Annual Report of the Chief Engineer
Expenses of the Department-Losses by
Fire-insurance-Annual Parad e
Saggestion?, &C.
We are Indebted to Mr. M. H. Nathan, the
efficient chief of the Fire Department, for a
copy of his annual report to the Board of Fire
masters, showing thkcondition of the depart?
ment for the year ending April 27th, 1870.
From this report we gather the following
statements :
THE REDUCTION* OF PAT
of the fire companies by the City Council is the
first subject treated of by the chief, who re?
cites that the burderr of paying the expenses
incident ta the maintenance of a steam fire
department, necessarily great, were never in?
tended to fall on the individual companies.
"On tho contrary, two years ago, when the
the advantages of the system had been fully
tested and approved, the city allowed to each
steamer $3000, to each hand engine $1600, and
to each truck company $1200 per annum, to the
end that the members themselves should not be
called upon to perform all thc labor and bear
all the cost. Recently, however, the City
Council have thought proper to reduce these
amounts, and it is left to the several companies
themselves to meet the obligations that may
be incurred1 or contract Indebtedness." The
chief is "sure that no company organization
requires a larger appropriation than is neces?
sary to meet actual expenses; yet, after the
payment of engineers and firemen, paying for
oils, repairs, and other incidentals, absolutely
nothing will be left for the purchase of hose,
of which In a short time nearly every company
will be in want. Similar remarks will apply
to the hand engine companies, whose pay has
been reduced to $800 per annum, and to the
trucks, whose pay has been reduced to $500.*'
He, however, "ls confident the City Council
do not desire to see any of these valuable or?
ganizations involved in debt," and believes
that "when the facts are made known to that
body, they will be induced to review their late
action and concede that appropriation which
will relieve the department from its diffi?
culty."
The chief, after asserting that the members
of the department compose a benevolent in?
stitution, freely giving their labor and time to
the community In which they live, and only
asking that they shall be protected and suc?
cored in this unselfish work, proceeds to
speak of
TBE EXPENSES OF THE DEPATMEXT,
which "in the last year amounted to $37,296 29,
being in excess of the expenses of the year end?
ing April 27th, 1869, $6775 29. It ls unneces?
sary," says the chief, "to enter into detail of
the canse of this increase. The expenses of
the next year, according to the new bill passed
by the City Council In February last, will be
$30,000. No department, eitlier paid or volun?
teer, in the United States, containing twenty
one companies, is kept up at so small an out?
lay as ours. Paid departments, with four
steamers, cost more money than our own; and
the best statistics can be produced to show
that a palo department, consisting of five
steamers, would cost the City of Charleston at
least $100,000 to organize it alone, while the
yearly expenses Incidental thereto would not
be less than $40,000. With the present scarcity
of water, such a change would expose the
property of our taxpayers lo the mercy of the
element."
FntE9 AND INSURANCE.
Since the last report, says the chief, "there
dave been twenty-one fires and fourteen
liar ms and attempts to set fire, Involving a
oss of property amounting to $136,099. The
unount of Insurance effected on the property
so endangered was $290,600. The amount of
.oases paid by our insurance agencies and our
one borne office is $93,470, showing a loss of
real estate' and merchandise over Insurance
paid of $42,629. The losses paid this yearby
insurance are less than the last yearby $37,
S10. The total amount of losses are also $30,- ?
196 less this year, whilst the excess of loss
3ver insurance is $7314 over those ol the last
year. The largest fire was at the store of
Messrs. H. K lat te & Co. The headway of this
ore was due to the large quantity of liquor in
the store, and it burned so rapidly that all ef?
forts to save the stock were of no avail. Much
of the stock'of Mr. Wolhtmann's, in tho ad.
loinlng store, could have been saved had
there been any one authorized to remove lt.
This stock was insured in New York."
INVESTIGATION OF FIRES, AC.
The chief states that he has made careful
investigations to ascertain the cause of each
ore which- has occurred, "and, whilst there
has been strong circumstantial evideuce in
several cases, no positive proof could be ad?
duced to convict parties." He, however, "ls
convinced that several fires have been set by
parties directly Interested." As regards the
tidal drains, he says they have been used in
most cases where the fires have been in prox?
imity to them. The keeper, so far as he could
judge, "has attended carefully to his charge."
The engine houses are,the chief says, lu need of
repairs, and although Council ordered them to
be made, the wort: has not been commenced.
The house of "the Palmetto Company ls In <t
dangerous condition, and should be fixed at
once. The Young America and Pioneer Com?
panies are still renting very poor places at
large prices. Buildings should be erected for
these companies, as their property is valuable
and require dry houses. The houses occupied
by several of the colored companies also need
repairs. The city ls now paying rent for four
companies, amounting to near $800 per an?
num."
NHW COMPANIHS, *C.
"The United, Union Star and Promptitude,
colored companies, have been admitted into
the department by the city authorities" since
the last report. "The Hope, Stonewall and Ger?
man companies have, in place of their hand
engines, procured steamers of powerful ability,
from the Amoskeag manufactory, of Manches?
ter, N. H., so that there are now eleven steam?
ers, two hook and ladder trucks and one baud
engine belonging to the white companies, aud
seven band engines belonging to the colored
companies." The necessity for a fire alarm
still exists, says the chief, and also for three
large fire wells on East Bay, between Market
and Tradd streets.
THE ANNUAL INSPECTION.
"The auuual Inspection, in accordance with
the city ordinance, took place on the 27th of
April, and the entire department was inspect
ed and exercised by the honorable Mayor and
Aldermen. Reports of companies are here?
with submitted, showing the condition of en?
gines, hose and strength of members. You
will observe that some of them show a scarcity
of hose, whilst others are reported In bad con?
dition. An engine without hose at fires ls of
no use. Each baud engine should have at
least five hundred feet of serviceable hose, and
each steamer one thousand feet"

