XEW3 OF THE HAY. -Cold was quoted in New York, yesterday, at 2l>i. -Cotton was heavy, with sales of 2S00 bales at -25XC. -In Liverpool cotton was buoyant; sales 14,000 balej; uplands ll*?d. -A number of Congressmen favor an adjourn? ment as early as the first of May. -In many sections of Virginia icc was scoured last week two inches in thickness. -On Saturday the Stanton fund had reached ?$10?,o:o, and it is stated by the New York papers will soon reach $25,000 more. -The ship having on board the remains of Mr. Peabody, together with her escort, were at tho Island of Madeira at thc last advices. -George Collins, late of California, is charged with being a defaulter to the Boston City Treas? urer to the amount of fifteen thousand dollars. -Prince Bonaparte will be tried publicly in Paris, before the High Court of Justice, in the ' Hall of Justice at Versailles. No appeal is allow? ed from its decision. -A Woman's Suffrage Convention meets in "Washington this week, but General Grant has aeartlessly refused to let tho department clerks ?have holiday to go lo its meetings. -Thc Loudon Tablet asserts that the majority of tho (Ecumenical Council in favor of the infalli? bility dogma nu\v roach 7S6, 150 of whom a fort? night since belonged to the opposition. -According to thc very accurate observations .of M. Analysis shows merely a substitution of nitrate of ammonium for nitrato .Of potash in ordinary gunpowder, the change adding immensely to thc explosive force. The salt being quite dellnqnescent, the old adage, "keep your powder dry'' would lose its signifi? cance, should the po.vder come into general nse. -Arrangements for the consolidation of the ocean cables between America and Europe have been concluded in London, and only require the sanction of thc directors. The companies will . cast all receipts into a common purse and then share proportionately; and should Hie laud line .connecting with one cable be down, the dis? patches will be sent by the other without regard ?to the company which may have received them. -The Spanish report from Cuba announces thc ?surrender of Insurgents in large numbers. One thousand Spanish residents of Cuba have sent a memorial to the Cortes, asking that body to defer .granting liberties and reforms to Porto Rico, on .*he ground that such a concession would prove injurions to the cause of Spain in Cuba. On the other hand, letters from Cuban sources report that the Insurgents are again becoming quite ac? tive, and are overrunning thc districts of Baya ?.mo and Manzanillo. -There have, it appears, been further inquiries ?carried on with reference to the frauds in the New York "Methodist Book Concern." Nothing favorable to the managers has been discovered. Vouchers only were given in thc printing depart? ment, and not 0ne or thc original bills aro to be found. In the building, all sorts cf little jobs were brought to light. The chief of the depart? ment bad takeu all thc "gold sweepings'' as his "perquisites"-worth about $1G00 per year. Bills Tor goods were paid by the couccru, "but," re? mark a sub-committee, "there is no record to show that goods bought were received at all." Fourteen hundred dozen skins, which must have -cost the concern twenty thousand dollars, are ?"an* accounted for," and so on from beginning .to end. -Returns show that, spite of the insurrection, ethe amount of sugar in stock at Havana, Decem? ber 31,1S69, was quite as large as at the end of the year 1S6S. Here arc the figures for receipts and clearances of sugar in Havana: In 18Cs 1,430,000 boxes; in 1S69 1,348,000 b xes; stock ou hand at the end of December, 18C9, 54,205 boxes, against 23,000 In lSGS, and 17,000 in 1SG7. The de. crease in shipment of boxes from Havana to Ma? tanzas In 1S69 is compensated by a larger export than usual of hogsheads. These figures are given to show that tho Insurrection has not affected thc ougar production of Cutta, but do they not also ?how that the Insurrection is not so formidable as it has been represented to be? It is confi? dently asserted In Havana that there will bc no {falling off in the sugar production Tor thc preseut year. -The DelBtical Congress that has just adjourn? ed In Naples was in no way more successful than any previous assemblage of the kind. It began -with denunciation and ended in uproar; thc delegates, each and all or them, having such vast stores or original ideas that a panic seized them lest the winter should pass away and the sum? mer come and go berorc they could all find utter? ance. The whole Congress, therefore, began to speak at the same moment, each lu his native language, much to the edification of the specta? tors, who thus beheld thc liest passible represen? tation of the confusion of tongues, free or ex? pense. The American delegate subsided first, and was rollowed by the representativas ot Ger? many, two Frenchmen remaining masters ortho situation^, and discoursing at cacti other until their powers orspeech had len them. -Mr. J..me.s Lenox, or Firth avenue, New York, proposes to bestow a splendid gift upon that city in thc form or a public library, ard a bill has been introduced into the State Legislature to enabl him to execute his design. The bill is to give an act or Incorporation to the Lenox Library. The generous donor proposes to rurnish a lot or land and give three hundred thousand dollars, or any larger sum that may be needed, lor the erection of the building. In addition he will hand over to the trustees hb> entire collection or statuary, paintings and books as a beginning ror the libra ry, and he declares that no further sums or money | ; shall be withheld that may be demanded io make "ifth3 Snot library in the country. Charleston might be, and ought to be, the second cotton market in thc whole South, with a steadily increasing trade in the great Southern staple; but Charleston is only a forwarding station upon Hie great line from the cotton country to New York. Thc rea? son is-want of commercial capital. Before the war this city bad twelve mil Hon,dollars of bunk capital, all of which was freely used in encouraging production and in drawing to South Carolina the business of other Stales. At tills time the banking cap? ital of Charleston is about twelve hundred thousand dollars, which may be increased to over two million if thc Bank of Charleston should resume active business. Two and a quarter million of dollars of bank capital is all that we can expoct for the present, and with this we are to handle the immense cot? ton, phosphate und produce trade of Charles? ton. Our lines of railroad stretch out to the broad*Ohio and the turbid