Tho grand Pair of the South Carolina In stitnte opens to-day, aud, if there is any virtue in hurd work, good management, and a luvisb outlay of money, it will be a credit to Charleston, and a lasting benefit to the people of the State. In every section of South Carolina there is an activity never known before. The low under-tone of me? chanical improvement and industrial de? velopment made itself beard in the pauses of pr- deal strife, and, ucw that the battle, is lo and won, the people are turning their win ; mind to the better cultivation of tho soil, to economizing labor, and to making the most of the varied riches which Provi? dence has bestowed upon them-riches which have laiu buried in the ground, or, in ruddy robes, have rolled with mighty force from the mountains to the sea. Abbeville and Anderdon and Oconee, and other dis? tricts, have their local Fairs, which bring the people together, and expose them to salutary contact with those whom some good souls insist upon culling "outer barbarians." Columbia, the capital of the State, opens next week ber second grand Fair-a worthy and generous rival of the Institute Fair in Charleston. Already the number of manu? facturing establishments in the State is large? ly increased, and upon all sides it is evident that a temperate, just and honest State Gov? ernment is all that South Carolina requires that she may pursue unimpeded the paths which lead to public contentment and private and public fortune. Such a government we do noli expect to bave for two years more; but, in the meanwhile, the people may rid themselves altogether of listlessness and BIOUI-they may make some headway, seize every favorable opportunity, and be ready to turn to account ull the occasions of heal? thy progress and intelligent advancement. And Charleston, we think, will be a pleas? ant place during this Fair week for both the stranger and the native Carolinian. The weather is superb, and our up-country friends will see Tor themselves that the me? tropolis of South Carolina basa fall and winter climate which cannot be surpassed this side of the sun. Ali the city is alive witli trade. Wholesale and retail houses are busily employed. An interminable line of drays carries the tleecy staple of the South to the wharves, where lie the steam fleet and the fast sailing vessels which bear the colton of our own State, and of distant Alabama, to the port3 of the North, to Germauy, and to England. The different manufacturing establishments are hard at work, and the Charleston specialty-the manipulation of ibe South Corolina phosphates-??oes on night and duy. Hayne street and Meeting street are as close to the front of commerce as their brethren on the Bay. The jobbing merchants have full stocka of every nrticle needed 'or the interior trade, and we ure justified m saying that the country dealers can bny in Charleston as advantageously as in New York or Baltimore. This does not apply to any one branch, bat to all the divi? sions and varieties of commercial life. The retail stores have (tocks of which the levia? than cities of the North and West would not be ashamed. Our hotels cannot be ex? celled. In every department, activity and enterprise are the order of the day. And in tho way of amusements, none of our visitors will have any reason to com? plain. They can run down the beautiful harbor, or take a trip up the picturesque Ashley. There is the shell-road upon which to drive. There are the phosphate works and other factories tovisit. There is, tower? ing abo VJ all, lue fascinating charm of the Institute Fair. And, in the evening, and at night, there is the grand Fuir of the Ger? man Ladies' Sociely-in itself a host; and there are, betides, two theatrical^ companies, each of them standing among the first in its own line of dramatic business. This ought to be enough, in all conscience, to make Hie time pass pleasantly and well. Charleston will do her part in the grand work of building up South Carolina, and ex? tends a cordial welcome to all her visitors, whether they come from North or West or South. There is no sectionalism iu com? merce, and we can promise -to all who now pay our city a visit a hearty and generous I reception. Making Peace. There is ono great difficulty in the way of speedy peuce between Germany and France. The French can gain nothing by further re? sistance, and the Germans occupy a posi? tion which enables them' to obtain, when? ever peace is concluded, all the material guarantees which their interests and securi? ty require. But France lias no government with which Germany can treat. The Rump Gov ernment at Tours, has little potter, ami does not receive the unquestioning support of Ute people. lu Paris, G?nerai Trochn is dictator. At Marseilles, the Reds are likely to have everything their own way. fa the country districts, tue peasantry have not abandoned the Empire. King William, were he incautious enough to conclude a peace with the Tours Govern? ment, might lind the whole adair repudiated", a few days later, by three-fourths of France. The first thing to be done is to form a government which shall be binding upon the French people. A Constitueut Assembly may give the country such a government, and it would seem that the most sensible course for France is to ask for au armistice for a time sufficient to allow of the assem? bling of the Constituent Assembly. It could be so arranged that the short truce would not put France in worse case than she now is, and the delay would rather strengthen than enfeeble the mighty hosts of Germany. First on armistice; then the formation of a government-probably with ibo Comte de Chambord as King; then PEACE !
