-The New York cotton market closed firm
at I5*c. Sales 1187 bales.
-At Liverpool cotton closed quiet and

-A new style of ladies* hats that is out, is
said to "resemble a penwiper with a fringe)
nd tobe quite becoming."
-Advices from Buenos Ayres represent the
j el low fever as dreadful, seven hundred deaths
? ccurrlng daily.
-One ot the Paris journals ridicules the sto?
ry that Louis Napoleon saved very little ddring
his reign, and says his fortune, at the smailes:
estimate, cannot be less than 80,000,000. ol
f rance.
-The Emperor William has pardoned, it is
said, all the convlots sentenced to death in
Prussia since his return to Berlin, except three
men and 4one woman, who had committed
murders of the most diabo lcal sort.
-John. G. Breckinridge has been chosen a
delegate to the Kentucky Democratic Slate
Convention, but he declines to serve, as he
says he ls uuwilllng to re-enter the arena ol
' political strife.
-The Sultan of Turkey has sent President
Grant a 210,000 carpet, to cover the floor of the
East Roora of the White House, ft was over
a year in making, but Is said to bc not o? very
tasteful appearance.
_A statement having appeared in a London
paper that the Hebrews practice gamiug with
dice during the Passover, the chief rabbi ot
London has written a letter to tue journal in
question, stating that, according to the Jewish
law, gambling ls not only regarded a? a dese?
cration of the lestlval, butts strictly prohibit?
ed at all times.
-Savannah is to have a mammoth warehouse
completed by August i, 256 by 210 feet, with
capacity for 20,000 bales of cotton, erected by
Groover, Stubbs th Co., on the site of the old
Stiles mansion, which had been occupied for a
half century by a family whose wealth and
sterling qualities ranked" them among the first
families In the State.
-The Saturday Review has recently pub?
lished an article alleging that the merchants
of London have acquired the habit of drink?
ing during business hours, and that the cus?
tom of taking frequent glasses of wine is
rapidly gaining ground in that city. The
amount of mischief produced by the habit of
tossing off u glass of sherry at odd moments,
either out of a private bottle or at a public
bar, is alleged to be incalculable, and lt is as?
serted that, from this cause; paralysis Is great?
ly on the increase among the mercantile com?
munity of Londou. Tho list o? young men
who every year die from paralysis or are re?
duced to permanent imbecility not only in
England, but in this country, it is stated,
would startle those who have never paid any
attention to the subject.
-A Berlin letter of the 10th states that it is
a mistake to suppose that the Idea of "the Em?
pire" is accepted calmly or quietly by the Gttr
.manB outside of Prussia, In Drecden the Sax?
ons are quite as loud as ever tu their denunci?
ations of thc Prussians, and persist in their old
custom of buying no article ol' Berlin manufac?
ture. They alsu boastiogly aver that without
the aid of the Saxon troops the late victories
over France would not have been won, and
they deem lt lese majesta: on the part ol' King
John ot Saxony to report himself to the Em?
peror William at Berlin, when the Emperor
should have come to Dresden lo report himself
toKingJubn. Pretty much the same fee -lg
of animosity to Prussia prevails in Munich, Lhe
capital ot Bavaria.
-A movement is organizing in St. Louis
,among prominent merchants, Bankers and
capitalists, to form an association in the inter?
ests of cotton and sugar producers, with the
design o? controlling a portion of the trade.
The movement- contemplates the establish?
ment ot a bank in that direct interest, with
five hundred tl.cusand dollars capital. The
building of a large cotton press, warehouse
.and sugar sheds on the levee, with arrange?
ments for freight, will give St. Louis advant?
age of com pelt tigs points. One hundred thou?
sand dollars are uow ready tor the Inaugura?
tion of this enterprise, and it ls said no diffi?
culty will tw experienced in speedily raising
one million of capital. The project has been
talked of for some time, and now has assumed
definite shape, aud will be undoubtedly carried
out soon.
-A detachment ot' German landwehr troops
are engaged, ami have been.for a month, in
relnterrlng tl,e dead around Metz. Private
letters from tue spot describe the work as
horrible, sickening ami disease-oompelltng in
the extreme In hundreds of Instances the
rain bas washed away the shallow graves of
the half-decomposed bodies, and portions of
corpses ar?? lying bare. Most horrible of all is
that portion of their task which compels them
to search out the bodies of officers, and to
transfer the remains to a more suitable locali?
ty. The effluvium nus so penetrated thc gar?
ments ol the workers that they are never rbi
of it, day or night. Disgust and nausea de?
prive them of tneir appetite aud of the power
of sleep, and the sceue is more dreadiuleven
than Dante's visions of the Inferno. Still it. is
a necessary labor, as otherwise the whole
country around would be uninhabitable.
-Ata late me ting to reorganize the New
York Iufant Asylum and Foundling Hospital,
resolutions were adopted to so conduct il as
to save th?* mothers as well as lessen the mor?
tality among deserted iufauts. During the
meeting Dr. Willard Parker gave some start?
ling statistics: Among 35,1100 births annually
in that city 2.r>i)0. ho Paid, were not tn wedlock,
and about 30tio foundlings die annually of
neglect. Of 25,107 deaths iu 18G9, 74*05 were
children under one'year of age, equal to
27 4.10 per cent. ??' Ml the deaths ; and in 1870
the number ol iufauts dying amounted to 31
per cent, ol the whole ueaih rate. A? au illus?
tration of the necessity of a mother's care, he
said that at an asylum in Montreal, where the
bottle was tuted, out ol' 4050 children received
in six years 37U7 died, making 93 per cent. At
Randall's Island bu' 10 out ol' IOU were saved
when the bou le was used; where nurses
were provided :i7? per cent, were saved ; and
where the motlier cared lor the cnild tully 30
per cent were saved. .
-The ariapi?UKiu.of high art to practical pur?
poses has a remarkable IL'usiratlou lu an es?
