.Tl?? Water-Work* Contract-Mr Spain'?
Contempt of Court"-.* Whit? Militia
Company Accepted by Scott-The Ef?

[FROM otra OWN CORRSSPOSDKNT."
COLUMBIA, September 9.
Every on? is looking anxiously forward to
the action Of the committee on water-works,
. to whom the Sprague contract was recommit?
ted, to ask Mr. Pearce, Sprague's agent, to
mitigate the contract, showing most emphati?
cally that they have been outwitted, to say the
least of lb The committee is to report on
next Monday evening. Those members of the
City Council who advocated this measure, es?
pecially after being warned against 4c by Mr.
."Wallace, must be very careful, for the people
will hold them to a strict account.
The Supreme Court met on the 6th. The
celebrated Barnwell Courthouse case was
taken up and postponed. Mr. A. C. Spain got
Into a difficulty with the court to-day, and was
ruled to show cause on the 7th day of next
November why he should not be punished for
contempt of court. Mr. Spain ls a lawyer from
Darlington, and one, we understand, of co?
slderable eminence. The difficulty first arose
from the wording of a paper which Mr. Spain
was reading to the court. The objectionable
words were, "case had before one F. J. Moses,
purporting to be Chief Justice of the State,"
Ac. Associate Justice Willard objected to the
words as'beling con temptuo?k" towards ~??e
court. Mr. Spain, in attempting to explain,
used considerable vehemence, and was ordered
to take his seat. He was served with the rule
to show cause this evening by the sheriff.
Governor Scott has atlast commissioned
white -company ol militia, and promised them
arms. In fact, the arms are ready, and will
be given to the "Columbia Rifles,'' Captain R.
O'Neale, in a few days. This, ls remarkable as
being the first white company ot militia com
.. missioned and armed under the present ad
ministration, and Captain O'Neale deserves
great credit for his perseverance in getting
his company accepted. The company consists
' ol the yoong men of our city, all ready and
wining to accept the situation, and make the
most of it.
Eyer since Mr. Seegers got his ice machine
In operation, we- have had delightfully cool
and pleasant weather-regular October weatb

'.The large meeting, i he immense gathering
of the Radical party, ?hat has been advertised
for so long to take place here, at which the
Hon. A. J. Banaler, candidate for the lofty
position of Lien tenant-Governor, was to speak
and give the people his views, came off to-day,
with about twenty-five persons present besides
-the brass band, small boys and candidates.
WeU, Mr. Ranaler did not speak, but Wigg
<poor Whtg !) had come for a speech, and a
speech he was going to have. Colonel Wallace
was present, and was asked by Mr. Wilder to
address the meeting after Wigg had had his
go." ' He did so, and it having got noised
-around that Colonel Wallace was wallopping
the Radicals, quite a respectable crowd gath?
ered-the Republicans en wondered
' where they came from so quickly. Elllottt
attempted to answer Colonel Wallace;
?aid that he (Elliott) had served under Farra?

In a bomb-proof position, and that he had
caused many such men as Wallace to bite the
dust, ?c. Wallace called him a scoundrel, and
told him if he insulted him be would kill bim,
and made towards Elliott; but parties inter?
fered, and the disturbance was quieted. Han?
der addressed the meeting to-night, about two
or three hundred being present, in a long,
windy, lame and sing-song speech. If they
did not hold their meetings at night, they
-would all turn out failures like the one in the
Park this evening, which was announced for
2, then 3, then 4 o'clock, and finally at haif-p. st
5 o'clock. Colonel Wallace had to draw a
crowd for them. The negroes have too large
an interest in cotton just new to waste day?

all the year for what they are to realize now,
and they would be fools indeed to lose lt.

On Thursday night last, afc 12 o'clock, the

corner of the Dubhe square, at Liorensville,
waa discovered to b? ou fire. The alarm was
