THE ASHLEY RIVES.
Proposed Development of Its Resources
-Au Important Project-It? Influence
on Commerce, thc City and Harbor.
One of the most promising schemes lor thc
development of a new source of wealth, projected
since the close of the war, ls now under conside?
ration by a number or the ie?dlng citizens or
Charleston. So Important te . lt, Indeed, that,
should it prove, successful, millions or dellars will
be added to the capital ol the city, and new and
numerous branches of industry will be estab?
lished. Several years ago a system of drainage
of the marsh and swamp lands, particularly near
the city and along the river courses, was suggest?
ed by engineers; and more recently, in his valua?
ble work .entitled, "The Resources of Southern
Fields and Fore.?t8,".a revised' ?dition of which
was published last year, Dr. F. P. Porcher en?
larged npon thc theme. He there states that
"Along our coasts, at a distance of forty miles
frqm the sea,'there ls a rise of twenty feet (hove
the general tide-level, giving a .fall of half a foot
to the mile, which is sntncleiit - for ceneral pur?
poses.. Enterprises rf a similar nature hace been
successfully prosecuted in Holland and in Bel?
gium. The Harlaem Meer, drained in 1839, was
4300 acres in extent, with an average depth of
thirteen feet. The whole bed of the luke has been
brought into successful cultivation,'and'nhe gqv
ernnent bas been repaid by the sale pf the land.
Larne bogs in Ireland, and rons and morasses lu

been transformed from barrenness to fertility.

country. The writer.has seen the picturesque
and fertile valley of the cheana. In Italy,
smiling In peace and plenty, strewn with villas
and farm-bouses, and intersected by the best con?
structed roads, always so indicative of wealth and
abundance; yet this beautiful "valley, which now
supplies ah Tuscany with corn, wine and oil, was
ehce a pestilential and almost deferred region,
and noted, in the earliest times, for Us insalubrity
as evidenced by the striking, allusion made to lt
by Dante In the Interno." Dr.? Porcher continues:
"The simplest plans for di amir g the secondary or

which removes the obstructions caused by logs

By draining our swamps we secur- a Boil for corn,

our ships going to the north with fruits, vegeta?

by suggesting tbe organization of a joint stock
association, which will make the flnanc al scheme
feasible aud successful, and r>rcibly adds: "When
the time, arrives for Its execution, the wisdom and
poUcjMHhe step-being apparent, it will eaiabllsn
the ?rfi??fbilon of any administration which un?
dertakes it. or the fame of any statesman who
shall have the wit to use his influence successfully
to achieve UV"
That th sc thoughts have not fallen still born
ls attested by the fact that maps and figures are
now th coarse of preparation to demonstrate
with what comparative ease the head waters of
xiv Ashley River, and eventually their connec
tioaby.a canal with the Edlsto River, may be
come the source of a mine of wealth to the etty,
and possibly solve the riddle how to deepen the
channel-] at the entrance of. onr-harbor. Tue
head waters referred to consist of small lakes
located about five miles from Summerville ia a
southwesterly direction, and are in the heart, as
it were, of a vast timber swamp in which
abound the most valuable trees known
in commerce, and yet now valueless to
the State, because or their inaccessibility. Of the
cypress alone thc supply ls almost Inexhaustible,
while the trees are of an immeuse size, frequently
yielding from twenty to twenty-five thousand
shingles each. To convey this umber first to thc
railroad and thence to Charleston is expensive,
unprofitable and Impracticable. In fact, their
transporta: ion has uever been systematically at- i
tempted. There also abound in these swamps
and along the Ashley two qualities or maple, five
qualities or oak, hickory, tupelo, gum, ash, cedar
and black walnut, all useful for shipbuilding,
trestle--, cross tics, furniture, carnage--. Household
and plantation utensils, and the arts generally.
It has been estimated that these trees eau bc laid
down in Charleston ror about one dollar euch, but
there is only one mode ot dolug soi to-wit, by way
of the Ashley River. .
The plan i-roposed ls simply to straighten the
river by canals or cut-o"irs wherever it is ex?
tremely tortuous, and, by tho coustruc iou or a
tidal gate or lock ac Sian's Bridge, secure a suf?
ficient depth and fall ot water to float the neces?
sary fiats from the lake to river navig.ition. It is
also required that the bed of thc river shall be
dredged, from the bridge to the lakes, and that
about four thousand cubic yards of sand be re?
moved, together with the trees and roots that
now obstruct the bed or the river. The force of
the current will eventually do the rest-making
twenty-five miles of direct and uninterrupted
navigation, only & small portion or lt oelng artl
Jcai. Thc main cost of the undertaking will con
stet la dredging toe river from, rho bridge to the
lake?, and In building a tidal gate or lake. The
canal work, if: any ls deemed Immediately ne
cessary, ia likely to more than repay itself, for it
may be assumed that the entire country ls under?
laid with phosphate rock, which.would quickly
compensate the projectors of the undertaking for
all outlay, and open avenues of afresh supply of
this description of fertilizer. It ls believed that
twenty thousand dollars will cover every expense,
and that possibly less than half tba: amount may
be made to answer.
ir this plan should be perfected, the time ls not
far distant when the EdistoRiver, being dammed
in the neighborhood of Graham's Ferry, may, by
way of a canal to the Ashley, give to the latter a
fall or twenty seven feet ol water, or a current to
Charleston almost equal to that of tbe Mississippi.
So powerfoj a current striking against :i .etty
constructed In front of Drunken Dick Shoal,
would naturally tend to deepen the channel on
either side, and increase the facilities of naviga?
tion. This, however, ls an event in futuro. The
main object, as already stated, ls to secure trans?
portation i'rom thc interior lakes ami the vast
timber and phosphate fields which there abound.
This being secured, the system of drainage, BO
eloquently suggested by Dr. Porcher, will follow

ded to others yet to be developed, w.ll enhance
