this, be it remembered, is "the best
"Government the world ever saw;" while
King William and Bismarck are "despots."
Still it may not be unprofitable to hear the
views of this same Bismarck ou the subject
under discussion. In the course of his elo?
quent and statesmanlike speech in the Reich?
stag, he remarked:
"I should never have imagined that I or the
Federal council had the right to contract a
debt tor Alsace without consulting the Alsa?
tians, who have the first right to be heard, and
I should advise you not to entertain the idea of j
endeavoring to play the part ot guardians to
the Alsatians In local matters, or to attempt to
substitute tbe Reichstag for an Alsatian
Landtag. In that case the people of Alsace
would, m my opinion, be badly used. All other
German races manage ihelr own business, so
tor as lt does not fall under the competence ot
the empire. Why, then, should the Alsatians
have their private affairs settled by au assem?
bly to which they would only send sixteen out
ot' lour hundred representatives ? Why should
they allow the people ot Pomerania, Wurtem
' berg, Saxony, Hanover, Ac, to vote on their

go in leaving the country to govern itself, I
will not here decide. Under every circum?
stance we will go so far as is consistent with
the security ol the country."

German officials, and we must give them the
same guarantees for the permanency o? their
positions os with us. I would, therefore, most
earnestly urge you to give np these fears ot
olden time, of which I can truly say, '1 krrow
not what they mean.' "
It is clear, from these extracts, that Bis?
marck has read the history of the United
States, during the last six years, to some
purpose. Y/hen the Smithsonian Institution,
in the course of "international exchanges
sends him the cartload of volumes, to be
issued ' shortly UB campaign documents, by
the Ku-Klax committee, resident and itine?
rant, he will bc still more confirmed of the
wisdom of his course in letting Alsace and
Lorraine alone, and not making them a
stamping ground for a horde ol hungry Ger?
man carpet-baggers.
