It is announced that the Fire Loan Stock of South Carolina, due on the 1st instant, has not been paid on presentation, in accord? ance with the official notice of tbe State Treasurer, dated December 12, 1870. Thia Fire Loan Stock was isBued under the act of June, 1838, for rebuilding the City of Charleston. The rate of interest is six per cent, and the principal as stated, was payable on tho 1st January instant. There has never been any question as to the liability of the Slate for this debt. There te, it is true, a case before the Supreme Court, in which tue holders of the Fire Loan Stock are parties as claimants of the assets of tbo Bank of the State of South .Carolina. But this does not touch the matter of the liabillity of the State, inas? much, as whatever right to the assets of the bank might be established by the Fire Loan stockholders would remain with tbe holder of the stock, whether a State or a private Individual. That Is to say, the State, by payiDg the stock when due, would not prejudice the claim of the stock upon the as? sets of the Bank of the State. The amount of the Fire Loan Stock is $304,443, and on December 12, 1870, the State Treasurer gave notice that the stock wo ali1 be paid ingold, on and after Decem? ber 31, 1870, "at the South Carolina Bank "and Trust Company in Columbia, and at "the banking-house of H. H. Bampton, No. "9 Nassau street, New York." ? As soon as this notice was brought to the attention of the General Assembly of the State, Repre? sentative Whipper, a colored lawyer, intro? duced a jointTesolution requiring the com? mittee of ways and means "to take such "legal proceedings as they may think nec "es8ary to prevent the payment of the Fire "Loan Stock, should any attempt bc made "by any financial agent of tho State to pay "it." This resolution was agreed to-by the House, but was laid on the table in the Senate. A complaint was then made before Judge Melton in tho Court of Common Pleas for Richland County, by W. J. Whipper, Joseph Crews and Benjamin F. Bosemou, and it was ordered that the defendant, Niles G. Parker, show cause before him at ihe courthouse in Columbia, on Friday, the 30th of December, "why an order should riot bo "issued to restrain and enjoiu him, as treas? urer of the said State, and until the further "orderof this court, from Ming, or anywise "appropriating of the moneys or funds of the "State in his custody or charge, as such "treasurer, for the purpose of paying or re ;'deeming the stock kio .vu as the Fire Loan "Stock of this Slate. And it is further or "dered that thc said N. G. Parker, as treas "urer of the State, his servants, attorneys, "assistants and agents, bein the meantime "restrained and forbidden from paying or "redeeming the said stock, or any part "thereof, with any moneys or funds of this "State in his custody or charge as such "treasurer." On the day appointed Mr. Pressurer Parker failed to appear, and the j injunction- was continued until the 10th in-, stunt It is understood that Whipper and. lis colleagues, without going into the mat? er oj the liability of ihe State, take"the ground t?at the State Treasurer had ho au . Lo ri ty to make the pay meut proposed. The whole movement, -from the begui? ling, is regarded in South Carolina as a ; itock-Jobbing trick. In the first place, the jermanent holders of the Fire Loan Stock ioubted whether the stock would oe paid at naturity. This enabled the Ring to buy up i large amount of the stock at a liberal dis ;ount. When the notification of the intend? ed payment wus given, the price rapidly ad? vanced, and it is believed that as high as 109 n currency was paid for a small lot of the Hock. Whether Whipper <fc Co. had been lenieda share of the spoils, we have no neans of telling. It is plain, however, that heir action, and the temporary repudiation )f a rightful debt, tend to depress the price of .he stock, when the Ring may manage to tick it up cheap, and realize a handsome iront. The State is able, we presume, to ray the stockholders. A tax of nine mills br the current year ought to realizo $300, 100 or $400,000 more than the current ex? penses of our costly State Government. Vir. Kimuton had, besides, in his posses ?on, a year ago, $2,700,000 of State bonds, )f which no public account has been ;iven. The revenue of the Stt.te is un? precedentedly large, taxation is enormous, state bonds are hypothecated by ihe mil ion; yet a clique of speculators are porinit ,ed to play with the credit of the State, and ire able to repudiate, for a time, a just lebt, in order that they may siuff more >lunder into their gorged and plethoric lockets. Again, Well Done : The Augusta Chronicle says that lt is it ill without-full official returns of the late flections in Georgia, but sufficient is now iiiown to secure the election of the Demo iraetic candidates for Congress in the first, leooud, ?i'th, sixth and seventh districts.