tablishment iu Ciituiiatn squure, New York,
Whose sign, pictorially illustrating a set-to in
the prize ring, pms torth the announcement,
ikBlack Eyes made Natural ia Five Minutes.'
The decorative artist who carries on the busi
ness i? a social philosopher as well. Having a
conslaut mn of custom, averaging about ten
eyes a day, he has deduced from statistics the
fact that kindling wood is the most usual cause
of the disfiguration. The facility with which
that leaps towards the eyes of the person split?
ting lt ls 6imply wonderful. Pumps and posts
and gas-lamps are also quits hostile to the
human face; while never does the artist re
mernot-r a "black eye" resulting from an
acknowledged blow ol a fist. Monday is
the busiest day of the week with this complex?
ion mender, the combined crep of Saturday
night and Sunday being ready for harvest. St.
Patrick's Day is followed by a tremendous rush
of business, even greater than that Which suc?
ceeds the reception of an Albany Assembly?
man; while the artist, having set his pallet for
the German peace celebration, found his color
a dead loss. Perhaps tot the least astounding
o? these revelations is th?tthe female lace ls
often presented for renovation at this
studio. With such advantages it must be an
evidence of melancholy impecuniosity for a
New Yorker to be seen with a black .eye; for
all the subtleties of the painter's art ls lavished
upon the face of a customer for one dollar, and
a lairly passable eye is put on for fifty cents.
The ooly objection urged is that the retinted
eye is often more natural than the other.
A Profitable War.
War is, at best, a dismal business, an
seldom- fails to bring woe and suffering to
victor anrj vanquished alike. The recent
Franco-German struggle waa no exception
to this, rule ; but while it ha3 brought sor?
row and df-solation' to so many thousand
homes, it has enriched the governments
composing the German Empire to an extent
marvellous to contemplate. The Slaat? An?
zeiger, the Prussian official organ, gleefully
sums up the ." profits" of the contest, and
indulges in some curious speculations as to
the way in which they could be disposed of.
Tbe Prussian debt, according to that well
informed journal, is ubout one and a half
milliards of fran?s. or. in our money, three
hundred millions of dollars ; so that it is
covered more than thrice by the war indem?
nity of fi.ve milliards of francs. The Prus?
sian budget of expenses for the current year
is estimated at six hundred and forty-five
millions of francs, and, as the annual in?
terest on the war indemnity foots up to two
hundred and Hf ty millions of fraocs, about
two fifths of the sure are covered by the
sairle, and all direct laxes in Prussia might
be abolished. If the whole indemnity were
paid at once, and should be divided among
the different Slates of Germany according
to the usages which are generally observed
in the division of booty nnd captured war
material among allied States, the amount
would be divided in about the following
ratio among the diflerent German govern?
ments that took part in the war against
France. Those States that composed the
North German Confederation previous to
the formution of the German Empire, Hesse
not included, would receive, in an equitable
division of-the five milliards, three thousand
eight hundred and live millions and in?
terest ; Bavaria six hundred and fifty millions
and interest ; Wurtemburg two hundred and
forty millions and interest ; Badea two hun?
dred millions and interest, and Hesse one
hundred and five millions and interest.
With this total amount of rive milliards of
irancs, all the Germuu States might, at a
single stroke, wipe out their whole debt, in?
cluding the railroad debt, which is compara?
tively great, as the government owns most
of the roads and mines in the country. This
debt is estimated by the Prussian Staats
Anzeiger at eleven hundred millions of
thiilers, ia thaler ii worth about seventy
cents,) so that after its payment there would
still remain about three hundred and fifty
millions of tinders to the German Govern?
ments as a surplus. If the division was
made as we have calculated it above, tjie
position of the Northern Slate3 of Germany
would, however, be much more favorable
thau thal nf the South German States, as
the bonded and railroad debt of the latter
is proportionally much greater. Neverthe?
less, the benefits that they reap from it are'
still very great. The amount of their debt
is estimated at seven hundred and forty mil?
lions of florins, (a florin is about forty oems, )
and tbe war,indemnity,.which they would
receive wouitf cbver this by ab?tft three
fourths. In 6hort, the umount thut is to be
pu?i by thesFrerrth weald cot orriy pay; ail
the "debts "of the German" States, but also
furnish besides sufficient funds to creuto au
immense navy, while tbe captured war
material would suppl]' tbe means to re-equip
every soldier in Germany. If tho war in?
demnity were to "be divided among the Ger?
man people, aud we estimate-the population
of ali Germany at fifty-eight millions and a
half, every soul would get about thirty-five
thalers, and every family about one hundred
and seventy-five thalers. Thus, in a busi?
ness point of view, the war has proved quite
" a good Hiing" for the conquerors.

Mr. Black is a strong and trenchant writ?

Muoirch. of Mincing Lane are vigorously

naturally nud easily, is strikingly interest?

Of thia bri-ht iKilitical pamphlet nearly
two hundred thousand copies haye been sold
in England alone, and it bas provoked a
score of replies and imitations. It is written
from the stand-point of those Englishmen
who think that "Neutral is just another fine
"name for Coward, "and that it waa the duty
of Great Britain to prevent the Franco-Ger?
man war, or to have strack a fair balanc?
between tho powers as soon aa they had
proved their strength. The pamphlet ls full
of happy hits, which can be enjoyed by those
who, like ourselves, differ in opinion from
the writer. The illustrations are capital, and
it ia fair to say that Kaiser Wilhelm, John
Bull and Loui3 Napoleon are served with the
same sauce. . ; ( ,
