make them." Holden rose, pale and nervous, but

The Spending.Money of tho State*.
The chairman of the committee of ways
and means has presented the appropriation
bill for the fiscal year commencing in No?
vember last, and we now know what is pro
posed to be done for us in the way of spend
ing the mouey o? the State. It' is certain
that the bill will be modified in many partie
ulara before it becomes alow, and it ls boped
that Governor Scott and the more thought
ful members of tba Legislature will taite the
opportunity of putting into practice their
many professions on tbe subject ol an econ
omlcal government. Tbore is abundant
room for retrenchment, as is shown by an
analysis of the appropriation bill.
For Salaries in 1871, the estimate is $174,
300. Last year the actual appropriatiou was
I $174,000. The difference- is accounted for
by the absence this year of a charge of S2000
for indexing records, and by the additiou, iu
1871, of a charge of $1500 for another clerk
for the treasurer, $500 for county auditors'
clerk, arid .3300 increasad salary lor the
keeper of the Statehouse. There is no re?
duction of salaries; all the change is the
other way. It was proposed to consolidate
?he offices ol land commissioner aad agricul
taral commissioner. This would save $1500
a year. Then again it was proposed- and
wisely, to reduce the pay of both couuty
comm issie tiers and school commissioners.
These officials cost the State $63,000, and
there is a wide margin for retrenchment
We should like to see the school commission?
ers paid a fixed sum for each child attending
school io their respective districts. This
plan, suggested by the Columbia Union,
would give the commissioners pay ia exact
proportion to their work.

$?8,300 is asked for. Last year the outlay

fund of the State treasurer is increased from

small fun shoultl be allowed the Governor,
but where is the justification for $38,300?
What need have the chief constable, and su?
perintendent of education, and attorney
general, and the rest, of any contingent
ftmd at all? If they must have some small

The Judiciary Department is to cost $5S00,
against $6000 last year. An attendant in
the Supreme Court is provided for-salary
SS0O. But the Supreme Court library gets
only $4000 instead of $5000.

The interest on the public debt is natural?
ly increased. The debt is larger and the in
terest is paid in coin. The addition ul ap?
propriation for the Lunatic Asylum appears
to be all right. But why are not the coun?
ties made to pay up the suras due by them
for the support of their patients in the Asy
lum 1 TlKJ State constabulary gets only
$10,000 instead of $30,000; but $5000 ought
to pav well for. all the damage they do. The
contingent account of the State, whatever
that may be, is reduced by $25,000. Where
does the huge sum go to ? One hundred
thousand dollars is too much to be spent iu
a hole-and-corner way.

amount. On the contrary the appropriation
is increased. The committee of ways and
means may expect to have their appropria?
tions cut down, and we trust that this will
be done. Here, however, i3 the broad fact
that the most important committee in the
House, in spite of the vociferous cries of
Retrenchment and Reform, propose to spend
this year nearly $80,00OtoOfethan was spent
last year. We cannot blunder along in this
way. We cannot forever, allow those who
have no property to tax to death those who
have. The General Assembly has it in ita
power to blunt the edge of popular indigna?
tion, and excite some interest in its proceed?
ings. But this can only be had .by a rigid
adherence to a policy of economy.. This,
coupled with a limitation of the public debt,
would save the State. To continue the'revel
of extravagance is to ruin the people and
destroy the Radical party. We might en:
dure the one affliction ; the other must be
cored. _

THE Anderson Intelligencer makes a tell?
ing' point. It shows that the old Usury laws
of South Carolina did not prevent usury, aud
did not add one iota to tho capital or popu?
lation of the State. Besides this, it explains
that we hart bad no permanent investment
of capital, in large amounts, because of the
unsettled condition of the State from 1865
to 1868, aud because of the infamous charac?
ter of most of the legislation of the past three
years. The Senate are invited to consider
this fact. _ _ _

establishing a new bunk in tue city, with a*

poses to increase its capital. But we are
assured that if the Senate pass the House
bill re-estitblishing the Usury laws the new
bank will not be founded, aud the other will

education" scheme, which is just now the
pet project of certain representatives of New
England in thc National Congress, covers up

1871. Taxes not paid on or before the 22d day
of March, *187l, are liable to a penalty or twenty
per cent. All Taxes remaining unpaid on the
13th day or June, 1871, are liable to collection
by distress or otherwise, with additional penalty
or Ave (5) per cent, for collection thereor.
The total rate. or levees for State purposes Is
nine (9) mills on the dollar. The total rate for
County purposes ls three (3) mills on the dollar.

of the State, United Stales Currency, National
Lank Notes, gold and silver cota; In addition to
the above, Coupons, dated since July 1,1967, from
