A C HEAP COP OK TEA.
There is a pleasant prospect of once more
having some of the universal articles of dally
consumption relieved of their present onerous
duties. Mr. Schenck has brought in a tariff
amendment to the Tax bill, which fixes the
duty on tea at twenty cents per pound; coffee
of all kinds at four cents; raw and muscovado
sugar at two cents; clarified sugar at two and
three-quarter cents; refined sugar, stove dried,

ted,' four cents per pound. This-is progress in
tc* right direction. It will be^kserved that
tu? duties on these articles arereduced about
one-half; and if $e Tax bill, with this amend?
ment, is passed, the effect will be manifest in
all households. Havinz begun this kind of re?
form, let us hope Congress will keep on.
THE MULTIPLICATION OP GREAT MEN'.
What a puzzle tc the future compilers of
biographical encyclopaedias will bethe mania
of the period for biography printing; and with
what wonderful rapidity the weeklies manage
to manufacture celebrities now-a-days. A
glance at the weekly press affords some seven
or eight a week, which amounts to the manu
Jkctxjre of four hundred or more per year. The
ujtgtum was begun in 1853 or thereabouts, and
bsa proved a money -nuking business. Makeup
the Htatistics at the present rate for seventeen
years, arid it would be found that not less than
B*?en thousand celebrities have been manu?
factured at an average cost to the subject of
$100 apiece, whieh ls the usual fee for wood
. cots and biography. Seven hundred thousand
dollars represent the sum that these poor
dupes have disbursed for reputations, accom?
panied with wood-cms so vlllanous that their
own mothers would not know them from their
, pictures. But the most difficult part of lt ls bi
this multiplicity of biographies-this epidemic
of the biographical mania-to find out who is
really celebrated and who is not.
CHANGES IN THE INCOME TAX.
The following seems to be the net result of
the recent proceedings lu Congress, in the
matter of the income tax. The rate was re?
duced from five per cent to three - per cent. ;
the amount of income 'exempt from tax was
increased from $1000 to $2000, and the allow?
ance for house-rent was limited to $500. These
changes win operate about as fellows: the In?
crease of the exemption to $2000 will relieve
about one hundred and fifty-nine thousand sala?
ried men, and other people of limited means,
- from the payment of the tax, who now pay be?
tween nine and ten millions; the reduction of
the rate to three per cent will take off about
. $8,400,000 more from the remaining hundred
apd sixteen ttjoitsaqd, taxpayers, who will still
.remain subject to the tai. ?9 the law now
stands, the income tax of last year was levied
. upon two hundred and seventy-five thousand
. persons, who paid $25,025,068, -If the forego?
ing amendments shall be finally adopted by
the House and the Senate, they will reduce the
amount raised from this source about $16,000,
000, and leave about $9,000,000 to be collected.
