The treasurer's report is a sad exhibit of the
financial condition of the country. Angel Santa
Anna, son of the ex-dictator, was ordered tobe
shot on the 3d of April.
-New Orleans papers narrate the woes of a
mature young couple, age?! eleven ?.nd thirteen,
who eloped from that city last week, and after
passing two blissful dnvs together in the cabin of
a negro friend, were ruthlessly torn apart, and
their brief romance terminated with sound pa
ental whippings and many tears.
-A Washington dispatch says oillclal informa?
tion has been received that the British Govern?
ment Intends to place Cip'.ain Eyre on trial be?
fore a regular naval court-martial, lu which case

Kio Janeiro: "president Lopez, of Paragnay, is
dead. He was surrounded, and refusing to sur
render was killed by a Brazilian lancer. Thc
mother, sister and children of Lopez, together
with Madame Lynch, have been captured. The
commander of the Brazilian troops who put t his
finishing stroke to thc Paraguayan war was
created by the Emperor Viscount Paletos."
-The tunnel nuder thc Thames, between Tower
HUI and Tooley street, London, has just been
completed and opened to the public, lc cost only
$80,000, a striking contrast to thc sums expended
**by Brunel, in building the tunnel under the
Thames, between Rotherhlthc and W.ipping, and
which was twenty years in building. Thc
'.Thames Subway,*'as Ute more recent tunnel ls
called, was constructed in about a year, aud runs
through very tenacious clay.

and has the largest property in the south of Ire?
land, eloped with the wife of Captain thc nonora
ble John Vivien, M. P., oi.e of the Lords of the
Treasury, and Captain Vivien obtained what is
technically termed "a decree nisi" for a divorce.
The meaning of this is that the decree will be
made absolute In six months from its date, if no
good cause is shown against it: hut it seems now
that thc friends of the young Marquis intend to
try and prevent the decree being made absolute.
When the divorce took place insinuations were
not wanting as to the indiff?rence displayed by
Captain Vivien, for many mouths previous to his
wife's elopement, about thc relations existing be?
tween her an>"? the Marquis, and it was further re?
ported that Captain Vivien was under pecuniary
obligations to him. The report now current is
that. Lord Waterford's family only refrained from
intervention in thc suit with the view of proving
collusion on thc strict understanding that no
marriage would take place between thc elopers;
but that, as they now understand that Lord
Waterford contemplates marrying the lady, they
have determined to take steps to prevent it. Mrs.
Vivien was related to Lady Mordaunt. She is
considerably older than Lord Waterford.
Thc Loss of the Many vs. thc Gain ol'thc
Few.
In the course of time South Carolina must
become a great manufacturing State. The
fertility of lier soil, the salubrity of thc mid?
dle anti upper belts of country, the abun?
dance of water power, the profusion of choice
timber, as well as lier special capacity for
producing the lleecy staple of the South, all
point towards .nibs and factories where shall
be manufactured the products of the soil, in
sufficient quantity to supply our own peoplo
and those of adjoining States. At first the
progress may bc slow and painful. The accu?
mulation of capital by the economies of
labor i3 a tedious process, and we cannot,
as yet, attract and command the use of thc
idle capital lying in the hands of the for
eigner. But our manufacturing strength
will steadily increase, and with a diversified
agriculture and fruitful season?, will make
South Carolina at least as prosperous as any
Southern State ha3 ever been.
At the same time it must be distinctly un?
derstood that South Carolina will become a
manufacturing State without any reference
whatever to thc Protective tariff which is
now oppressing all classes of the people
the tariff which taxes the poor millions, that
the rich hundreds may double and quadruple
their wealth. This State-taking our most
important manufactures as an example
will become a large cotton manufacturing
Slate, because cotton yarns and cotton cloths
can bc made in South Carolina more cheaply
than they can be made In New England or
in Old England. If cotton yarns can be
manufactured at Lowell more cheaply than
in tiiis State, it is to the interest of tho peo?
ple to continue to buy their yarns from the
Lowell spinners. The erection of the mills,
thc money paid in wages, the greater de?
mand for raw material, would all benefit
certain classes in South Carolina, but the
greatest good of the greatest number ia tho
keystone of political economy, and as the con?
sumers always largely outnumber tho pro?
ducers, the good of these consumers should be
studied first. It is clearly the interest of the
consumer to buy his yarns-at the lowest
price, and to make, him buy them In South
Carolina when he can buy them for less in
Lowell, is cheating and defrauding tho South
Carolina consumer to thc precise extent of
the difference in price.
As we have said, cotton yarns can bc
manufactured in South Caroiina more cheap?
ly than in New England or in Old Eng?
land. Our advantages consist of-1, ubini
daut water power; 2, a mild climato ami
abundance of timber, making the cost of '
fuel small; 3, a comparatively low rate of
wages; 4, Ute saving in prime cost of the
raw cotton, and the saving in freights, insu- '
rance and commissions. According to the ,
best in form .it ion in our possession these ad?
vantages aro equal to a saving of about
sereu cents a pound on Number 20 yarns, <
delivered in New York. That is to say, thc (
South Carolina yarns would cost 2D cents, '
delivered in New York, while the Northern ;
yarns of the same kind and quality, delivered
at the same place, would cost HG cents. This <
difference is so great that the South Carolina J.
spinner could undersell the Northern spin- 'v
uer in his own market, until competition
and oilier causes reduced thc cost of the
Northern production. And the competition ?
would not Ito l?fttw??en North and South alone;
for it is es?milcd that Southern yarns can *
be delivered in England at much loss than j
the cost of similar yarns manufactured in <
that country. \
These statements aro sufficient to show 1
that South Carolina can, and will, become a \
large manufacturer of cotton, without the \
aid ol protective tariffs. We go furtlier>niid i
assert that, if tho Protectionists he in thc ,
right, the South should not be allowed to com?
pete with Hhode Island and Massachusetts. -
Tens of millions of dollars are invested In \
the mills of New England. They employ
thousands o' operatives willi their families, (
and in many other ways contribute to Hie
general well-being of trade. If South Car?
olina can Bpin yarns at 7 cents a pound less (
than these Northern factories cnn spin j
them, what will become of mills, operatives I
and invested capital ? Will not the machin- !
ery rust unused? Will not the operative <
pine and starve? Will not a score suffer in !
New England for every single person who is !

which brings any other market into compo- 1
tition with Un ir Oivn. And if it is just and i
right to impose a duty upon English print?, !
that they may not he sold at less than thc cost
of New England prints, il is equally ju*t and

a pound on South Carolina yarns, w thal
they may not be sold at less than the cost
of the Loicdl yarns. It is true that the
whole people would suffer, and lose 7 cent3 ,
on every pound of yarns. But thc loss of the
many and the ?ruin of the few is thc essence
of Protection doctrine. To tax the consumer
for the advantage of the producer, is the
cardinal principle of Protection. And we
repeat, if it is wise and proper to t.tx Eng?
lish manufactured goods until they aro as
dear as the American goods, all for tho
benefit of the American Manufacturers, it is
equally wise and proper to put a high duty
on every Southern manufacture, to keep the
South from injuring the established trade of 1
New England.
