-A letter from Richmond Virginia says: "The
agent here of the Virginia and Tennessee Railroad

that lt saves the negroes and the State from thc
quasi famine threatened by the failure of thc
crops last summer.

"The National Intelligencer died this morning at

however, it is not only dead, but buried, and be?
yond resurrection. Its last proprietor, in pen

his hero, Don Quixote,) to give ample notice that
no more sallies can possibly occur. Thc coast is

-There was a balloon ascension at Atlanta,
Ga., on New Year's Day, Dr. Gilbert Hasse going
np alone, and thc Era tells thc following in rela?
tion to it : "When the balloon had reached thc
height or about one mile, those who were watch?
ing it were horrified to see it explode and col?
lapse in thc upper air. For about an hour thc
anxiety was very Intense, when, to the astonish?
ment of every one, the doctor rode in sound in
body. The doctor fell about three miles out or
town, and thc only Injury be srtstaiued was a rcw
scratches from some bushes tn which he fell."
-The publication of tho letter from Berlin,
Prussia, or Dr. Gneist, in regard to the Schceppcs,
father and son, and their conviction there for
forgery, theft, ic., has reopened discussion of thc
case of Dr. Paul Schecppe, convicted or murder at
Carlisle, Pa. In the Berlin trial, one or thc most
Important witnesses was a locksmith whom Paul
Schoppe had employed so make the key with
which Paul Schoppe robbed his employer's safe,
although the locksmith was innocent of Schocppe's
purpose In procuring the key. That witness ls
now In New York City, and called at the onice of
the Staats Zeitnug to corroborate the statement
In Professor Gneist's letter, lt is now suspected
that the testimonials of character Schecppe pub?
lished some weeks ago are forgeries.
-Thc Nevada earthquakes, which occurred at
the close of 1S?9, were very heavy, tho cart h beiug
In a constant tremor for nine hours. The first
shock occurred about six o'clock on the evening
of December 2T, and lasted ten or fifteen seconds,
alarming and arousing thc whole city. Thc
shock was preceded by a sort of rumbling sound
or very short duration, when down came the
malu "quake"' in full force, dcmg conslelerable
damage. At about ten o'clock the same evening,
when the frightened inhabitants had succeeded in
chasing thc pallor from their cheeks and declar?
ing that they rather liked earthquakes, came
another shock, and there was another grand
Btampede for the streets. This shock seemed
to come more directly from the west
than the first. Between these main shocks there
were constant tremors, scarcely amounting to
distinct shocks. In fact, from six o'clock Sunday
evening until three o'clock Montlay mornlug the
eart:? was at rest scarcely ten minutes at a time.
A great many ladies were so badly frightened that
they fainted; children cried aud clung to the gar?
ments of their parents; dogs howled, and the
horses and mules in the stables broke their
halters, and, crowding together, raised a terrible
hubbub. In one hotel up town three ladies
fainted at one time; one made n dash to jump
ont of a window, while another, in slippers
and night clothes, made a break out Into the
e rect, with her husband in full chase. In thc
big hotel down towu the ladies got into the parlor
and held a grand pow-wow, which was about hair
prayer meeting and half lt-nutic asylum. At
Dayton the shocks were very severe, shaking bot?
tles and crockery from thc shelves, and creating a
general panic. In Carson City the shocks were
also very severe, anil brittle ware liad to sillier.
On Six Mile Canon, a short distance above thc
Empire State Mill, a boulder weighing some M en
tous rolled down oiV the mountain into thc road,
where it now lies. In thc vicinity of steamboat
Springs thc earthquake seems to have been more
severe than i:i any ??her place in thc country.
At thc time ut Ute lirst shock jets ?>f water, liftcen
or twenty in number, and of great volume, were
thrown up to thc height of twenty feet, and dur?
ing thc night twenty-six shocks wore felt-tour
very heavy ones. Thc minis were not in t'.ie
slightest degree injured by the earthquake. Thc

little alarmed, nut] com inned working.

the kindly heavens, the unchained exulting
streams, minister to the wants of men. A
few brisk winds, .a few frosty niorninjrs, ti
few sharp bracing day?, are all the rigors of
winter that we know-if rigors be indeed
the name for that salutary discipline which
girds thc loins ami tightens the sinews for
the labors of the advancing year. The con?
trast only serves to lend a charm to the gra?
cious season, which, like the Scandinavian
mother, tosses her nursling into thc snow
wreath only that she may take him back,
thrilling and all aglow, to the warmth and
refreshment of her bounteous breast. Thank
God ! wc have something that Congress can?

