Governor Scott and the Union Murders. The special message o?. Governor Scott in relation to the Union murders is AS conser? vative as his previous message upon the troubles in the up-country. He repeats that no further legislation.is needed, for the sup? pression., of outrag?e and the protection of the people, in addition to that suggested in ! former messages, which looked only*to a J strengthening of the judicial' arh^. bf the government.' They, are unwise, they are inexpedient, they are dangerous they are utterly wrong in the sight of Qod and man. , '. -. a. Governor Scott, in his message, pointed ont to the Legislature " the paramount im " portance " of electing an efficient presid? ing judge in the place of Judge Vernon. These are his words : j "I would earnestly appeal to the Legislature that In their choice all partisan prejudices or personal preferences should be laid aside, and a man selie ted for that highly responsible po? sition whose character is a guarantee for his faithful and fearless discharge of his duty. A high-minded and honorable judge will always sink the partisan In the patriot when sitting in judgment on the lives and reputation of his fellow-citizens and the character and welfare of the State." In relation to the call made for United Sjtates troops, Governor Scott says that he hhs no doubt that a sufficient garrisou will he promptly sent to the leading points in the unprotected section of country, This will put an end to all trouble. With Federal soldiers stationed in the up-country, the Conservative classes will have a rallying point, and there will not be a whisper of riot To send the negro militia to Union, is to send them to bloody graves. We ure glad that Governor Scott stands firm ia his determination to uphold the civil law, and io ase only United States troops Where a militar}' force is necessary. In this course he will be sustained by the people of the whole State. An English View of Free Trade. ' Mr. John Stuart Mill, in a letter accepting his election as honorary member of the New York Liberal Club, introduces a brief but forcible lecture on the necessity of a free-trade policy in America. Protection he designates as on employment of the powers of the gov? ernment to tax* the many for the bene?t of the few. - Whatever gain there is, is made by the few alone. The laborers are not benefited, wage3 do not range higher, und the employers in the protected trades are alone profited. This, says Mr. Mill, was a system worthy of Great Britain under her nu ref ot-med constitution, when the powers of l?gislation were in the hands of a limited close of great land-owners and wealthy man? ufacturers; bat in a Democratic nation like the United States it is a signal instance of dupery. He says he has a higher opinion af the intelligence of the American people than to believe.that a handful of manufactu? rers will be able to retain, by fallacy and sophistry,, that power of-levying a'toll on aver! oUier person's earnings which, the pow-, erial aristocracy of ' England, with-all their political ascendancy and social prestige, have not been able to keep possession of. Ur. Mill is thorough in his denial of the benefits of protection, maintaining that the consequent evils cannot-be removed by any readjustment of details, and the protection, just so far as it fulfils its purpose, abstracts from the aggregate wealth of mankind, and makes a loss to the nations who thus force their industry out of its natural course. Yet, if the people eau be'aesured that the debt will not be increased, and that it will be allowed to stand at the present high I water mark, there ls no question that the whole debt will be promptly and honestly i paid. _ _\ THE earnest protest of the citizens of Chesterfield, printed in THE NEWS of yester-. day, is no stronger in its language than tbe occasion demands. Not only were the law? fully elected* members ejected from their seats, but the people of Chesterfield have had imposed upon them,.as their repr?senta? tives, persone who were unquestionably de? feated at the ballot box. ' THE first number of the Marlboro' Times, ?which succeeds the"- Bennetlsville Journal, was issued on Wednesday last. The editors in their salutatory article, say that they regar? the reconstruction acts aud the recent amend-' ments to the. constitution asr having-all the binding force and efficacy of law, and that in political as well as' lu other matters, they think it best to allow the dead past to bury its dead.. They will yield a support to the ad? ministrations-ot President- Grant and' Gover? nor Scott, so tar as .they ''manifest a dlspoai " lion, ia the management of affairs, to con " suit the best interests of the people." They express the hope.'that "the firm and manly stand*' taken by Governor Scott is but the precursor of other acts on his part, showing that he realizes the Importance ot the position he occupies "as Governor of the whole people ? of South Carolina and not as the mere lead? er ol a political party," and say that "a firm ' adherence to the true interests of the-people, " a disposition to restrain those lawless ?pi ri ts j* who foster discontent and stir up strife, and a course of conduct looking to the reduc? tion ot the immense burthen of taxation which weighs like an incubus upon our people, while it would array against bim those who feed and fatten upon public pinn der, would bring to hts side dil the good and true men of the State, without' regard to .race^color or former condition.' * ?
