The People' Hast Decide.
The elections of to-morrow determine the
result of the canvass which, for more than
three months, has occupied so mach of the
time- and attention of the people of the
State., Before the setting of .to-morrow'i

or K. B. Carpenter shall be Governor, of South
Carolina; whether the State Government,
regenerate and reformed, shall be made wor?

planation. The condition1 :of the State; the
infamous conduct of the Scott officials, the
enormous taxation, the swollen public debt,
the impoverishment of all classes, the moral
and commercial dangers of the common?
wealth-all these have been set forth ?ti the
public prints and upon the stump. The
facts are. before the people, and they, by
their votes to-morrow, will declare whether
their sympathies are with ignorance and
corruption, or withhonesty and truth. Utits |
is the whole question; and it most not' be
forgotten' that everyman who stays away
from toe polls to-morrow, lacking the proud
patriotism of Hampton and the bold selfish?
ness of Orr; is' a worse enemy tc- his people
than if he voted squarely for'Scott. The"
men who naU their black flag to the mast
ind fight under it, can be met and overcome.
But they who profess to love South Carolina
with - all' their heart abd! strength, and yet
refuse to vote, are patriots as Arnold was.
They wound the bosom which cherished
them, and smite the arm1 that gave them
aid. This is the strain in which Hampton
arid Kershaw, Conner and Kennedy,.Shan?
non' and Dunkin' are wont-to- speak:. Their, j
lofty minds tolerate the open enemy, bat
despise libe false friend.'.; .ttOr?&o??d we 'fail
to >remember that the mun Ic i pa! elections,
twoyear3 ago, were , Jost "because they who
should have been truest, idled at home while
their comrades were battling .for a pure and
honest government. The State would not j
hold these men- guiltless If, from the same
cause, the day once more were lost.
The' candidates of the party have done
their duty. Thc pre33 Of the State has done
its duty. The. people of the State, also,
must do their whole devoir.

IQ 1868, Governor "Scott, with one breath,
told the'colored people that, if tb? Demo?
crat? wou the elections, they would re-es-|
tablish slavery, and, with the next breath,
ho told' General Wade Hampton that M
would use all his Influence to make the
State go Democratic. This treachery is. not
worse, titan the conduct, of Governor Scott
in the matter of the government advances
to the planters in the same year. The crop
failed, and the planters, both wbito a'nd]
colored,, were unable to.repay wha^they had
borrowed. But the government was dispos?
ed to be indulgent, and give further time to
the ^impoverlshed people. Was this indul?
gence granted at the solicitation of E. K.
SCott? No! On the contrary,'Scott, with
he?rt of stone, hounded on-the:official^ and
stripji?d the poor colored men bf their furni?
ture, apd .their stock-^in the ?name of the-j
government, perhaps, but for his own greedy
?nds. This breaker of pledges ' went so far
is 'to seize the pigs and' wokfag 'tttensfls'ot |
anfOrtnnat? freedmen, who had hot a cent in
?ite'world, and had hardly a roof over their
leads. Governor Scott demanded his pound
? flesh, and he had it.
Colored men! remember this at the polls

The Patent Process.
The advocates of the Ring have again and
again, in theil* writings, and in their public
speeches, attempted to show that the State
debt is not as large as we .have shown, and
as General Conner recently proved that lt is.
They have also tried to throw dust into peo?
ple's eyes in regard to the rate of taxation,
endeavoring to show that the emancipation
of th? slaves increased the number of citizens
to be governed, [to be provided for ?] and
rendered necessary an increased expenditure
of money. We shall not now stop to show
the fallacy of all. these pretensions. We
only alinde to them to point out that which
they have pretended to make a'Bhow of hon?
esty in, these matters. They have never
condescended to show the people by what
new patent process a public officer, who re?
ceives $1500 or $2500 salary, can liv? at the
rate of rrqra $5000 to 310,000^ baying houses
and lands, and still have a. large balance al
the bank with which to "operate." How is
it, that has never been explained? The
question certainly has been frequently asked.
It i3 not too late yet. Let us know how
Scott and Leslie, Chamberlain and Cardozo,
Neagle and CaiD, DeLarge and Parker,
Elliott and Whipper, and all the rest of the
grandees, white, Blkck and speckled, have
so suddenly become men of wealth, when itj
i3 well known' that' three years ago thejj
could not have raised'$1?'00; between them

of liquors by retail, shan be closed at six o'clock
of the evening preceding theday of such election,