This advantage which we have enjoyed
without realizing how great it is, is begin?
ning to exercise its just influence, aud will
contribute more and more, in thc years to
come, toward our prosperity. First the
spoils of war invited adventurers, who Hock?
ed Southward, like buzzards, to feed upon
the dead carcass of slavery. Of these ob?
scene birds we have had more than our share.
Then caine invalids, like Mr. Derby and Mr.
Weed, in quest of health. Then caine self
indulgent retainers, like Mrs. Stowe, athirst
for oranges. Then came capitalists, covet?
ous of cotton. Soon we shall have an im?
portant and limiterons addition to our popu?
lation in the immigration o? laboring men
from-Europe. Already many of the English
artisans are petitioning the government for
the use of thc national vessels to transport
them to the tropical colonies f.. the Empire.
Eut these islands cannot compete with a
continent. When once the tide has fairly
set in, it will seek America. And in all
America there arc no fields so iuviting as
those whose white lleece have clothed the
nakedness of the world-no clime so pro?
pitious as that which "warms in thasun and
"refreshes in the breeze" above us and around
us, and makes thc dreariest season of out
year the bland harbinger of spring.
Mr. Cornell, of Ithaca, New York, has
recently imported some English builders into
that city. Of these, one of the most intelli?
gent has written several letters to thc Lon?
don Spectator, giving his impressions in re?
gard to this country. He finds thc wages of
labor higher here than in England, cvci rela?
tively, although the expense of living is also
higher. Food ls more abundant, bat willi
less variety from meal to meal and from
day to day. Clothing is coarser. Thc ale
is scant and poor, and the whiskey deadly.
Eut the great trouble is the climate. His
fellow workmen are obliged to betake them?
selves to some other employment than
their proper business during the se?
vere months of winter. They become
glass-blowers, wheelwrights, hunters, team?
sters and the like. And the resu't is that
the quantity and quality of lite work done
is sensibly affected, according to thc old
saw, "a jack of all trades is good at none."
The letters are very suggestive, and to us
very encouraging. For we have more than
the physical advantages of Hie North, and
in addition, enjoy the generous climate for
which the frost-bitten artisan is yearning.
Thc system of slavery, which he was taught
to regard as a degradation of labor, has
perished. The arts of unprincipled mcu
who have subsisted upon social disorder are
losing tiieir power. Thus thc main obsta?
cles to immigration have disappeared or aro
disappearing. We shall soon have a fair
field for industrial competition with thc
Northern States. No fear for thc result !
We can offer to capitalist and laborer work
for every month in the year, from January
to December-gliding water wheels, when
the wheels of the North are locked with ice;
free rivers, when the rivers of the North are
frozcu ; open roads and clear fields, when at
thc North the whole country is one unbro?
ken drift of snow; a winter balmier than a
Northern spring. The Northern game of
abolition is played out; that sentiment which
was capital has dissipated its resources; that
policy which made Mason's and Dixon's Line
a Chinese wall to the foreign immigrant has i
overreached itself. Anti now thc way
Southward is open, and the people and the
lund invite !
We shall have laborers from Europe be?
yond all question. And wc shall, as cer?
tainly, draw them from the North and the'
Northwest.
WE hoped that the resolution of inquiry
into thc management of the affairs of the Elue
Ridge Railroad Company would be adopt?
ed. The public want to know, among other
things, why 875,000 was paid to the con?
tractors for doing S1500 worth of work.

The City Extension Bill.
We print this morning the concluding
sections of thc Charleston Extension bill.
This bill, if passed, will injure every capital?
ist anti every workingman in Charleston.
The enlargement of the city will add lo the
city expenditures, and this must he met by
additional taxation, wbicli will be felt by all
classes.
If the Radicals want an election in April
next, they can have it. They can turn out
Mayor Pillsbury without increasing the cost
of the city government There is no justifi?
cation for orgies like that at tho Guard?
house yesterday, when hundreds of dollars
were spent in regaling the City Fathers and
the city policemen. But when Charleston is
extended to the "Six Mile House, " or lo the
limits of the old Parish of St. Philip's, there
must be more taxes, higher rents, a further
depreciation of real estate, and a greater in?
ability to meet the municipal liabilities.