Mississippi. Cars loaded in Charleston puss, without breaking bulk, to St. Louis and Vicksburg. But thc business passes through thc city to Now York and Baltimore, because wc have not thc commercial capital to hold it in Qm Wes? ton. Our merchants are not wanting in en? terprise. They are ready to send their agents throughout thc South, and every additional hundred thousand dollars added to our mean? is profitably used in bringing more produce, more sellers and buyers to the eily. Thc increased trade gives activity to every branch of business. It is felt by the wholesale and retail dealer, by the artisan and mechanic, hy the low as well as the high. Thc whole Stale is benelitted by the accumulation of trade in her chief city; for it enables that city to pay a larger proportion of the gene? ral taxes. It is as plain as daylight that we cannot increase our trade without increased capital, that want of capital depresses and limits our trade, and that it is far better for all of us that produce amt merchandise should bo bought and sold iii this city than bought and sold in the uiutnmoth markets of the North. ?We cannot increase our batiking capital with any great rapidity : But it is clearly to our interest to luke cara rf all that we have, and to put no bur in the way of obtaining more. And yet a colored member of thc Legislature, c Charleston member, proposes to tax out of existence three-fourths of the whole banking capital which we expected to use for tiie common good and advantage. The propositiou of lt. C. DeLarge is to require all the State batiks to deposit with the Comptroller-General of the State bonds or stocks of the State equal, at par, to one third of the capital of those banks. Thc whole capital of the State banks resuming business, including the Bank of Charleston, is about one and a half million dollars, so that it is proposed to withdraw from active business the purchase money of half a mil? lion dollars '>f State securities, or about four hundred thousand dollars. This money could be more profitably used in bringing trade to thc State than in six per cent, bonds or stocks, while thc investment will in no wise advance the permanent credit of the State. scare from loss thc depositors in the Stute banks. It would bc bad enough, unwise enough, to withdraw ?rom active circulation four hundred thousand dollars of Charleston funds; but this is not the worst of it. We are confident that the State banks cannot, in justice to their stockholders, lock up one third of their capital at six per cent. ; and if the bill is passed, the State banks will, in all probability, close their doors and go into liquidation. In this way fifteen hundred thousand dollars out of two and a quarter millions of bank capital wouid be absolutely and permanently withdrawn from the chan? nels in which it is now employ??d-employed not only for thc benefit of the banks, but for the benefit of every merchant, shopkeeper and workingman, for the benefit of the whole city, and for the benefit, direct and indirect, of the whole State. This will be the effect of the passage of thc bill now before the General Assembly, and we can hardly believe that it will be pressed hy DeLarge himself, when he reflects upon the injury it will work to those whom he is pleased to call his constituents, but whom he certainly does not represent. Tuts poor lillie fellow LeLarge is as rest? less as a June-bug, and as tiresome as an emasculated fly-blister. Only the other day he ordered the House to pass the bill t j ex? tend the limits of the City of Charleston, and the Gamboge edict was obeyed. Then lie concoct* d a bill to shut up all the State banks, unless all the State hanks take time by the forelock and shut up DeLarge. And itt the midst of the myriad duties and rcs ponsibilities attaching to his lofty positiou as the loader of the House, he linds time, according to our Columbia correspondent, to cuter a plea for ? -Catfish and Civil Liber "ty." Is it not a sin and a shame that any poor colored man should have been allowed to come betwixt the wind und his gentility ? The man who bore the catfish was only a negro; DeLnrge 13 a saddle-colored mein ber of the Legislature. No wonder that he scorns his own race, and hoots at brown and black equality while demanding it for white and brown. THE last wrinkle at Columbia is to run ScoU for Governor and P. J. Moses for Lieutenant Governor. Our Columbia cor? respondent throws some speculative light upon this subject, and upon the expected election of Whipper to the Supreme Lench. Ex-President Davis. There are few of the readers of THE NEWS who will not he interested in the following paragraph which wc take from the New Or? leans Picayune: "The friends of Jefferson Davis will recol? lect that it was sometime ago announced that 11?3 distinguished gentleman had been elected president of thc Carolina Life Insurance Com? pany, of Memphis, Tennessee. Mr. Davis re? turned to this country, after being relieved from thc prosecutions against him, that bo might here seek such employment 08 would support himself and family, utterly impover? ished by the events of the war. Sometime after Ms arrival here, he was offered this posi? tion or president of that insurance company. He declined to accept it, generous as was the offer ol' salary accompanying it, and much as it was needed by him, until he could examine into the condition, management and prosperi? ty of the company, ile, therefore, procured the services ol an eminent assurance actuary, from an Eastern city, who went lo Memphis and examined carefully into all thc business of thc company, past aud present, and, after a thorough sifting of the same, pronounced it sound, correct and well managed. Mr. Davis, therefore, accepted thc presidency tendered him, and entered upon thc exercise of thc office. He has since devoted himself earnest? ly to mastering the dnties of his position, so that he may secure himself and all who may entrust their means and confidence to this in? stitution from any loss of the same. He has appointed as the general agent of Hie compa? ny, to reside at New Orleans, General Braxtoji Bragg- ,,??,, TnE Judiciary Committee of the Senate made a very sensible report upon Wright's wild bill "to prevent persona from issuing "checks and scrip to be used as money." They say, with great propriety, that lo pass the bill would bc a vain attempt "to break "up a system and mode of doing business "approved by lime, and which cannot, now "Lie dispensed with." If Wright knows no more of jurisprudence than he does of | finance, he should immediately bc elected to the Supreme Bench of the State.