FIRE IN WILLIAMSBURG.- The dwelling of '
Mr. A. J. Eackly, of Williamsburg County, was
destroyed by fire last week. A negro boy left
In charge ol the house during the absence of
the family, fired the building, and then went
to several neighbors living la the neighbor?
hood and reported that robbers had come to
the house and set it on Are. Several gentle?
men gathered Immediately at the residence,
and were satisfied from what they saw that
his tale was 'a fabrication. Finding that he
was not successful in making them believe his
story, he confessed having set fire to the house
himself. He bad on a previous occasion stolen
money from Mr. Eaddy^ Governor Scott will
at once prepare a pardon.
FIRE IN BARN W BIA..-A correspondent ol
THE NEWS writes: "On Saturday night last
the kitchen of Mr. A. W. Smoak, who resides
a few miles beyond Edlsto River, in Barnwell
County, was entirely consumed by fire. Mr.
Smoak s kitchen being near his dwelling
house threw lt in a perilous condition, and but
fer the exertions of himself and sons would
undoubtedly have been consumed also. Thc
origin of the fire is unknown. On first discov?
ering it the whole root was In a blaze. Mr.
Smoak's loss is very heavy."

FUNERAL OP THE LATE F. RICHARDS, JR.
The funeral services of the late F. Richards,
Jr., took place at the Church of the Holy Com?
munion yesterday afternoon. The services
were conducted by Rev. Mr. Porter. After the
services, the remains were borne to Magnolia
Cemetery and interred. A large number of
the members of the Washington Light Infan?
try Charitable Association, of which the de?
ceased was an honored member, were present
at the church and the grave.

certify that pursuant to the provisions of an Act or
the General Assembly of the said State, ratified
and approved on the- tenth day of December, in
the year of our Lord one thousand eight hundred
and sixty-nine, a Company has been organized
under the corporate name of "THE ATLANTIC
PHOSPHATE COMPANT OF CHARLESTON, S. C."
The purpose of the Company is to dig and mine
for Phosphates, Earths, Marls, Rocka and Mine?
rals, to manufacture the same and such other
materials as they may purchase, into Chemicals,
Acids and FerUllzers; to carry on trade therein,
and to cultivate such lands as may be purchased
by the Company for the purpose aforesaid. The
chief office of the Company ls located at Charles?
ton, S. C., and its business will be carried on there,
and at such branch offices as the Company may
establish. The amount of the Capital Stock of the
said Company ls Two Hundred Thousand Dollars,
($200,000,) of which Twenty Thousand ($20,000)
